The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The G20 Training Strategy, developed by the ILO in partnership with other international organizations, in particular OECD and UNESCO, and with employers and workers, extends the outreach of ILO’s strategic policy framework on skills and employability. The strategy focuses on building bridges between the world of education and training and the world of work. Drawing on a wide range of international experience, the G20 Training Strategy articulates why a skills strategy is needed, outlines a conceptual framework for such a strategy, and assembles the essential building blocks of a robust training strategy.

The publication serves as an educational and informational reference for TVET educators and practitioners in the areas of emerging skills development especially demanded by the water and wastewater industry. In particular, the booklet explores labour market needs associated with the introduction of new technologies, trades and competencies. Innovation and collaboration has been taken as the broad theme in order to promote appropriate approaches and innovative practices, to cater linkages and configure cooperation between TVET and the water industry, and to foster the development of emerging skills needed in the water sector.

The booklet provides an overview of approaches and practices in current TVET policy and programme at regional, national and local levels in response to the changing patterns of the water and wastewater services. Drawing on worldwide knowledge and experience, regional priorities and challenges faced in TVET particularly for the water and wastewater industry are summarized. Prominence is given to capacity development in relation to policy implementation, institutions and human resources from a practical perspective.

With the technical expertise provided by DWA, a specialist technical and scientific organization, the brochure discusses what is currently known about the different types of occupations and jobs in the water and wastewater industry and provides a variety of resources to help educators in understanding, planning and configuring their approaches for the development of emerging skills needed for the green transition of the water and wastewater industry.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Prepared under contract to the European Commission, Directorate General for Employment, Social Affairs and Equal Opportunities The overall objective of this study is to underpin the discussion on how the European Public Employment Services can contribute to the implementation of flexicurity in the EU, Norway, Iceland and Liechtenstein. Flexicurity has attracted much political attention during the last years because it constitutes a compelling policy configuration, asserting that it is possible to achieve macroeconomic goals while ensuring a high level of social security and lifelong learning. The core components of flexicurity are flexible and reliable contractual arrangements, modern social security systems, comprehensive lifelong learning strategies, and active labour market policies (ALMP). The study seeks to inform the discussion on how PES can contribute to flexicurity. The following objectives have guided the study:

• To create an analytical framework for how PES can contribute to flexicurity;
• To map how PES pursue flexicurity practises in relation to jobseekers, employers, and inactive groups;
• To map how PES pursue flexicurity practises in relation to other actors and its internal organisation;
• To map the structural conditions required for the implementation of flexicurity;
• To identify good practise cases on how PES can contribute to the implementation of flexicurity;
• To create recommendations to PES and policy makers on how PES can improve their active role if flexicurity is applied.

The study covers all EU Member States, Iceland, Norway and Liechtenstein, and is based on multiple data sources and data collection activities.

The overall conclusion of the study is that European PES have largely adopted proactive and preventive approaches to the delivery of employment services, and that these practices are conducive for flexicurity.

Prepared under contract to the European Commission, Directorate General for Employment, Social Affairs and Equal Opportunities The overall objective of the study is to underpin the discussion on how the European Public Employment Services can contribute to the strategic objectives of the European Union in the areas of employment, social affairs and equal opportunities as set out in the EU 2020 Strategy, in particular the Community Initiative on New Skills for New Jobs.

The focus of the study is the role of PES in anticipation of new skills, in particular PES' use of anticipation methods, strategies and knowledge and only to a limited extent early intervention. The information on these topics was obtained through a multilingual online survey to European PES designed to deliver information about the current situation in the PES. An analytical framework and two main research questions guided the analysis of this information:
1. What are the main strategies and methods used by European PES concerning the collection, analysis and utilisation of information about future skill needs and skill supply?
2. Which factors may act as barriers against PES activities to collect, analyse and utilise information about future skill needs and future skill supply?

The study aimed to:
• map the current situation concerning European PES’ use of anticipation methods and strategies;
• outline and analyse the potential and current benefits of PES involvement in anticipation activities;
• identify and select good practice cases of methods and strategies for anticipating skill needs deployed by PES and develop recommendations for future action.

The main findings and conclusions are presented in the report, along with a short summary of the recommendations developed on the basis of the findings.

This report is part of the project titled “Social Dialogue for Green and Decent Jobs. South Africa - European Dialogue on Just Transition” that aims to bring together trade unions, employers' associations, policy makers and civil society from both South Africa and the European Union to share their respective views and suggest ideas on how to create green and decent jobs and ensure a just transition to a sustainable economy in environmental and social terms. The project focuses on sustainable development, jobs and social dialogue, renewable energy and education and training.

The report draws on the experiences of green job creation in the the European Union in recent years: employment data, EU policies, trade union and social actors inputs. It provides an overview of the European regulatory framework with respect to this theme, reviews green jobs by sector and existing research on their quality, and contains information on what social actors are currently doing to ensure a just transition to a sustainable economy.

The report emphasises that greening of the economy is a multidimensional challenge and therefore must be addressed through cross-cutting measures at the sectoral level that include targeted economic, employment and skills development policies along with industrial development, innovation and competitiveness policies.

This consultation reviews the skills needed to decarbonise three key sectors – Power, Transport and Construction/Built Environment – that face specific skills needs. Beyond these sectors, the document sets out an approach to stimulating the skills solutions that are needed to decarbonise the entire manufacturing and process industry supply chains and make the most efficient use of resources in the UK. It also lays out the opportunities for growth and carbon savings in the food and advanced manufacturing sectors and the skills needed there. A wide range of cross-cutting skills will be needed, many of which will combine traditional professional disciplines with emerging industrial applications, such as composites.

The document identifies five key challenges for employers, the skills system and Government:
• Delivering significantly higher volumes of generic Science, Technology, Engineering and Mathematics (STEM) skills at all levels;
• Developing and delivering rapidly the specialist skills solutions that will be needed for emerging sectors and technologies;
• Getting more young people and adults interested in low carbon careers, skills and qualifications;
• Stimulating employer demand for and investment in low carbon skills;
• Replicating good practice rapidly in each of the above, within and between emerging sectors.

The document highlights as case studies the range of innovative measures which have already brought together employers, sector skills councils and the wider skills system to articulate low carbon skills needs and develop prototype skills solutions.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The ‘Agenda for new skills and jobs’ flagship initiative sets out, in 13 key actions with accompanying and preparatory measures, how the European Commission will help the EU reach its employment target for 2020: 75% of the working-age population in work. Launched in 2010, it is part of the EU's overall strategy – Europe 2020 – promoting smart, sustainable and inclusive growth in the next 10 years and beyond.

The overall objective of the Agenda is to modernise labour markets and empower people by developing their skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility.

The Agenda presents a set of concrete actions that will help:
• Stepping up reforms to improve flexibility and security in the labour market ('flexicurity');
• Equipping people with the right skills for the jobs of today and tomorrow;
• Improving the quality of jobs and ensuring better working conditions;
• Improving the conditions for job creation.

OECD Local Economic and Employment Development (LEED) Working Papers, 2012/01 The report summarises the analysis, findings and policy recommendations from the project on Climate Change, Employment and Local Development undertaken by the OECD Local Economic and Employment Development (LEED) Programme. The project comprised a study visit, a series of interviews with public and private stakeholders at national and local level, two surveys, and various workshops and events. Four countries participated in the full project: Australia (Sydney), Poland (Podlaskie/ Pomorskie), Spain (Extremadura) and United Kingdom (London).
The report suggests that the transition to a green economy will not necessarily mean job losses, but there are some barriers that need to be identified and overcome in order to ensure an effective transition. The need to align local and national strategies towards green growth, building strong partnerships, identify transferable skills, and better target up-skilling programmes, are some of the recommendations emanating from this report. These and other recommendations are illustrated by good practice models identified across the globe. The report also suggests different approaches that have proven to be positive.
