There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Cedefop evidence reveals opportunities and threats for crowdworkers in the online gig economy. The coronavirus (Covid-19) pandemic has highlighted the vast opportunities of working and learning digitally. In these exceptional times, where a large part of the workforce has been obliged to work remotely due to home confinement and social distancing measures, gig or crowd-workers have enjoyed a kind of ‘home field’ advantage: working and interacting digitally has always been their prevailing mode of operation. What can we learn from these online workers who mastered the art of working and learning remotely long before the public health crisis?

Durante la peor parte, cerca de un 85% de los participantes en cursos y programas debieron continuar su formación a distancia. Ello significó un enorme reto también para la gestión de los programas, para los docentes y para facilitar el acceso a conexión, medios y equipos digitales. Pero más allá de las consecuencias inmediatas y de la ágil respuesta de las instituciones de formación en la región, se vislumbran ya las nuevas configuraciones en el mundo del trabajo y de la formación.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Employment services and labour market policies are key to bridging from immediate measures to a job-rich recovery. The COVID-19 pandemic has severely disrupted economies and labour markets in all world regions.

Labour market programmes are a key part of the mix of policy responses that governments have put in place to protect jobs, enterprises and incomes from the fallout of the pandemic. As in previous crises, policy-makers in emerging and developed economies have used labour market policies to deal with immediate labour market deterioration in various ways: to speed up return to work, adapt skills, facilitate workforce reallocation and cushion temporary income losses after unemployment spells. However, in contrast with past downturns, in this crisis labour market institutions have had to deal not only with a fall in aggregate demand, but also with the effects of lockdown restrictions and physical distancing measures aimed at slowing the spread of the coronavirus.

International empirical evidence shows that employment services are one of the most cost-effective active labour market interventions aimed at facilitating labour market transitions for workers and enterprises. Since the global economic and financial downturn of 2008–09, Public Employment Services (PES) have become an important point of access for jobseekers, workers and employers to a range of passive and active labour market support mechanisms. In the current crisis, PES operations have been of critical importance in assisting workers and employers dealing with redundancies, furloughs or reduced work schedules.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report captures the immediate effects of the pandemic on the lives of young people (aged 18–29) with regards to employment, education, mental well-being, rights and social activism. Over 12,000 responses were received from young people in 112 countries. The COVID-19 pandemic has disrupted every aspect of our lives. Even before the onset of the crisis, the social and economic integration of young people was an ongoing challenge. Now, unless urgent action is taken, young people are likely to suffer severe and long-lasting impacts from the pandemic.

This study reports the findings from the Global Survey on Youth and COVID-19 conducted by partners of the Global Initiative on Decent Jobs for Youth1 between April and May 2020. This was at the time when the COVID-19 pandemic had rapidly translated into an economic crisis. The Global Survey aimed to capture the immediate effects of the pandemic on the lives of young people (aged 18–29) with regards to employment, education, mental well-being, rights and social activism. Over 12,000 responses were received from 112 countries, with a large proportion coming from educated youth and those with Internet access. The survey population is representative of students and working youth with a tertiary education, who together account for about a quarter of youth in the countries sampled.

The study finds the impact of the pandemic on young people to be systematic, deep and disproportionate. It has been particularly hard on young women, younger youth and youth in lower-income countries. Young people are concerned about the future and their place within it. This study is their story.

La pandemia de la COVID-19 ha perturbado todos los aspectos de nuestras vidas. Incluso antes del inicio de la crisis, la integración social y económica de los jóvenes era un reto continuo. En la actualidad, a menos que se tomen medidas urgentes, es probable que los jóvenes sufran impactos graves y duraderos a causa de la pandemia.

Este estudio indica las conclusiones de la Encuesta mundial sobre los jóvenes y la pandemia de la COVID-19 llevada a cabo por los socios de la Iniciativa Mundial sobre Empleo Decente para los Jóvenes entre abril y mayo de 2020. Esto fue en un momento en el que la pandemia de la COVID-19 se había traducido rápidamente en una crisis económica. La Encuesta mundial tuvo por objeto reflejar los efectos inmediatos de la pandemia en las vidas de los jóvenes (de 18 a 29 años) en lo que respecta al empleo, la educación, el bienestar mental, los derechos y el activismo social. Se recibieron más de 12 000 repuestas de 112 países, y una gran parte provino de jóvenes instruidos y con acceso a Internet. La población de la encuesta es representativa de los estudiantes y de los trabajadores jóvenes que han alcanzado un nivel de educación superior, que juntos representan aproximadamente una cuarta parte de los jóvenes en los países de la muestra.

El estudio revela que el impacto de la pandemia en los jóvenes es sistemático, profundo y desproporcionado. Éste ha sido particularmente duro para las mujeres jóvenes, los jóvenes de menor edad y los jóvenes que viven en países de ingresos más bajos. The Portuguese-German Chamber of Commerce and Industry has interviewed ILO’s Skills and Lifelong Learning Specialist Pedro Moreno da Fonseca concerning the labour market impacts of COVID-19 and the role of TVET, work based learning and distance learning in the aftermath of the crisis.

Topics discussed included: youth employment, the widening of social inequalities, the role of digital learning in the near future; and, the ILO’s response in the area of skills. The interview also focused attention on how the post crisis response will require strategic investments: investments in digital infrastructures, connectivity and the skills of learners, workers and trainers.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Portuguese-German Chamber of Commerce and Industry has interviewed ILO's Skills and Lifelong Learning Specialist Pedro Moreno da Fonseca concerning the labor market impacts of COVID-19 and the role of TVET, work based learning and distance learning in the aftermath of the crisis.

Topics discussed included: youth employment, the widening of social inequalities, the role of digital learning in the near future; and, the ILO's response in the area of ​​skills. The interview also focused attention on how the post crisis response will require strategic investments: investments in digital infrastructures, connectivity and the skills of learners, workers and trainers.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The COVID-19 crisis has laid bare the entrenched gender inequalities that plague labour markets. Building back fairer will only be possible by tackling these inequalities head on during the emergency and recovery phases. This ILO policy brief indicates four policy priorities for a gender-responsive recovery: prevent women from losing their jobs; avoid premature fiscal consolidation; invest in care; and focus on gender-responsive employment policies.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The devastating effects of the COVID-19 pandemic have added urgency to putting in place the policy measures towards establishing an employment guarantee. Such a guarantee would aim to arrest further deterioration of labour markets. Large-scale public employment programmes (PEP) or employment guarantee schemes (EGS) would form a critical part of such a guarantee through acting as an employer of last resort and offering work at a minimum wage to those willing and able to work. However, these programmes need to be designed and implemented as part of a coherent set of economic, social protection and employment policies that collectively protect minimum conditions in the labour market and at the same time support economic recovery and transitions into formal employment.
