ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

This paper reviews skills-related challenges of informal economy workers in non-standard forms of employment in BRICS countries and how to promote decent work and enhance transitions to formality.

Workers in the informal economy face barriers to training due to costs and limited availability. Women encounter greater challenges accessing opportunities. Employers invest less in training than formal counterparts, and available programs may not be suitable or recognized. Therefore, governments can expand financing options and make training more flexible. The paper highlights strategies including aligning programs with labour market demands and investing in basic skills education as well as targeted interventions that are essential for enhancing access and relevance in skills training.

Providing Canadian workers with the tools to adapt to a changing labour market would establish the conditions for inclusive economic growth, and create the opportunity for widespread increases in household incomes. As noted in a recent report from the Business Council of Canada, ‘skills make workers more resilient [and] able to adapt to inevitable change in a world where people have multiple jobs during their working lives.’ Further, greater support for skills development among disadvantaged groups, and for workers in the low-skill jobs most likely to be affected by automation, will be critical to developing an economy that works for all. Canada must respond to the monumental shifts occurring throughout the global labour market – agile and forward-looking national action today will help prepare future generations of Canadians for work success and boost Canada’s competitiveness on the global stage.

In this paper, the Council proposes the formation of a national non-governmental organization to operate as a laboratory for skills development and measurement in Canada. Led by an executive team drawn from the private, non-profit, and education sectors, the FutureSkills Lab would invite all levels of government, private sector organizations, labour unions, not-for-profits, and other interested parties to partner on an opt-in basis. Through project partnerships and co-financing opportunities, new and innovative approaches to skills development and outcome measurement will be explored. Drawing from these experiences, the FutureSkills Lab would amass learnings and best practices. By sharing these learnings, the Lab could help inform skills and training program funding decisions of multiple players, including government ministries, researchers, employers, and organizations dealing with labour market information. The Council believes that the FutureSkills Lab could catalyze and enable much more forward-looking approaches to preparing Canadians for the workforce.

This report looks at a range of local employment and economic development issues in Saskatchewan and the Yukon, Canada, with a focus on indigenous peoples. The report provides a comparative framework to understand the role of the local level in contributing to more and better quality jobs, and practical recommendations to help federal, provincial/territorial, and local policy makers in Canada build effective and sustainable partnerships that join-up efforts across employment, training, and economic development policies. Co-ordinated policies can help workers find suitable jobs, while also stimulating entrepreneurship and productivity, which increases the quality of life and prosperity within a community as well as throughout the country.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Reliable and useful jobs data is essential to delivering a well-functioning labour market and, more generally, a strong Canadian economy. Recent work by the Business Council and other groups has underlined the wide range of workplace skills required to achieve these goals. In particular, businesses are increasingly looking for workers with multi-faceted competencies—not just technical knowledge, but also so-called ‘soft skills’ such as collaboration and teamwork, problem-solving, relationship building and an openness to change.

At its best, labour market information (LMI) provides clear signals that guide the various players towards the most appropriate choices. It helps identify the skills that business need, and how they can be developed. LMI is critical in matching workers with jobs (and vice versa), and highlighting gaps between the skills that are available and those in need. This paper provides advice to the Business Council of Canada on ways to sustain and develop Canada’s labour market information.

This paper looks at a study carried out among 80 small and medium sized enterprises (SMEs) in two Canadian cities, Montréal and Winnipeg, based on a survey and case studies, which show the importance of innovation among Canadian SMEs. These innovations in turn create new demands for skill development, both through formal training and in informal activities. The outcomes of the study show two significant trends. First, an uneven development of learning activities among SMEs is related not only to the size of firms, but also to their orientation towards innovation and shared productivity measures. Second, because they do not have enough internal resources and flexibility to drive productivity growth through learning and training by themselves, SMEs need some form of group based mechanisms to solve this structural problem. However, it is noted that participation of unskilled employees in both formal and informal learning remains an important challenge for the great majority of SMEs.

Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This paper studies the distributions of literacy skills, education, and employment of immigrants and natives in three host countries: Canada, the United States, and Norway. Results show that literacy skills are particularly important for groups characterized by low employment in the Norwegian labor market, consistent with the hypothesis that a compressed wage structure, employment protection, and social insurance with high replacement ratios create adverse employment effects for immigrants.
