The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The growing importance of sustainable development and the shift to a low-carbon and climateresilient economy will require new skills and qualifications, offering great potential for the creation of green jobs but also implying structural changes and a transformation of existing jobs. The transition to a low-carbon and greener economy will generate millions of new jobs, negatively affect some high-emitting sectors, and alter most existing occupations in terms of task compositions and skills requirements. 

Ensuring the right skills for green jobs is a prerequisite to make the transition to a greener economy happen. Today, skills gaps are already recognised as a major bottleneck in a number of sectors, such as renewable energy, energy and resource efficiency, green building or environmental services. The adoption and dissemination of clean technologies require skills in technology application, adaptation and maintenance. Skills are also crucial for economies and
businesses, workers and entrepreneurs to rapidly adapt to changes deriving from climate change and environmental policies.

Climate change is an ongoing process that, at the current pace of such activities, cannot be avoided. Tools have been proposed to deal with climate change focus on adaptation and mitigation. Strengthening national and international awareness of and commitment to reducing the impact of climate change has become the only viable option to ensure the sustainability of life on Earth.

This discussion paper compiles and reviews relevant information regarding the country submissions (Nationally Determined Contributions and National Communications) in fifty-seven selected countries. The paper summarizes key information that helps assess the ongoing and potential contribution of TVET to the realization of climate change action plans.

The world is currently facing an unprecedented crisis that is affecting social and economic systems alike. We must therefore think ahead and help countries recover and rebuild sustainably.

Under the theme Green Skills for a Sustainable Future, and through a combination of plenary sessions, virtual booths, networking opportunities, and expert-led workshops, the LKDF Forum 2020 will provide a virtual venue to discuss the future of skills and jobs. In particular, how public and private sector partners can work together to reduce the mismatch between supply and demand for skills. The challenge lies in the content and quality of technical training in many countries as they do not always match the private sector’s demands. As a result, graduates cannot find jobs while employers cannot find skilled personnel.

For the past years, the Learning and Knowledge Development Facility (LKDF) has been building a culture of sharing for inclusive and sustainable industrial practices in the skills development landscape in cooperation with public, private, and development partners to equip young people with technical skills and contribute to shared prosperity. Today, we need you to take the LKDF to the next level.

Le phénomène du stress thermique fait référence à une chaleur reçue supérieure à celle que le corps peut tolérer sans altération physiologique. C'est l'une des conséquences majeures du réchauffement climatique. D'ici 2030, l'équivalent de plus de 2% du total des heures de travail dans le monde devrait être perdu chaque année, soit parce qu'il fait trop chaud pour travailler, soit parce que les travailleurs doivent travailler à un rythme plus lent.

The Report examines the impact of four such megatrends on inequality: technological innovation, climate change, urbanization and international migration. Technological change can be an engine of economic growth, offering new possibilities in health care, education, communication and productivity. But it can also exacerbate wage inequality and displace workers. The accelerating impacts of climate change are being felt around the world, but the poorest countries and groups are suffering most, especially those trying to eke out a living in rural areas.

Urbanization offers unmatched opportunities, yet cities find poverty and wealth in close proximity, making high and growing levels of inequality all the more glaring. International migration allows millions of people to seek new opportunities and can help reduce global disparities, but only if it occurs under orderly and safe conditions. While these megatrends and the policies aimed at managing them interact with each other in multiple ways, the focus of this report is exclusively on the direct effect of each megatrend on inequality.

Based on 32 country studies

Expanding on the ILO’s exploration of the likely job impacts by 2030 of keeping the rise in global temperature below the 2°C ceiling set by the Paris Agreement on Climate Change, this is the first global study to analyse the implications of the transition to low-carbon and resource-efficient economies for skills, gender and occupations.

The main objectives of this global qualitative and quantitative analysis are to identify:
• the scale of the need for reskilling and upskilling to realize the employment potential of the transition to environmental sustainability (the “green transition”);
• changes in occupations, skills gaps and skills shortages in meeting the skills demand of the green transition;
• progress made since 2011 in the countries surveyed then in coordinating skills and environmental policy matters across ministries and between public and private sectors;
• the specific needs of vulnerable and disadvantaged groups in adjusting to change, and effective skills policy measures to increase productivity and support a just transition.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Implementing a just transition that ensures disability inclusion will require appropriate legal standards, social protection mechanisms, skills development initiatives and attitudinal changes at the societal level. Implementing a just transition to a low-carbon economy that aims to leave no one behind will require a context-specific and locally determined mix of legal standards, social protection, skills development and attitudinal transformation that create an enabling environment for green jobs to perpetuate and decent work opportunities for persons with disabilities to proliferate. If done right, a just transition towards environmentally sustainable economies and societies for all can contribute to the goals of achieving social justice, decent work, social inclusion and the eradication of poverty. At this unique time when climate action is accelerating and the transition to green economies has started to take form, a just transition - that is inherently disability-inclusive - represents a unique opportunity to shape a future that works for all.
