This report supports the objectives of the PROSPECTS strategic partnership between the ILO, the World Bank, IFC, UNICEF and UNHCR, as well as the ILO’s “Estidama + +” project. The assignment was carried out under the guidance of Sandra Silva (ILO) with Meredith Byrne (ILO). Clara Decamps (Development Pathways) and Shea McClanahan (Development Pathways) authored the report, with research support from Daisy Sibun (Development Pathways). Key informant interviews were carried out by Ahmed Tamemi (Independent Consultant) and members of the Development Pathways team in August and September 2022. The authors are grateful for the time and insights of the experts and practitioners who made themselves available for interviews. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Ce rapport décrit le travail effectué par l'OIT pour répondre à la promotion de la reconnaissance mutuelle des compétences et renforcer les partenariats de compétences entre le Ghana, le Nigeria et le Togo. ILO’s Skill Up Ghana project, funded by the Ministry of Foreign Affairs of Norway, in collaboration the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supported the Ghanaian Council for Technical and Vocational Education and Training (COTVET) in the establishment of Sector Skills Bodies (SSBs) for the Agriculture, agriculture and tourism and hospitality sectors.

This skills strategy for the Agriculture sector has been devised by the members of the Agriculture Sector Skills Body (SSB) and outlines the current and future skills and labour needs for the sector. It sets out a comprehensive action plan to ensure that the supply of skills and labour meets those needs.

Agriculture is a critical sector for the Ghanaian economy; in terms of the number of people employed in the sector, its role to meet local demand and its export potential. If it is to maximize its potential it is critical that it has a skilled and productive workforce. However, evidence suggests that it lacks essential skills in a variety of occupational areas.
Skills mismatch and shortages are a common challenge in many countries, where applicants and the
existing workforce do not have the skills to meet organizational and sectoral requirements. In response to this challenge, countries have been adopting a demand-driven skills development approach that aims to provide individuals with the current and future skills required by the labour market through more effective linkages between technical and vocational education and training (TVET) institutions and employers.
The Council for Technical and Vocational Education and Training (COTVET) in collaboration with
the International Labour Organization (ILO) and the Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH has established Sector Skills Bodies (SSBs) for the agriculture, construction and tourism and hospitality sectors with the aim of establishing a demand-led TVET system in these sectors.
To support their establishment, the ILO worked with the SSBs to develop sector skills strategies through applying ILO’s Skills for Trade and Economic Diversification (STED) approach in order to better align skills development to labour market needs. This document sets out that strategy and outlines a range of proposed actions to address the skill needs of the agriculture sector identified through the process by the SSB members.

Skills development can be viewed from a life-cycle perspective of building, maintaining and improving competencies and skills. A holistic approach to skills development encompasses the following features: access to good basic education; development of cognitive and core skills, including literacy, numeracy, communication, problem-solving and learning ability; and, availability of continuous training opportunities targeting adult and older workers.  Systems to improve recognition of attained skills across occupations, industries and countries improve the employability of workers, reduce labour shortages, and promote good working conditions for migrant workers.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report presents the findings of the impact assessment of the “Combating Worst Forms of Child Labour by Reinforcing Policy Response and Promoting Sustainable Livelihoods and Educational Opportunities in Egypt Programme”, with a particular concentration of the programme’s apprenticeship component. It explores the net effects of the upgraded apprenticeship project on the ability of beneficiaries to secure decent work, improve working conditions and increase retention rates.

Le projet PEJTUN mis en œuvre par l’Organisation Internationale du Travail (OIT) avec l’appui financier de la Coopération Danoise au Développement (DANIDA) dans les quatre gouvernorats du Nord-Ouest de la Tunisie à savoir Béja, Jendouba, Siliana et le Kef, vise la création de 1200 emplois durables pour les jeunes. Dance ce cadre, l’OIT en collaboration avec ses mandants a élaboré une étude pour identifier les chaines de valeur à fort potentiel d’emploi pour les jeunes dans les gouvernorats de Béja, Jendouba et Siliana. L’étude propose trois chaînes de valeur par gouvernorat, et le choix a été porté sur deux chaînes de valeur agricoles à savoir l’apiculture biologique dans les gouvernorats de Jendouba et Béja ; et l’aviculture fermière dans le gouvernorat de Siliana.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

In the north of Mozambique, the Norway–ILO partnership is active in Cabo Delgado Province, the third poorest province in the country. It is here where the partnership helps unemployed and underemployed young women and men from rural communities to acquire the skills needed to obtain decent and productive work. The use of “Mestres”, experienced technical professionals/entrepreneurs from the rural communities, as trainers has emerged as a fundamental strategy to achieve the results set out by the partnership programme.
