This ‘How-To’ Guide has been produced by the Learning and Knowledge Development (LKD) Facility as a learning tool, after the initial experience of working with the first vocational training Public Private Development Partnerships (PPDPs) in Iraq, Ethiopia and Uruguay. The Guide has been created from the collected learning, observations and reflections of the LKD Facility partners – the United Nations Industrial Development Organization (UNIDO), business partners, donors and the Vocational Training Centre leadership. The Guide is intended to share the learning from the PPDPs in terms of how to develop and implement them successfully, what has worked and what to watch out for. It will be of interest to other organizations intent on developing new PPDPs, or for adding to their thinking about their current PPDPs, and for general interest on innovative ways to strengthen vocational training for poverty alleviation. This guide is a ‘living document’ and will be updated regularly when new projects and partners get on-board and new lessons are learnt.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Le secteur du BTP au Burkina Faso est, certainement comme dans beaucoup de pays, un secteur important en termes économiques et à forte densité de main d’œuvre. La qualification des ressources humaines est un des facteurs de la qualité des prestations de ce secteur. Il existe des centres de formation au Burkina Faso dont il faudra évaluer la pertinence aussi bien pour ce qui concerne la qualité que pour le nombre de personnes formées.

L’objectif principal de l’étude est d’accompagner le processus d’opérationnalisation de la PN/EFTP pour la réalisation d’une « étude d’opportunité pour l’analyse des besoins en matière de qualification des ressources humaines dans le secteur du Bâtiment et des Travaux publics en plaçant un accent particulier sur les exécutants des corps d’état présents à pied d’œuvre et qui ne disposent pas toujours de cadres formels ».

Mit einer Green Economy sollen nicht nur Emissionen und Inanspruchnahme von Ressourcen reduziert werden, sondern damit ist auch die Hoffnung auf eine Ausweitung der Beschäftigung in Sektoren verbunden, die auf einer nachhaltigen Ressourcenbewirtschaftung bzw. deren Schutz beruhen. Die Beschäftigung, die im Bereich Umwelttechnologien und erneuerbarer Energien in Deutschland und anderen westlichen Industrieländern entstanden ist, nährt eine solche Hoffnung. Aber ist dies auch auf den Kontext von Entwicklungsländern übertragbar? Oder fallen hier Mehrkosten gegenüber ressourcen- und emissionsintensiven Wirtschaftsweisen stärker ins Gewicht und werden insgesamt Entwicklungsmöglichkeiten sogar beeinträchtigt? Die hier vorgelegte Literaturstudie versucht, einen Beitrag zur Debatte zu leisten, indem zentrale Konzepte, Methoden sowie Befunde zur Messung und zu den Voraussagen der Beschäftigungseffekte eines Übergangs zu einer Green Economy zusammengetragen werden. Auf dieser Basis werden Handlungsempfehlungen für die Entwicklungszusammenarbeit entwickelt.

A DFID practice paper This guidance note provides information on how the private sector can become involved in skills development; it identifies the contributions that the private sector could make to increase both the quality and quantity of provision, complementing as well as challenging state provision. The note outlines the benefits of engaging the private sector and how that can complement the role of the public sector. A variety of possible interventions are described drawing on new developments in the field of technical and vocational education (TVET) or ‘skills development’, as well as the outcomes of current or recent reform initiatives or research in developing countries. These outcomes and the resulting recommendations will not always be relevant; decisions on what advice to follow must take into account the stage of development of a country’s economy and the current governance and operational contexts.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The report provides an overview of the supply and demand of skilled workers in selected sectors in Bangladesh in 2012.It was commissioned on behalf of the National Skills Development Council Secretariat, and funded by the Swiss Development Corporation. The survey presents the current statistics and looks at skills predictions in the medium and long term. It covers the collection and analysis of (1) demand data from nine selected industry sectors, (2) manpower export data and (3) supply data from formal and non-formal public and private technical and vocational education and training (TVET) providers. The nine selected sectors of industries/organizations are: agro-food, construction, informal skills, information technology, leather and leather goods, light engineering, ready-made garments, tourism and hospitality and water transport/ship building. Based on the findings of the survey, the report contains a series of key recommendations for industries, concerned government ministries and public/private/formal/non-formal TVET providers.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Many countries worldwide reinforce their education and training systems’ capacity to respond to the pressures of globalisation and the challenges of the knowledge society. Closer cooperation between business and education is one of the tools for providing learners with new skills and competences for work. However, knowledge available on the current modes of cooperation between the education and private sectors, and the roles and responsibilities of the different stakeholders is limited and fragmented.

This study seeks to fill in this gap by exploring policy and strategically driven approaches to education and business cooperation in Georgia. It follows a study design, consisting of desk research, data exchange with partner institutions, as well as focus group meetings in April 2010 and a validation workshop conducted in June 2010. During this intensive consultation process, facilitated by the ETF, the main national stakeholders (representatives from relevant ministries, social partners, the education system, businesses and the civil society) discussed the state of play and provided recommendations for its improvement. This final report is based on the key discussion points and messages.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report examines programmes for youth that combine learning in classrooms with participation in work. Such programmes raise special issues for public policy, as they require cooperation between employers and educational institutions, between the public and private sectors, and between education, labour market, economic and social policies. It draws on the experiences of ten Mediterranean countries: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, the Occupied Palestinian Territory, Syria, Tunisia and Turkey. The paper describes some of the contextual factors that can influence the nature and extent of work-based learning programmes for young people and looks at some evidence from the research and policy literature on the potential benefits of combining work with learning.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The study examines conditions for effective skills development in Uganda in the context of reducing rural poverty. It assesses the achievements and shortcomings of the Ugandan policy framework for formal and non-formal vocational education and training for the rural labour force. It argues that the capacity of the formal vocational training system is unlikely to be adequate for the provision of services that reach the poorest segments of the rural labour force, despite significant improvements brought about by on-going reform processes. The analysis of Uganda’s strategy for agricultural education, as well as its agricultural extension system, points to the need for a more comprehensive approach to rural skills development, which can respond to the skills needs of smallholder farmers and agricultural wage workers.

The paper argues that in order to up-scale sustainable results through non-formal vocational training in rural areas, skills development efforts need to be integrated into existing organisational structures of farmers at the local level. Case studies of agricultural cooperatives in eastern Uganda provide fresh evidence of innovative approaches to skills development for the rural poor. However, this study also shows that the integration of training provision into existing organisational structures may compromise, rather than improve, access to training. As economic and social structures of organisation in rural communities are strengthened, existing inequalities may be perpetuated. As a result, access to training, as well as other services, may be biased towards wealthier and more powerful sections of the community. The paper concludes that any integration of non-formal training provision into cooperative approaches needs to carefully assess the local political environment, as well as the existing structures of economic and social inequality.
