The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Lack of adequate skills is often one of the most challenging obstacles in the labour markets of developing countries. Particular challenges arise when developing countries seek to shift from agriculture to manufacturing without a solid skills base. The type of skills required changes with structural transformation. When a low-income economy undergoes the process of structural change, moving from a primarily agrarian-based economy to one dominated by industry, a new set of skills is defined. Manufacturing requires skills that were not needed in agriculture.

Ethiopia is an example of this. The country has experienced a decade of high and sustained economic growth at around ten percent and is putting a specific focus on transforming the structure of its economy from being a primarily agrarian-based economy to becoming one dominated by industry. The changes have led to increased demand for skilled labor. The government of Ethiopia therefore increased the number of TVET institutions from 505 to 919 between 2011 and 2015. In 2015, more than 350,000 students were enrolled in TVET courses and the number of students is increasing every year. This rapid expansion of the system has increased the supply of skilled labor. At the same time, the economic changes have meant that new skills are demanded. To keep up colleges are hiring new teachers every year; many of whom are hired directly as graduates from TVET colleges or universities and therefore without longer practical experiences gained in a company.

What Ethiopia is experiencing often happens as low-income economies develop. A gap has developed between the training provided by the public institutions (supply) and the skills that are needed (demand). Due to a lack of proper participation of the business sector in creating standards for vocational training, the standards often do not match with the tasks and required skills expected for the companies’ workplace. As a result, TVET Colleges develop curricula and train TVET students not in full accordance with the required job demands and reality on the ground.

The government together with the business sector needs to focus on diminishing the gap between supply and demand of skilled labor. Policy-makers seeking to design skills policies face challenges that are specific to the country context. For them to fully understand the nature of the context and the skills needed, policy-makers need to engage with companies. Guiding principles based on good practices shed light on the factors that play a role in successful skills development policies. But the supply-demand mismatch for skills is also associated with the inability of the business sector to communicate the skills that are needed and, most importantly, the unwillingness to become directly involved in the creation of skills through training schemes. Firms complain about the lack of a qualified workforce, particularly as they move up the technology ladder.

The Global Risks Report 2019 is published against a backdrop of worrying geopolitical and geo-economic tensions. If unresolved, these tensions will hinder the world’s ability to deal with a growing range of collective challenges, from the mounting evidence of environmental degradation to the increasing disruptions of the Fourth Industrial Revolution.

The report presents the results of our latest Global Risks Perception Survey, in which nearly 1,000 decision-makers from the public sector, private sector, academia and civil society assess the risks facing the world. Nine out of 10 respondents expect worsening economic and political confrontations between major powers this year. Over a ten-year horizon, extreme weather and climate-change policy failures are seen as the gravest threats.

This year’s report includes another series of 'what-if' Future Shocks that examine quantum computing, weather manipulation, monetary populism, emotionally responsive artificial intelligence and other potential risks. The theme of emotions is also addressed in a chapter on the human causes and effects of global risks; the chapter calls for greater action around rising levels of psychological strain across the world.

This report looks at the conditions impacting the development of digital skills of a population based on international indicators of the levels of skills amongst children and adults. It is based on five international comparative surveys, the results of which reveal a sample group of twelve countries whose population have particularly high levels of digital skills. Building on these results, this rapport seeks to answer two questions: what has enabled these States to rise to the top of the rankings in digital skills, and what can other countries to do catch up?

It also shows that to achieve the best conditions for the development of digital skills, public authorities must pursue efforts in two areas: policies that create a supportive framework, and sectoral policies for basic and further training. To ensure that these policies are as relevant as possible, they must be the result of collaboration between government, educational and training institutions, and businesses.

This technical note shows how public employment services (PES) are going beyond traditional ways of working, moving towards joined-up services to help people facing complex barriers to employment in finding work and building skills, with the aim of achieving more sustainable outcomes.
The note explores the meaning of 'joined-up services' and presents selected country case studies that offer insights from experience to policy-makers, practitioners and others interested in developing services to maximize the level of support available to disadvantaged job seekers. Slow growth in employment and economic activity is having disproportionately frequent and severe effects on people already facing disadvantage. People in vulnerable situations are more likely to have a weaker attachment to the labour market and fewer chances of re-employment. The available evidence on what policy approaches are effective in improving employment outcomes for disadvantaged groups shows the importance of tackling barriers to employment in parallel to those in education, health and housing.

This document is one of a collection of notes about public employment services (PES) in selected Latin American and Caribbean countries jointly launched by the ILO. The Mexican PES has evolved substantially throughout its 37 years of operation, making significant advances in coverage, quality and adequacy of services delivered. At present, its services are available nationwide and range from job-matching, counselling and placement to active labour market programmes for training, self-employment, labour mobility and the prevention of job losses.

Managing an innovative and potentially complex project like a Public Private Development Partnership (PPDP) provides a rich learning opportunity and environment for managers of the project. As they embark on what might be for them as leaders, and their staff, a new model of collaborative training provision in their VTC - including working with new partners (private sector), and developing new curriculum materials for their learners – VTC managers should thoughtfully consider their own learning needs. By focusing on this as a part of their work, they can enhance their own performance as managers in this context and that of the PPDP.

VTC Managers can benefit from a learning programme that supports them as they take the different steps of conceptualization and implementation of the PPDP. The management learning programme proposed in this guide should help them further develop their management competencies through formal and informal learning, through structured reflective practice, and mentoring opportunities. These are more fully described as a PPDP VTC Management Training programme in the content of this document.

Young people looking for jobs are constrained by a lack of skills required in a marketplace where technology, and the skills needed to use it, is in high demand. At the same time, companies and firms expanding in developing countries remain unable to find a pool of highly-skilled labour from which to hire locally, and remain committed to importing much of their labour from the industrialised world. These structural constraints prevent people from obtaining high-paying jobs while at the same time constraining business growth in productive sectors.

The traditional approach to these problems has been government- and donor-led vocational training centres, which have sought to identify particular skills-gaps, or to identify strategic growth areas, and to bridge the gaps. Often private sector actors have been brought in to provide technical expertise. This guide introduces an innovative approach to identifying and filling skills gaps is through a Public Private Development Partnership (PPDP).
