A snapshot assessment of basic needs, social protection and employment gaps.

This publication presents a study on the life situation, basic needs, and access to social protection and employment of individuals with disabilities in Lebanon, focusing on severe disabilities. Data from the Labour Force and Household Living Conditions Survey (LFHLCS) and the Disability and Health Survey conducted by Fundación Promoción Social (FPS) were analyzed. The study reveals that individuals with severe disabilities face socioeconomic challenges, including difficulty meeting basic needs, lower income levels, and limited access to social protection and employment. The report establishes a baseline from 2019, providing valuable insights for future research on the impact of crises, such as currency depreciation, political and economic instability, the COVID-19 pandemic, and the Port of Beirut explosion, on vulnerable individuals with disabilities. The study uses 2019 data, with income figures reported in Lebanese pounds (lira or LBP) based on the official exchange rate at that time.

Por un lado, las herramientas digitales permiten a las personas con discapacidad acceder directamente al empleo a través de plataformas de contratación en línea. Las herramientas digitales también pueden ayudarlos en sus tareas diarias en el lugar de trabajo, entre otras oportunidades.

Por otro lado, si no poseen las habilidades necesarias, si las TIC les resultan inasequibles o si las herramientas digitales no son accesibles, las personas con discapacidad no se beneficiarán de estas oportunidades y, por lo tanto, corren el riesgo de quedarse atrás.

In May 2020, the ILO Global Business and Disability Network conducted two surveys – one for National Business and Disability Networks (NBDN) and one for those networks’ company members – to identify good practices and gaps in responding to the COVID-19 crisis in a disability-inclusive way. In total, 159 companies from 22 countries (representing four regions) participated in the company survey, and 19 national networks participated in the NBDN survey. The present report provides a summary of the survey's main findings, in the form of quantitative results and as examples of action taken by companies and NBDNs during the COVID-19 crisis. Given the relatively small sample size, the results are not representative of all NBDNs or companies active in disability inclusion. However, the results are indicative of the challenges networks and companies face in making their responses to COVID-19 disability inclusive, and they point to good practices that, if replicated, can help the post-COVID-19 world of work build back better.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

This study seeks to examine gender gaps and disability issues in education in Indonesia, and to suggest policy actions as well as future analytical and operational work to address these differences. Field visits were conducted to uncover drivers of gender differences, as well as issues of social inclusion, and to explore policy approaches to improve learning outcomes and educational achievement for all children. Secondary data analysis shows that Indonesia has demonstrated great progress on gender parity in education; however, the national averages mask important variations at the subnational level, including variations of significant male and female disadvantage between and within provinces. Women are still underrepresented in school and government leadership positions, as well as the workforce overall. Despite women making up the majority of the teaching workforce, men dominate the management and leadership roles in schools. The study also reveals significant challenges and offers policy recommendations to ensure inclusivity in education for children with disabilities.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Implementing a just transition that ensures disability inclusion will require appropriate legal standards, social protection mechanisms, skills development initiatives and attitudinal changes at the societal level. Implementing a just transition to a low-carbon economy that aims to leave no one behind will require a context-specific and locally determined mix of legal standards, social protection, skills development and attitudinal transformation that create an enabling environment for green jobs to perpetuate and decent work opportunities for persons with disabilities to proliferate. If done right, a just transition towards environmentally sustainable economies and societies for all can contribute to the goals of achieving social justice, decent work, social inclusion and the eradication of poverty. At this unique time when climate action is accelerating and the transition to green economies has started to take form, a just transition - that is inherently disability-inclusive - represents a unique opportunity to shape a future that works for all.

This report explores a range of TVET models that ensure good learning outcomes associated with meaningful employment for disabled people. It includes case studies from policy and practice that illustrate successful UK approaches, provides analysis and makes recommendations to the relevant stakeholders. This report also highlights UK approaches to other countries. The benefits of effective skills development for people facing disability-related barriers include improved income, health and well-being for individuals and broader social and economic benefits.

This report provides a summary and analysis of a range of models of technical and vocational education and training (TVET) where an objective evidence base, qualitative data and/or expert opinion from within the skills sector make a strong case for their inclusion. It also outlines principles for effective provision, largely drawn from codes of practice setting out the legislative and policy framework in the UK.

These principles include:
• High quality provision to meet the needs of young disabled people, including those with special educational needs.
• A focus on innovative inclusive teaching practice and removing barriers to learning.
• Personalised support.
• Supporting successful preparation for adulthood.
• Effective early engagement of employers and an emphasis on work-based learning.
• High expectations and aspirations for young disabled people.

The report outlines a number of areas for continued focus and improvement. These include:
• Creating fair and effective funding for students with the highest needs.
• Investing in independence for 19 to 25 year olds.
• Personalised careers education, advice and guidance.
• Increased employment opportunities.

It also makes specific recommendations for governments, learning providers and employers.
