Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. La Reunión de la Comisión Técnica de OIT/Cinterfor (RCT) es el más antiguo e importante foro regional sobre formación profesional. Se realiza cada dos años, en sede rotativa y nuclea a representantes de entidades y organismos nacionales especializados en formación y educación para el trabajo de América Latina, el Caribe, España y Cabo Verde, representantes de organizaciones de empleadores y de trabajadores designados por el Consejo de Administración de la OIT, así como también observadores de organismos de cooperación nacionales e internacionales y autoridades de otras entidades vinculadas con la formación profesional.

En esta oportunidad, la 44ª RCT se realizará del 6 al 8 de agosto en la ciudad de Montevideo, Uruguay, con el apoyo del Ministerio de Trabajo y Seguridad Social y el Instituto Nacional de Empleo y Formación Profesional del Uruguay. El tema central es “La formación profesional para el desarrollo sostenible”, el que será abordado mediante conferencias magistrales con destacados invitados, conversatorios temáticos y otros espacios de intercambio.

Se espera la participación de alrededor de 200 representantes del mundo de la formación profesional y la educación para el trabajo de toda la red de OIT/Cinterfor.

School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Do you want to know how ready you are for a just transition? The ILO, European Training Foundation (ETF) and LinkedIn will host a two-way knowledge exchange session through a panel session which will be followed by a small competition on finding creative solutions for greening jobs and skills for a just transition. The session will focus on discussing how the world of work is transitioning towards a greener economy, what jobs and skills are most in demand, how education and training, particularly TVET plays a crucial role in the transition and how countries are preparing their current and future workforce for the green transition. It is expected to expand the collective knowledge and build community of ideas on the green and just transition with skills perspective while triggering new thoughts and discover innovative solutions for greening jobs and skills for a just transition. The winners of the competition will receive a package of souvenirs.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

The Sustainable Development Goals Report 2017 reviews progress made towards the 17 Goals in the second year of implementation of the 2030 Agenda for Sustainable Development. The report is based on the latest available data. It highlights both gains and challenges as the international community moves towards full realization of the ambitions and principles espoused in the 2030 Agenda.

While considerable progress has been made over the past decade across all areas of development, the pace of progress observed in previous years is insufficient to fully meet the Sustainable Development Goals (SDGs) and targets by 2030. Time is therefore of the essence. Moreover, as the following pages show, progress has not always been equitable. Advancements have been uneven across regions, between the sexes, and among people of different ages, wealth and locales, including urban and rural dwellers. Faster and more inclusive progress is needed to accomplish the bold vision articulated in the 2030 Agenda.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Technical Committee Meeting is one of the most important events on vocational training in Latin America.

The Technical Committee Meeting is one of the most important events on vocational training in Latin America. It brings together representatives of national organizations and specialized entities in training and education for work in Latin America, the Caribbean, Spain and Cape Verde, representatives of employers 'and workers' organizations appointed by the ILO Governing Body, as well as observers of national and international cooperation agencies and authorities of other entities related to human resources development.

The 44th TCM will be held from 6 to 8 August in Montevideo, Uruguay, with the support of the Ministry of Labor and Social Security and the National Institute of Employment and Vocational Training of Uruguay. The central theme is: Vocational training for sustainable development, which will be addressed through various conferences with distinguished guests and thematic discussion panels.

The participation of around 200 representatives of the world of vocational training and education is expected. The official languages of the meeting will be Spanish, Portuguese and English. Simultaneous interpretations is foreseen during all sessions.

This report presents progress towards Sustainable Development Goal 8, analyses interlinkages with other SDGs and provides policy recommendations. The report seeks to improve understanding of SDG 8 at the empirical, conceptual and policy levels by:
(a) charting empirical progress towards the 12 targets under SDG 8 and comparing performance across country income groups;
(b) developing a conceptual mapping of dynamic interlinkages between SDG 8 targets and specific targets under other SDGs, and exploring on that basis major patterns of achievement in the various world regions; and
(c) describing a positive spiral of policy interventions and institutional support that can enable countries to achieve SDG 8 by 2030.

An urgent acceleration of efforts is required to bring about transformative change in support of SDG 8 in its three dimensions of sustained, inclusive, and sustainable growth.

Adopted at the 108th International Labour Conference, which marked the 100th anniversary of the ILO The ILO Centenary Declaration for the Future of Work, 2019 was adopted at the 108th International Labour Conference, which marked the 100th anniversary of the ILO.

The Declaration looks at the major challenges and opportunities for the future of work, ranging from technology to climate change, from demographic shifts to the need for new skills. It provides guidance for dealing with these pressing issues and a platform for cooperation with other organizations in the international system. It is also a strong reaffirmation of the social justice mandate the ILO was given 100 years ago, and the critical role of social dialogue and international labour standards.
