Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Birmingham is the youngest city in Europe, with much higher rates of youth unemployment than other cities in the United Kingdom. Local employers find it difficult to recruit for jobs due, in part, to the mismatch between the skills of Birmingham’s young people and the available employment opportunities. This report is a tabulation of findings from focus groups and interviews with nearly 50 local employers (representing digital, engineering, life sciences, food and hospitality and other sectors in Birmingham, England) on how this skills mismatch could be addressed. The qualitative analysis done shows a strong agreement across sectors on the importance of having both generic employability skills and sector specific skills, and the need to embed skills in the core school curriculum.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The TVET Reform Project is an initiative of the Government of Bangladesh, executed by the ILO and funded by the European Union. This booklet, developed under the project, presents a Bangladeshi example of how to integrate people from underprivileged groups into nationally recognised skills development programmes and jobs. It describes, step-by-step, how training organisations and employers can work together to achieve this.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

El Instituto Nacional de Aprendizaje (INA) ha venido realizando, en años anteriores, estudios de demanda para determinar las necesidades de capacitación y formación profesional en el mercado laboral. En mayo del 2012 se inicia el proyecto de formación de la Red Interamericana de Prospectiva con el apoyo de OIT/Cinterfor y la transferencia de metodologías y herramientas prospectivas, para los países Centroamericanos, por parte del Servicio Nacional de Aprendizaje Industrial (SENAI).

El presente documento recopila la primera experiencia de un estudio de prospección realizado en el INA. Tiene como objetivo elaborar recomendaciones para la educación profesional en el sector de la construcción civil (edificaciones), mediante la identificación de tendencias de difusión tecnológica en América Central y sus impactos en las principales ocupaciones del referido sector.

El trabajo en su totalidad consta de 10 capítulos. Los primeros tres capítulos hacen referencia a la conformación del Grupo Ejecutor, la identificación de tecnologías emergentes y los estudios sectoriales y ocupaciones relacionadas con la construcción civil. Los capítulos 4 y 5 describen la elaboración de los instrumentos y cómo fueron aplicados. En los capítulos 6, 7 y 8 se muestran los resultados obtenidos y el capítulo 9 presenta la contextualización y recomendaciones. Por último se enumeran las lecciones aprendidas durante la realización de esta investigación.

El Instituto Técnico de Capacitación y Productividad (INTECAP), como institución líder en formación profesional y desde el campo de su competencia, la capacitación y la asistencia técnica, ha buscado nuevos métodos, modelos, técnicas y estrategias de aprendizaje para contribuir a mejorar el desempeño del talento humano guatemalteco y así cubrir las necesidades de las personas y de las empresas.

El método de prospección se utiliza como herramienta para la identificación de tendencias de difusión tecnológica e impacto en las principales ocupaciones de un sector específico. Con el apoyo de OIT/CINTERFOR, el Servicio Nacional de Aprendizaje Industrial de BRASIL (SENAI), transfirió a INTECAP dicha metodología a través de talleres presenciales. En este caso específico, el ejercicio de prospección, se realizó en el sector turismo debido a la importancia que éste tiene como segundo generador de divisas para el país. La formación en turismo precisa de una reorientación y reestructuración para lograr que sea más competitivo, con capacidades de innovación y que tenga una visión del nuevo mercado de trabajo.

En el presente estudio se determinaron las tecnologías emergentes del sector turismo que probablemente serán utilizadas en Guatemala dentro de los diez próximos años, utilizando para su identificación y validación la técnica del panel de especialistas y la de entrevista directa.

El presente trabajo se enmarca en las prioridades establecidas por los constituyentes de la OIT en el Programa de Trabajo Decente por País Argentina 2012-2015 y obedece a una iniciativa orientada a destacar la importancia de los Consejos Sectoriales de Formación Continua y Certificación de Competencias Laborales entre 2003 y 2013.

El estudio, realizado por el Ministerio de Trabajo, Empleo y Seguridad Social de la Argentina (MTEySS) con el apoyo de la Organización Internacional del Trabajo (OIT), busca sistematizar la experiencia de los Consejos, reflexionar sobre su configuración y sustentabilidad y aportar recomendaciones dirigidas a fortalecer el futuro Sistema Nacional de Formación Continua.

El documento comienza con un apartado introductorio que ofrece una descripción de las diferentes líneas de acción que el MTEySS lleva adelante en el campo de la formación profesional y de los fundamentos que orientan la creación de un Sistema Nacional de Formación Continua. El mismo fue elaborado por Susana Barasatian y Mónica Sladogna, funcionarias de la citada cartera de Estado.

En el cuerpo central, Beatriz Cappelletti y Jutta Marx, con la asistencia de Mora Medici, analizan los procesos de constitución y consolidación de los Consejos Sectoriales Tripartitos de Formación Continua y Certificación de Competencias e identifican aspectos que podrían facilitar los procesos de consolidación y mayor institucionalización de las mencionadas instancias. Las autoras presentan un análisis de la experiencia de los Consejos Sectoriales Nacionales de Canadá y de la Fundación Tripartita de España, con el objetivo de individualizar algunos aspectos que podrían ser de utilidad para el debate acerca de los objetivos centrales del estudio. El trabajo culmina con la formulación de conclusiones y recomendaciones que toman en cuenta tanto los avances alcanzados como los desafíos a sortear en perspectiva de una mayor consolidación e institucionalización de estos Consejos.

A Better Measure of Skills Gaps: Utilizing ACT skill profile and assessment data for strategic skill research

Private Sector Development Policy Handbook Enhancing skills in Ukraine’s agribusiness sector is a key policy priority to improve productivity and attract more domestic and foreign investment. The country still faces difficulties in recruiting adequately skilled technical workers in the agribusiness sector. When firms are unable to find workers with the right skill sets, their productivity decreases, ultimately hindering their competitiveness. The Sector Competitiveness Strategy of Ukraine report (OECD, 2012a) identified the skills gap as an important barrier to investment in agribusiness. This report focuses on the improvement of internship schemes in Ukraine’s agricultural universities, as one application of Public-Private Partnerships (PPPs) in education to leverage private capacity and specialised expertise while sharing costs. This is an example of PPPs in education which could fit the Ukrainian country-specific context and, if properly managed, could offer recognised benefits and increase private involvement in education. This policy option could be implemented in the short term while more sophisticated forms of PPPs, such as specialised schools, could be developed in the longer run.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The report provides an overview of the supply and demand of skilled workers in selected sectors in Bangladesh in 2012.It was commissioned on behalf of the National Skills Development Council Secretariat, and funded by the Swiss Development Corporation. The survey presents the current statistics and looks at skills predictions in the medium and long term. It covers the collection and analysis of (1) demand data from nine selected industry sectors, (2) manpower export data and (3) supply data from formal and non-formal public and private technical and vocational education and training (TVET) providers. The nine selected sectors of industries/organizations are: agro-food, construction, informal skills, information technology, leather and leather goods, light engineering, ready-made garments, tourism and hospitality and water transport/ship building. Based on the findings of the survey, the report contains a series of key recommendations for industries, concerned government ministries and public/private/formal/non-formal TVET providers.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper examines the employment impact of multinational enterprises (MNEs) in Liberia. Its principal purpose is to explore the potential role that MNEs could play in creating more and better jobs. Through dialogue with key stakeholders, it seeks to understand the major constraints on the recruitment of local youth. Among the questions addressed are:

• What types of jobs are currently found in MNEs and their supply chains?
• What are the prospects of creating more and better jobs through MNEs? Where does the future potential lie in terms of job prospects?
• What are the future skills needs?
• Do MNEs have a role to play in narrowing the “skills gap”?

The research focused on three priority sectors identified in the Government’s 2008 Poverty Reduction Strategy Paper - agriculture, mining and banking - which are also the sectors with the highest concentration of MNEs. Within each of the selected economic sectors, the study analyses: current job profiles, skills and other gaps; future job prospects; an assessment of the extent to which MNEs are interested and/or willing to engage in broader youth employment challenges. It concludes with overall recommendations on the way forward.
