The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. En 2010, OIT/Cinterfor presentó en la región el documento “Herramientas básicas para el diseño e implementación de marcos de cualificaciones: guía de trabajo” (Billorou, N; Vargas, F., 2010). Desde entonces, progresivamente a nivel global y de un modo más lento a escala regional, se han venido multiplicando las experiencias de países, instituciones o sectores de actividad económica que diseñan e implementan este tipo de herramientas.

Actualmente, por los menos cinco países de la región latinoamericana y caribeña están avanzando en la implementación de un marco nacional de cualificaciones - MNC. También se registran experiencias a nivel sectorial e incluso institucional. En esta ocasión, OIT/Cinterfor hace una primera entrega de breves resúmenes nacionales para las experiencias de Chile y República Dominicana.

Since the early 2000s, after a long period of wide and persistent gaps, Latin America has experienced a steady decline in income inequality. This paper presents evidence of a trend reversal in labor income inequality, which is considered the main factor behind such a decline in income inequality across the region. The analysis shows that, while labor income inequality increased during the 1990s, with heterogeneous experiences across countries, it fell in a synchronized way across countries beginning in the early 2000s. This systematic decline was supported by an expansion in real hourly earnings among the bottom of the wage distribution and, to a lesser extent, the middle part of the earnings distribution, thus reducing upper and lower tail inequality. This trend reversal is explained by a lower dispersion of earnings among workers with observable different attributes and by a much less extensive dispersion of residual labor inequality. Regarding the earnings differentials among workers with observable different attributes, the analysis concludes that the decline in labor inequality in Latin America has been closely associated with a reduction in the college/primary education premium and in the urban-rural earnings gap, coupled with a steady drop in the high school/primary education premium, which accelerated markedly since the 2000s, as well as a reduction in the experience premium across all age groups.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Job training programs for vulnerable youth are the main response of Latin American governments to address the problem of inadequate employment opportunities for young people. Despite its importance, knowledge about these programs is scarce. This study contributes to filling this gap in the literature by presenting new evidence on the effectiveness of six of these programs operating or that were implemented in Colombia, Honduras, Mexico, Panama, Peru and Dominican Republic. This analysis uses the results of impact evaluations of these programs and the results of qualitative surveys of young participants and employers, and in-depth interviews to training centers, employers and policy makers. The main results confirm the limited evidence available, namely, that these programs have little impact on the probability of getting a job (although there is a high heterogeneity in these impacts), but a significant impact on job quality. From this analysis, the report proposes a research agenda to improve knowledge on the functioning and impact of these programs, and provide a series of recommendations to improve the design and increase the effectiveness of youth training programs.

This paper presents the results of a randomized controlled trial on the long-term impacts of a youth training program. The empirical analysis estimates labor market impacts six years after the training - including long-term labor market trajectories of young people - and, it is one of the first experimental long-term evaluation of a youth training program outside the US. The study was able to track a representative sample of more than 3,200 youths at the six-year follow-up.

The empirical findings document significant impacts on the formality of employment, particularly for men, and impacts for both men and women in Santo Domingo, the capital of the Dominican Republic. The long-term analysis shows that these impacts are sustained and growing over time. There are no impacts on average employment, which is consistent with the low unemployment in countries with high informality and no unemployment insurance. Looking at the local labor market context, the analysis suggests that skills training programs work particularly well in more dynamic local contexts, where there is actual demand for the skills provided.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Los Institutos de Formación Profesional (IFPs) son instituciones clave para el desarrollo nacional y regional, ya que son los organismos especializados en la formación y capacitación para el trabajo de las personas que entran por primera vez al mercado laboral y para la población trabajadora que requiere perfeccionar sus competencias. Estas instituciones ejercen el rol de rectores de los sistemas nacionales de formación profesional y brindan asesoría al Estado en el tema.

Las IFPs, como se les designa abreviadamente en este estudio, han ido diversificando y ampliando sus funciones para responder a los requerimientos de las economías actuales, sin embargo hay poca información documentada al respecto. Esta investigación busca contribuir a llenar esos vacíos, a identificar cuáles son las características principales de la formación profesional en Centroamérica y República Dominicana y a definir lineamientos y recomendaciones para el diseño e implementación de un plan de acción subregional que permita mejorar la calidad de la formación profesional en los países de la región.

This paper presents an impact evaluation of a revamped version of the Dominican youth training program Juventud y Empleo. The paper analyzes the impact of the program on traditional labor market outcomes and on outcomes related to youth behavior and life style, expectations about the future and socio-emotional skills. In terms of labor market outcomes, the program has a positive impact on job formality for men of about 17 percent and there is also a seven percent increase in monthly earnings among those employed. However, there are no overall impacts on employment rates.

El Instituto Nacional de Formación Técnico Profesional (INFOTEP) preocupado por ofrecer una mejor respuesta a la necesidades de capacitación de los recursos humanos de los distintos sectores de la economía del país y contribuir a su desarrollo, realizó este estudio en el área de edificaciones, con el objetivo de brindar capacitación en función de las nuevas tecnologías que impactarán este importante sector de la economía nacional en los próximos 10 años.

El estudio fue coordinado por la OIT/CINTERFOR con el apoyo del Servicio Nacional de Aprendizaje Industrial de Brasil (SENAI), responsable de la transferencia de la metodología prospectiva, a través de la realización de varios talleres a las diferentes instituciones de la red.

El sector construcción es uno de los sectores que más aporta al crecimiento económico de la República Dominicana. Es un gran generador de empleo directo e indirecto y contribuye a la dinámica económica y al desarrollo del mercado. Es de gran importancia por la cantidad de empresas constructoras que involucra en forma directa, por su efecto dinamizador en una alta gama de insumos que demanda y la gran cantidad de puestos de trabajo que crea.

Los resultados de este estudio serán de gran utilidad para la institución, además de ser una guía necesaria para modificar los programas existentes del sector construcción civil y crear nuevos planes de estudios, anticipándose a las nuevas demandas del mercado laboral.
