This technical note aims to shed some light on the very high and persistent unemployment levels in Macedonia, by focussing on skills mismatch. The difference between skills sought by employers, and those possessed by available workers, are presented in a specifically designed employer survey of the demand for skills, that was carried out in 2009. The survey identified core employability skills, and skills that workers are most frequently lacking. It found that employers consider many job applicants to be lacking the soft skills, such as appropriate behavior, work ethic, and good attitude on the job. The existence of the skills mismatch indicates that unemployment in Macedonia is to some extent structural. Accordingly, investment in skills, including soft skills, is necessary in order to reduce unemployment in Macedonia. The analysis of a skills mismatch based on an employer survey, is by its nature incomplete, and the report discusses its limitations. However, the analysis provides important input into education, training, and employment policies, by determining the key skill gaps, and by identifying types of firms that are affected by skill shortages. The note presents the main findings, and provides context for further analysis by comparing the level of the skills shortage in Macedonia to that in other countries in the region.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Со цел да се карактеризираат одредени предизвици на вработувањето на младите и да се поддржат креаторите на политиката при планирање на соодветни инструменти за поддршка на младите при премин кон вработување, МОТ изготви анкет а за преминувањето од училиште кон работа (АПУР), анкета на домаќинства во кои има млади на возраст од 15 до 29 години. АПУР, која што се спроведе во 2012 година, а вториот циклус се планира за 2014 година, може да послужи како основна алатка за следење на влијанието на политиките и програмите наведени во Националниот акциски план за вработување на младите (НАП) и други национални инструменти. Овој извештај е наменет за креаторите на политики и социјалните партнери што се вклучени во спроведувањето на НАП и другите политики и програми поврзани со младите.

Показателите што се генерирани од анкетата и се предмет на анализа на овој извештај, имаат за цел да дадат многу подетална слика за младите на пазарот на трудот, отколку што е случај со стандардните анкети, вклучувајќи ја и анкетата на работната сила. Невработеноста меѓу младите е голема национална грижа, но исто така, важно е да се земе предвид и квалитетот на работата што се нуди на младото население. Дали работата ги обезбедува неопходната плата и сигурно ст што би им овозможило на младите македонски граѓани да бидат самодоволни во иднина? Акцентот на квалитетот на вработувањето во овој извештај треба да помогне во одговорот на ова прашање. Со извештајот се истакнува патот и времетраењето на преминот на мла дите од образование кон работа и се изнесуваат заклучоци за карактеристиките или искуствата што би придонеле кон полесен премин.

The law regulates the organization, management and structure of vocational education and training (VET) and sets the following tasks:

• to provide quality in the VET system in accordance with modern science, technology and culture;
• to provide conditions for acquiring and upgrading qualification levels in accordance with the labour market;
• to encourage interest in VET;
• to develop competences, knowledge and skills necessary for professional activities as well as for self-employment.

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Овој извештај претставува примена на методологијата на МОТ, Вештини за трговска и економска диверзификација (STED), во два сектори од економијата на Поранешна Југословенска Република Ма- кедонија – туризам и производство на храна. Методологијата STED обезбедува стратегиски насоки за интегрирање на развојот на вештини во секторските политики. Наменета е за поддршка на развојот и создавање пристојно вработување во секторите што имаат потенцијал за зголемување на извозот и при- донес кон економската диверзификација. Методологијата е развиена врз основа на фактот дека посе- дувањето вистински вештини од страна на работниците е од суштинско значење за фирмите или индус- триите да успеат во својата работа и бидејќи разбирањето на работата е важно за работниците да ги стекнат вистинските вештини.
