The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This brief presents scenario-based insights on employment creation in green and digital transitions. It shows that green and digital transitions can provide opportunities for additional job creation for a large-scale job creation if effective policy measures and investment are undertaken. The occupations benefiting from employment gains are observed at all skill levels, with the most significant gain in the medium-skilled occupations. Employment opportunities will arise across all age groups, with sizable gains particularly for youth. Despite the opportunities, the projected impacts are not always distributed broadly. The gender distribution of the additional job creation is alarmingly unequal, with women gaining smaller share of additional job creation. Similarly, in all scenarios, the older workers would see lower percentage changes in additional job creation than the overall working-age population. Furthermore, certain groups of occupations are more likely to benefit or lose out during the transitions. Reskilling, upskilling, and other support from labour market institutions and employment and social protection measures, designed and implemented through social dialogue, would be crucial for workers to safeguard income generation opportunities or transition to new jobs, and for enterprises to harness the opportunities presented by green and digital transitions.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

In line with its mandate, the 2020 GEM Report assesses progress towards Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda. The 2020 Global Education Monitoring Report looks at social, economic and cultural mechanisms that discriminate against disadvantaged children, youth and adults, keeping them out of education or marginalized in it. Spurred by their commitment to fulfil the right to inclusive education, countries are expanding their vision of inclusion in education to put diversity at the core of their systems. Yet implementation of well-meaning laws and policies often falters. Released at the start of the decade of action to 2030, and in the middle of the Covid-19 crisis, which has exacerbated underlying inequalities, the Report argues that resistance to addressing every learner’s needs is a real threat to achieving global education targets.

Inclusion and education: All means all identifies the practices in governance and finance; curricula, textbooks and assessments; teacher education; school infrastructure; and relations with students, parents and communities that can unlock the process to inclusion. It provides policy recommendations to make learner diversity a strength to be celebrated, a force for social cohesion.

Más de 700 personas participaron en este evento de dos días, celebrado en la Oficina Internacional de Trabajo en Ginebra, del 6 al 7 de abril de 2017. Asimismo, más de 2000 personas de todo el mundo siguieron el evento y contribuyeron al diálogo vía transmisión de vídeo en vivo y a través de las redes sociales.

Como parte de la Iniciativa relativa al futuro del trabajo, el diálogo global tenía el objetivo de explorar y examinar el futuro del trabajo para comprender mejor los factores de este inusitado cambio, como la innovación tecnológica, los cambios en la organización del trabajo y de la producción, la globalización, el cambio climático, el entorno normativo, y los cambios demográficos y migratorios.

This assessment provides a comprehensive overview of the Occupational Safety and Health (OSH) conditions in selected farms located in the Akkar and Beqaa regions of Lebanon.

The "Preliminary Assessment of Occupational Safety and Health (OSH) in the Agriculture Sector in Lebanon" offers a thorough overview of OSH conditions across selected farms in the Akkar and Beqaa regions of Lebanon. Based on interviews with 37 Lebanese farmers conducted by a team from the American University of Beirut, the assessment includes a survey of hazards and risks, analyses farmers' knowledge of OSH practices, and identifies areas for improvement.

The assessment proposes targeted interventions to enhance workplace safety for the well-being of farmers and agricultural workers. It also maps public and private entities involved in OSH training and capacity building in the agriculture sector.

The primary findings from this assessment indicate that predominant risks identified on farms encompass physical, chemical, mechanical, biological, and ergonomic hazards, along with those arising from the work dynamics and environment. Suggestions for mitigating these risks centre on establishing a comprehensive national Occupational Safety and Health (OSH) policy that incorporates OSH units within both the Ministry of Labour and Agriculture.

Additionally, there is a focus on fostering OSH practices across all sectors within the agricultural industry through awareness raising and capacity building activities.

In Lebanon, the ILO’s PROSPECTS Partnership focuses on enhancing resilience of the country's crisis-hit labour market and creating better livelihoods for both Lebanese host community members and Syrian refugees with a special focus on agriculture.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This study presents a review of the situation of refugees and asylum seekers in Egypt to assess the feasibility of including them in the universal health insurance scheme (UHIS) launched in 2018.

The refugee and asylum seekers population in any country is highly vulnerable and often lacks any form social protection.

As Egypt rolls out phase 1 of the UHIS, the study reviews possibilities of including refugees and asylum seekers in this key social protection scheme. It identified opportunities and challenges.

It proposes long-term strategy to ensure equal treatment of refugees and asylum seekers at par with Egyptians and grounded in sound economic policy options. It also presents data for policymakers and international agencies to make well-informed policy decisions, calling for intensive advocacy efforts with the Government of Egypt and strategic implications for the health programme.

It underscores the urgent need for action to ensure that PoC are not left behind and highlights the importance of fostering social cohesion by providing equal access to healthcare services for all.

These guidelines serve as a comprehensive framework to assess, analyze, and understand the multifaceted dimensions of digital employment. They provide a roadmap for policymakers, researchers, statisticians and practitioners to gather accurate and reliable data, measure the impact of digitalization on employment and develop evidence-based policies that can effectively address emerging issues and ensure decent working conditions for all, including displaced populations, young people, older workers and informal workers.

The digital economy has the potential to create new forms of work, enhance productivity and foster inclusive growth. However, it also brings forth a range of challenges, including the digital divide, precarious work arrangements and the erosion of traditional employment structures. By providing guidelines for undertaking digital employment diagnostics, the ILO aims to support its constituents and stakeholders in leveraging the opportunities offered by the digital economy while mitigating the associated risks.

This document is the result of extensive research, consultations and collaboration with experts and stakeholders from around the globe. It combines the latest insights, best practices and methodologies for analyzing digital employment and its impact on individuals, enterprises, and society. The guidelines benefited from an ILO-led piloting exercise in Uganda which included an initial analysis, stakeholder consultations and a case study. The piloting was done in collaboration with the ILO PROSPECTS Opportunity Fund project “Promotion, inclusion and protection of refugees and host communities in the gig economy”.

The International Labour Organization (ILO) conducted a review focusing on refugees' right to work and rights at work. Findings reveal significant gaps in legislation, hindering refugee access to formal employment, justice systems, and social security benefits. Comprehensive legal reforms and practical support mechanisms are needed to facilitate refugee integration. Detailed country-specific reports are available for download on the ILO website.

Think.COOP for refugees and host communities is designed for refugees and host community residents who are interested in joining or starting a cooperative. During this orientation, the participants: (i) learn about the fundamentals of a cooperative business; (ii) understand the conditions under which the cooperative is a better way to doing business; (iii) analyse how social cohesion and trust can help one pursue opportunities to improve one’s livelihood; and (iv) learn how cooperative can contribute to build trust and social cohesion at the community level.
