Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

ILO’s Skill Up Ghana project, funded by the Ministry of Foreign Affairs of Norway, in collaboration the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supported the Ghanaian Council for Technical and Vocational Education and Training (COTVET) in the establishment of Sector Skills Bodies (SSBs) for the agriculture, construction and tourism and hospitality sectors.

This skills strategy for the tourism and hospitality sector has been devised by the members of the Tourism and Hospitality Sector Skills Body (SSB) and outlines the current and future skills and labour needs for the sector. It sets out a comprehensive action plan to ensure that the supply of skills and labour meets those needs.

Tourism and Hospitality is a critical sector for the Ghanaian economy; in terms of the number of people employed in the sector, its role to meet local demand and its export potential. If it is to maximize its potential, it is critical that it has a skilled and productive workforce. However, evidence suggests that it lacks essential skills in a variety of occupational areas.
Skills mismatch and shortages are a common challenge in many countries, where applicants and the
existing workforce do not have the skills to meet organizational and sectoral requirements. In response to this challenge, countries have been adopting a demand-driven skills development approach that aims to provide individuals with the current and future skills required by the labour market through more effective linkages between technical and vocational education and training (TVET) institutions and employers.
The Council for Technical and Vocational Education and Training (COTVET) in collaboration with
the International Labour Organization (ILO) and the Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH has established Sector Skills Bodies (SSBs) for the agriculture, construction and tourism and hospitality sectors with the aim of establishing a demand-led TVET system in these sectors.
To support their establishment, the ILO worked with the SSBs to develop sector skills strategies through applying ILO’s Skills for Trade and Economic Diversification (STED) approach in order to better align skills development to labour market needs. This document sets out that strategy and outlines a range of proposed actions to address the skill needs of the tourism and hospitality sector identified through the process by the SSB members.

The Skills for Trade and Economic Diversification (STED) programme is improving skills to help spread the benefits of trade and economic growth. In Myanmar, STED is being implemented with support of the Swedish International Development Cooperation Agency (SIDA)

As Myanmar continues to expand its trade and business relations with the world after years of isolation, it is looking to tourism to provide a welcome and much needed source of jobs and foreign income. But what are the opportunities and business capability needs of the tourism sector for Myanmar and what are the best ways to address them through skills development measures?

It was to answer these kinds of questions that the International Labour Organization developed the Skills for Trade and Economic Diversification (STED) programme. STED is a strategic analytical and implementation tool used to provide guidance for skills development policies in various economic sectors.

In Myanmar’s case, with the support of the Swedish International Development cooperation Agency (SIDA), the ILO began employing the STED methodology in 2015 to survey and facilitate cooperation among all stakeholders involved in the tourism sector and develop training resources for tour guides.

The collaboration resulted in a three-tiered, competency standard for guides, with a new course curriculum for each tier. “Level one is for local guides or site guides; level two is regional guides; and level three are the national guides. Each level will require increased training in literacy and other guiding skills,” explains Daw Khin Than Win, Deputy Director General, Ministry of Hotels and Tourism for Myanmar, adding, “Our guides are our diplomats…they need to represent the best of our country.”

The STED methodology stemmed from the realization that a skilled workforce is critical to achieving economic prosperity and building more inclusive societies. With the right skills in the workforce, enterprises can be more productive and competitive in both local and global markets. Economies can grow faster and the benefits of development and trade can be spread more widely and evenly among workers. The process begins with a review by ILO and national experts in skills and employment, enterprise and trade, working in close consultation with country level constituents to identify and prioritize suitable sectors. Once the sectors that offer the best opportunities for trade development are selected, a process of extensive collaboration and research begins with the relevant worker, business, government bodies and other institutions and experts in the sector.

This collaboration develops concrete recommendations for policy and training. What’s more, the process of developing these recommendations develops an increased understanding of the importance of skills development and improved dialogue among the key players, which help contribute to tangible improvements within the industry.

This report presents an application of the Skills for Trade and Economic Diversification (STED) methodology to the Tourism sector of Myanmar, with specific focus on tourist guides. STED is a sector-based approach to identifying and anticipating the strategic skills needs of internationally tradable sectors. It has been developed in recognition of the fact that having the right skills among workers is crucial for firms or industries to succeed in trade, and vice-versa, understanding trade is important to provide workers with the right skills. Availability of skilled workers contributes to higher and more diversified exports, more foreign direct investment, higher absorption of technology, and more sustainable growth and productive employment creation. At the same time, skills are the key determinant for a worker’s success in finding a good job and making a living. In order for skills supply to match skills demand in the labour market, it is necessary to take a forward-looking perspective, and to ask not just what skills are in demand today, but what skills will be in demand in the future.

The purpose of this study is to analyze the relationship between tourism and hospitality education and work in terms of employability development as well as to discuss how higher education can contribute to such a development. To begin with, as a background, the relation between higher education and work is described based on the already mentioned discrepancy discussion. Later, the concept of employability is explored and discussed in general terms as well as regarding the tourism and hospitality. Finally, different ways of integrating employability in higher education curricula are discussed. Based on this discussion, suggestions regarding the employability development within the tourism and hospitality industry are provided.

This study identifies skills needs and gaps in the construction and tourism industries in Thailand, with a view to transforming jobs in these industries into green jobs. Current skills and training systems were reviewed and analysed to see whether the skills and competency standards have green jobs components. This study aims to determine whether tourism education and training systems are fit for purpose in providing the necessary labour market skills for employers currently and in light of future anticipated market developments. In doing so, the education and training framework and qualifications is assessed against key criteria in the context of the current key occupations in the sector. Gaps in skills provision are identified and good practice is highlighted.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

Tourism is very important for the European economy. It accounts for 5 % of direct employment and proportion of European GDP and has a tremendous multiplying effect over other economic sectors, enjoying forecast stable growth for the future. Tourism has one of the highest labour mobility rates across Europe, permitting discussion of the emergence of a truly European economic sector and a labour market with a truly European dimension. Thus, the discussion about new occupations and future skill needs for the sector in Europe has a particular significance.

This publication is based on the proceedings of the international workshop Trends and skill needs in the tourism sector held in Halle, Germany, 29-30 April 2004, which highlighted the latest trends and skill needs in the hotel, catering and tourism sector from an international perspective.

El trabajo realizado en esta publicación se centra en analizar la situación de la ocupación de mujeres y hombres en seis sectores de la economía, seleccionados de acuerdo a los criterios que definen a un sector como yacimiento de empleo –con base a la opinión de un grupo de personas expertas- y conforme a su variación en cuanto al grado de participación de mujeres y hombres en ellos, eligiendo de entre los yacimientos propuestos dos “feminizados”, dos “masculinizados” y dos neutros e integrados de acurdo a la formación profesional.
