The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The MNE Declaration is the only ILO instrument that provides direct guidance to enterprises on social policy and inclusive, responsible and sustainable workplace practices. It is the only global instrument in this area that was elaborated and adopted by governments, employers and workers from around the world. It was adopted more than 40 years ago and amended several times (in 2000, 2006, 2017), most recently in 2022. Its principles are addressed to MNEs, governments, and employers’ and workers’ organizations and cover areas such as employment, training, conditions of work and life, and industrial relations as well as general policies. All principles build on international labour standards (ILO conventions and recommendations). The MNE Declaration facilitates outreach and understanding of the Decent Work agenda in the private sector. It is a key instrument guiding the Responsible Business Conduct (RBC) agenda to achieve inclusive, sustainable and responsible supply chains.

The International Labour Organization (ILO) has a role in establishing principles for governments, employers, workers, and multinational enterprises. The Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy was approved and subsequently amended by the ILO Governing Body. The Declaration aims to guide actions and policies to promote social progress and decent work without maintaining inequalities between multinational and national enterprises. It addresses issues such as forced labour, child labour, employment security, industrial relations, and freedom of association. National focal points are encouraged to promote the principles of the Declaration at the country level. Read more in

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Widening income disparities in the developing world between urban and rural areas have renewed the focus on policies to spur growth and productivity in the rural economy. Large enterprises – whether multinational or domestic – have a crucial role to play in direct and indirect employment creation and skills development in rural areas, as well as the respect of rural workers’ rights. This policy guidance note addresses how the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration) can provide guidance on these issues. It concludes by providing specific recommendations for governments, companies, and employers’ and workers’ organizations.

The Entrepreneurship Policy Framework developed by UNCTAD aims to assist policymakers in identifying the key elements of an entrepreneurship policy and formulating actions. It also provides policy options that will help developing countries and countries in transition to stimulate inclusive and sustainable growth. While cautioning that one-size does not fit all, the policy recommendations are clearly stated and are accompanied by practical checklists, an inventory of selected examples and monitoring indicators. It is the result of the work of the Multi-Year Expert Meeting on Enterprise Development and Capacity Building on Science, Technology and Innovation, in the spirit of the Accra Accord and in preparation of UNCTAD XIII.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper examines the employment impact of multinational enterprises (MNEs) in Liberia. Its principal purpose is to explore the potential role that MNEs could play in creating more and better jobs. Through dialogue with key stakeholders, it seeks to understand the major constraints on the recruitment of local youth. Among the questions addressed are:

• What types of jobs are currently found in MNEs and their supply chains?
• What are the prospects of creating more and better jobs through MNEs? Where does the future potential lie in terms of job prospects?
• What are the future skills needs?
• Do MNEs have a role to play in narrowing the “skills gap”?

The research focused on three priority sectors identified in the Government’s 2008 Poverty Reduction Strategy Paper - agriculture, mining and banking - which are also the sectors with the highest concentration of MNEs. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper examines the employment impact of multinational enterprises (MNEs) in Sierra Leone. Its principal purpose is to explore the potential role that MNEs could play in creating more and better jobs. Through dialogue with key stakeholders, it seeks to understand the major constraints on the recruitment of local youth. Among the questions addressed are:

• What types of jobs are currently found in MNEs and their supply chains?
• What are the prospects of creating more and better jobs through MNEs? Where does the future potential lie in terms of job prospects?
• What are the future skills needs?
• Do MNEs have a role to play in narrowing the “skills gap”?

The research focused on three priority sectors of the government as identified in the Poverty Reduction Strategy Papers - agriculture, mining and banking - which are also the sectors with the highest concentration of MNEs. Within each of the selected economic sectors, the study analyses: current job profiles, skills and other gaps; future job prospects; an assessment of the extent to which MNEs are interested and/or willing to engage in broader youth employment challenges. It concludes with overall recommendations on the way forward.

Ce rapport examine l’impact des entreprises multinationales sur l’emploi en Côte d’Ivoire. Son objectif principal est d'explorer le rôle potentiel que les entreprises multinationales peuvent jouer dans la création d'un plus grand nombre d’emplois et de meilleure qualité.

Cette recherche axée sur l’action entend apporter une contribution opportune et significative aux défis de l'emploi des jeunes au niveau national. Des défis qui ont été exacerbés par huit années de crise militaro-politique. Sur la base du dialogue avec les parties prenantes, l'étude cherche à appréhender les principales contraintes liées au recrutement des jeunes sur le marché local.

La recherche, l'analyse et les recommandations présentées dans ce rapport proviennent des informations recueillies auprès des entreprises multinationales rencontrées et sont fondées sur les opinions recueillies sur le terrain. Ces recommandations sont présentées comme un point de départ pour l’engagement des entreprises multinationales dans la promotion de l’emploi des jeunes.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The study investigates information strategies and channels most commonly used, respectively, by employers willing to hire migrant workers, both from abroad and inside the country, and by prospective and resident migrants looking for available job opportunities in selected European Union Member States and non-EU settlement countries. It identifies the main information related obstacles which hamper jobs-skills matching for migrants, and proposes appropriate policy responses, including at the pre-departure stage, to overcome those obstacles and enhance the potential of international migration to respond to labour and skills shortages.
