Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

This paper reviews skills-related challenges of informal economy workers in non-standard forms of employment in BRICS countries and how to promote decent work and enhance transitions to formality.

Workers in the informal economy face barriers to training due to costs and limited availability. Women encounter greater challenges accessing opportunities. Employers invest less in training than formal counterparts, and available programs may not be suitable or recognized. Therefore, governments can expand financing options and make training more flexible. The paper highlights strategies including aligning programs with labour market demands and investing in basic skills education as well as targeted interventions that are essential for enhancing access and relevance in skills training.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Inter-Agency Career Guidance Working Group (IAG CGWG), composed by Cedefop, the European Commission, ETF, ILO, OECD, UNESCO and World Bank will support a Global Careers Month from 8 November to 12 December 2022.

This period will aim at raising awareness about the role and importance of effective career guidance to enable access to decent work, careers and support growth efforts during the economic recovery. Participants will work to jointly identify challenges to the development of career guidance systems as well as showcase solutions to promote career development for young people and adults.

The Opening Ceremony overview of activities to be developed and provide insights on the state of career development across the globe. Social partners, practitioners and researchers will provide their perspectives regarding current challenges and priorities for the near future.

The labour market in Russia is very flexible. Firms adjust to economic shocks through wage cuts, working hour reductions and minimisation of non-wage labour costs. Workers react by changing jobs. This results in a high and stable overall employment rate, but also high wage inequality, informality and labour turnover, which limits incentives for firms to invest in human capital and productivity improvements. While educational attainment is very high, the education system needs to be strengthened to respond to the needs of a skill-based economy. School-employer cooperation is low and opportunities for higher education are unequally distributed. Adequate funding for education institutions is not assured everywhere while inefficiencies persist.

Private spending on innovation is very low and Russia underperforms in terms of scientific outputs and patents. Support for low-tech innovation and technology adoption, especially among SMEs is narrow because of a bias towards large and high-tech projects, which however are only loosely related to Russian manufacturing capacity. Reform of the public R&D sector is incomplete, notably with respect to strengthening funding on a competitive basis.

The youth employment crisis presents a major challenge for the future of the Commonwealth of Independent States (CIS) countries. At the same time, workers are experiencing a lack of decent work and face long-term social exclusion. Aggravated by the global economic and financial crisis in the labour markets of CIS, the unemployment rate is projected to remain at just over 18 per cent until 2018.

The situation requires governments, employers and workers to promote, create and maintain decent and productive jobs. In the resolution 'The youth employment crisis: A call for action', adopted by the International Labour Conference in 2012, representatives of the Governments, employers and workers of 185 countries, called for urgent and immediate action to reverse the youth employment crisis. This note presents the results of that initiative.

The aging of the Russian population and the rapid shrinking of its labor force in coming decades will make the human capital each worker contributes increasingly vital for sustaining economic output and growth. While improvements in general education are necessary to build the foundation for a productive future labor force, a broad-based and effective system of adult education can provide second-chance opportunities for current workers to enhance their productivity and lengthen their working lives and for low-skilled immigrants to be integrated into the workforce. How well the Russian Federation addresses these multiple needs at and beyond the workplace will depend on how effective its adult education system is. This study targeting policymakers outlines the problems of Russia's growing skills gap, especially the shortage of higher-order cognitive and socio-emotional skills, and examines the current state of adult education.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Work4Youth publication series, No. 28 The report presents the results of the School-to-work transition surveys implemented in six countries in the Eastern Europe and Central Asia region – Armenia, Kyrgyzstan, Republic of Moldova, Russian Federation, the former Yugoslav Republic of Macedonia and Ukraine – in 2012 or 2013. The indicators resulting from the surveys and analysed in this report provide a much more detailed picture of the youth in the labour market in a part of the world where unemployment rates are among the highest in the world.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Настоящий доклад содержит краткую историческую справку по вопросам инвалидности, обзор текущего положения лиц с ограниченными возможностями на рынке труда в странах Восточной Европы и Центральной Азии и показывает основные проблемы, которые стоят перед ними. Далее рассматриваются основополагающие нормы Организации Объединенных Наций (ООН) и Международной организации труда (МОТ), связанные с правами лиц с ограниченными возможностями, и анализируется соответствующее национальное законодательство четырех стран этой группы – Армении, Азербайджана, Беларуси и Российской Федерации. На основе этого анализа, а также международного опыта в докладе предлагаются рекомендации о внесении желательных поправок в законодательство, которые обеспечат более надежную защиту лиц с ограниченными возможностями от дискриминации и улучшат регулирование в области их профессионального образования и подготовки, профессиональной реабилитации и занятости, а также оказание им содействия в этой сфере. Затем следует обзор национальных систем квот и сборов, применяющихся в некоторых странах Восточной Европы и Центральной Азии, а также их действенности и эффективности; анализ доступа лиц с ограниченными возможностями к общему и специальному профессиональному образованию и подготовке; сведения о наличии системы профессиональной реабилитации лиц с ограниченными возможностями и доступа к ней; а также об охвате лиц с ограниченными возможностями службами занятости и содействия трудоустройству. Каждый раздел заканчивается рекомендациями, направленными на улучшение разработки национальной политики, расширение ее охвата и масштабов и повышение эффективности.
