ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This document is one of a collection of notes about public employment services (PES) in selected Latin American and Caribbean countries jointly launched by the ILO. The Mexican PES has evolved substantially throughout its 37 years of operation, making significant advances in coverage, quality and adequacy of services delivered. At present, its services are available nationwide and range from job-matching, counselling and placement to active labour market programmes for training, self-employment, labour mobility and the prevention of job losses.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This report is part of the Skills for a Changing World project, supported by the Brookings Institution, that aims to explore the new demands placed on education in the 21st century and how education systems are responding to them. This Skills for a Changing World: National Perspectives and the Global Movement report summarizes country-level responses based on a public scan of education systems and discusses country-level stakeholder views on the skills students need for today and tomorrow in four countries: Mexico, South Africa, Kenya, and the Philippines. Although there is consistency worldwide in views about the skills and characteristics the youth of today need for the future, countries vary greatly in implementing new approaches to education. In addition, specific country conditions influence stakeholder perceptions of how education systems are responding and providing for future generations.

Many factors, interacting in complex ways, determine a country’s competitiveness, or its ability to increase productivity. The World Economic Forum benchmarks these factors every year in The Global Competitiveness Report, showing how countries advance or fall behind on each factor, ranging from basic education and health to innovation and the transfer of technology.

Building on a long tradition of competitiveness research and benchmarking, the Forum designed the Competitiveness Lab project to help bridge gaps in competitiveness through focused public-private work that is facilitated by the Forum and leads to agendas with actionable reform.

The Competitiveness Lab’s Insight Report of January 2015, 'Bridging the Skills and Innovation Gap to Boost Productivity in Latin America', was well received, and the Forum was encouraged to continue with a second phase that moved beyond diagnosis and into action. The Lab’s Phase II, a country-level initiative, debuted in Colombia in 2015 and Mexico in 2016, with multi-stakeholder workshops prioritizing the Insight Report’s recommendations and identifying which one recommendation could successfully be promoted through public-private collaboration. While the World Economic Forum believes that making progress in competitiveness requires sound diagnosis and detailed analysis, it demands, above all, multi-stakeholder collaboration. Garnering efforts from relevant private- and public-sector entities and agencies in specific projects is one way to design actionable and impactful initiatives to close the gaps.

This report presents the Colombia Competitiveness Lab in detail, and a summary of the Mexico Lab, which is published in Spanish as a companion report. Both plans have been incorporated into the respective competitiveness agendas under steering board-member leadership. The Forum looks forward to implementing the jointly developed work plan and collaborating in the future with Colombia and Mexico, as well as other Latin American countries, within the Competitiveness Lab model.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Since the early 2000s, after a long period of wide and persistent gaps, Latin America has experienced a steady decline in income inequality. This paper presents evidence of a trend reversal in labor income inequality, which is considered the main factor behind such a decline in income inequality across the region. The analysis shows that, while labor income inequality increased during the 1990s, with heterogeneous experiences across countries, it fell in a synchronized way across countries beginning in the early 2000s. This systematic decline was supported by an expansion in real hourly earnings among the bottom of the wage distribution and, to a lesser extent, the middle part of the earnings distribution, thus reducing upper and lower tail inequality. This trend reversal is explained by a lower dispersion of earnings among workers with observable different attributes and by a much less extensive dispersion of residual labor inequality. Regarding the earnings differentials among workers with observable different attributes, the analysis concludes that the decline in labor inequality in Latin America has been closely associated with a reduction in the college/primary education premium and in the urban-rural earnings gap, coupled with a steady drop in the high school/primary education premium, which accelerated markedly since the 2000s, as well as a reduction in the experience premium across all age groups.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Job training programs for vulnerable youth are the main response of Latin American governments to address the problem of inadequate employment opportunities for young people. Despite its importance, knowledge about these programs is scarce. This study contributes to filling this gap in the literature by presenting new evidence on the effectiveness of six of these programs operating or that were implemented in Colombia, Honduras, Mexico, Panama, Peru and Dominican Republic. This analysis uses the results of impact evaluations of these programs and the results of qualitative surveys of young participants and employers, and in-depth interviews to training centers, employers and policy makers. The main results confirm the limited evidence available, namely, that these programs have little impact on the probability of getting a job (although there is a high heterogeneity in these impacts), but a significant impact on job quality. From this analysis, the report proposes a research agenda to improve knowledge on the functioning and impact of these programs, and provide a series of recommendations to improve the design and increase the effectiveness of youth training programs.

'Better Policies' Series In recent years, Mexico has distinguished itself for having a solid macroeconomic framework with low inflation and strong openness to international markets. This has increased the country’s attractiveness as a destination for international investment, which is increasingly flowing into high value-added sectors. Since recently, Mexico hosts a large number of modern firms, notably in the sectors of aerospace, automobiles, foods and beverages, which employ high-skilled and well-educated workers. But other parts of the economy are characterised by high informality, low-skilled work, weak productivity and out-of-date technologies. As a result, the Mexican economy experienced a prolonged growth slowdown during the past three decades, leaving it behind other OECD countries and hurting the population’s relative living standards. This document explores Mexico’s education and skills priorities with regard to informality and provides some recommendations.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The equal inclusion of women in economic life is a key driver of economic growth throughout the world, including the Pacific Alliance countries of Chile, Colombia, Mexico and Peru. Talent is lost, and future growth suffers, when women do not have the same opportunities as men to reach their full potential in the labour market. All countries of the world have work to do to advance the equality agenda, and Chile, Colombia, Mexico, and Peru have much to do. This report sustains that while girls and women in the Pacific Alliance are progressing on the path to gender equality and inclusive growth, significant roadblocks remain. Gender gaps stubbornly persist in labour force participation rates, in the distribution of domestic and unpaid care work, job quality, earnings, poverty status and post-secondary education and training.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

La presente publicación constituye una contribución de la Oficina de la OIT para el Cono Sur de América Latina a través del Programa de apoyo a las políticas de empleo y formación de jóvenes en el Uruguay y de OIT/Cinterfor, al proceso de generación de análisis y reflexión que lleva adelante la Organización Internacional del Trabajo sobre el tema del aprendizaje y las políticas y programas de transición de la educación al trabajo de los jóvenes.

Contiene una sistematización de los resultados de una serie de investigaciones nacionales sobre el aprendizaje y las políticas y programas de transición de la educación al trabajo de jóvenes llevada adelante en Argentina, Brasil, Chile, Colombia, Costa Rica, Guatemala, Jamaica, México, Perú y Trinidad y Tobago, la cual deja de manifiesto la enorme riqueza y variedad de enfoques y de soluciones prácticas que los países se han dado para procurar posibilitar y facilitar la inserción laboral de su población joven.
