There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This report is part of the Skills for a Changing World project, supported by the Brookings Institution, that aims to explore the new demands placed on education in the 21st century and how education systems are responding to them. This Skills for a Changing World: National Perspectives and the Global Movement report summarizes country-level responses based on a public scan of education systems and discusses country-level stakeholder views on the skills students need for today and tomorrow in four countries: Mexico, South Africa, Kenya, and the Philippines. Although there is consistency worldwide in views about the skills and characteristics the youth of today need for the future, countries vary greatly in implementing new approaches to education. In addition, specific country conditions influence stakeholder perceptions of how education systems are responding and providing for future generations.

This report seeks to improve our understanding of the involvement of trade unions in the domain of TVET and skills development at the national, sectoral and enterprise levels. It does this through case studies of ten countries at different stages of development and with different traditions of unionism and social dialogue.

This publication reflects a joint effort by the Skills and Employability Branch (SKILLS) and Bureau for Workers Activities (ACTRAV) of the International Labour Organisation (ILO). This collaboration has documented current practices with the intention of supporting workers organisations so they can take part in the development of national, sectoral and enterprise skills policies and by providing them with advice, tools and training courses to enable them to do so.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Center for Culinary Arts, Manila (CCA) and the Asian School of Hospitality Arts (ASHA): Empowering culinary and hospitality leaders in the Philippines. Expanding access to quality and affordable education is a central element to eliminating extreme poverty and promoting shared prosperity. In developing countries, private education providers play a critical role in the delivery of education, skills, and training that is affordable and relevant to the needs of the labor markets. This case study showcases success stories in the International Finance Corporation (IFC) education portfolio around scale, skills, affordability, and innovation. The case study highlights how IFC clients have contributed to meeting IFC’s strategic goals in education of (1) developing skills and enhancing employability of graduates and trainees, and (2) increasing reach and impact at all levels of education.

The world is experiencing an unprecedented acceleration in technological advancement and implementation. Indeed, profound shifts are taking place – entire sectors are accommodating these innovations, rendering several human-performed occupations redundant. In the near future, these positions may be eliminated entirely. At the same time, other jobs are experiencing a rapid increase in demand, and some occupations are revising the skill sets they traditionally require.

This report seeks to understand the implication of computerized technology for five Asian economies - Cambodia, Indonesia, the Philippines, Thailand and Viet Nam - by assessing types of occupations that have a high probability of being automated.

This report assesses the extent to which six diverse countries have embedded core skills for employability in their TVET and skills systems: Australia; Chile; India; Jamaica; Malawi; and the Philippines. These six case studies have demonstrated that in both developed and developing countries, much remains to be done to ensure that TVET and skills systems adequately and systematically take steps to develop the core skills that so profoundly enhance the employability of learners, jobseekers and workers.

It provides a critical analysis and assessment of the current state of skills development and TVET as well as reviews past and current policies, strategies, programmes and trends, and implications to the country’s socio-economic development and employment in these countries. Recommendations are made in identifying future skills and occupations needed given current and future employment levels.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

A report prepared for the EU-ILO Project on “Decent Work Across Borders: A Pilot project for Migrant Health Professionals and Skilled Workers”, Manila, Philippines The migration of health professionals is a growing trend in a world where the health labour market is getting increasingly more global. For years, Filipino health workers, mostly nurses, have been working in hospitals and other health-care institutions around the world. Traditional destinations such as the Middle East and the United States are now being joined by newer destinations such as the United Kingdom, Ireland, Norway, Finland and the Netherlands as the main sources of employment for Filipino health professionals.

Given the size and the importance of migration for the country over the past thirty years, the Philippines government has developed explicit policies geared toward the protection of its migration population. The private sector, especially the recruitment industry, has also developed services that cater to the needs of its clientele. For its pro-active stance on migration, the Philippines is often hailed as a good model in terms of migration governance.

Services designed for a particular profile of migrants may not respond to the exact needs of skilled migrants. Skilled and health professional migrants in particular face specific migration issues. In this context, and as part of its European Union-funded Decent Work Across Borders project, the ILO commissioned this assessment of services to skilled migrants.

The research makes an important contribution to the understanding of the services available to overseas Filipino workers, including migrant health professionals. It covers a wide range of services provided by state and non-state institutions, from pre-departure training to return and reintegration in the Philippines. It also offers a rich collection of information on the mandate of all state institutions providing services, as well as selected non-state institutions and business enterprises. Particularly valuable are the details provided on the various legislations pertaining to migrant workers.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

This paper was prepared as a resource for a panel discussion organized by the ILO in cooperation with the Government of Australia during the 14th Session of the United Nations Permanent Forum on Indigenous Issues in April 2015 in New York. The paper provides an overview of the available data regarding access to employment for indigenous women and men with disabilities. It examines international experiences in the vocational training and employment of indigenous persons with disabilities, highlighting examples of good practice, as well as examples of initiatives that have not worked well; it also discusses ways in which skills training and preparation for work contribute to the successful employment of indigenous persons with disabilities and policy frameworks that seem most conducive to promoting training and employment opportunities for this group.
