The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

The side event, organised by the ILO at the WTO Fourth Global Review of Aid for Trade on 9 July in Geneva, provided an opportunity for sharing research findings and policy approaches on the role of skills development in translating trade openness into sustainable growth of productive and decent work. Diverse research and survey data show that many firms rank finding adequately skilled workers as a major constraint to their business. New research from the WTO documented that, in particular, such difficulties impede small and medium sized enterprises from connecting to and benefiting from Global Value Chains.

Background information

New research by international organizations and results of policy innovations point to practical ways to address the complex question of how to anticipate and meet skills demands in sectors with high trade integration. These findings and experience highlight the importance of strategic policy coordination by government and private actors to integrate skills development in growth and export strategies, and therefore in trade-related technical assistance.

Experience of successful developing and emerging countries demonstrates that trade openness can promote GDP growth and employment creation when accompanied by appropriate complementary policies. Skills development is one of these key policy areas. Well designed and pro-active education and skills development policies are required to complement trade openness in general, and to enable small enterprises, in particular, to adopt new technologies and new ways of organizing work.

There is growing interest in how small and medium enterprises (SMEs) participate in, and benefit from, global value chains and what effect this has on the quality and quantity of their employment. Policies that improve their access to a skilled labour force will make it easier for smaller firms to participate in global value chains and adjust to changing conditions in global markets, as well as to survive and thrive in domestic ones. Skills are thus an important determinant of countries’ ability to diversify exports and integrate more fully in the global economy.

The overarching objective of this study is to address the skills requirements of the manufacturing sector in Ireland over the period 2012-2020. Specifically this entails an analysis of global drivers of change; a statistical profile of skills supply and demand in the sector; a quantitative assessment of future skills needs through economic modelling; a qualitative assessment of future skills needs identified through consultations with enterprises and industry stakeholders; and recommendations to address immediate and future skills requirements. The report highlights the importance of continuous up-skilling requirements across all occupations. It argues that the manufacturing sector needs to do more to promote and boost the attractiveness of manufacturing as a career choice since there are highly varied and rewarding career paths within the sector, with good potential for mobility, however, these are often not apparent to students or those working outside of the sector.

Presented at the WTO Fourth Global Review of Aid for Trade ILO Side Event “Skills for Competitiveness” Geneva, July 2013 The presentation introduces the ILO’s programme on Skills for Trade and Economic Classification, or STED. It is a capacity-building tool to help constituents identify sectors with export growth potential, assess skill gaps in those industries, and design and implement appropriate responses to fill those gaps. It does so through building up the capacity of local statistics offices and academic institutions to adapt and apply quantitative assessment tools and by determining policy recommendations through an extensive process of social dialogue. In the last three years, pilot testing of STED was completed in Ukraine, Bangladesh, Macedonia, and Kyrgyzstan.

El Instituto Nacional de Formación Técnico Profesional (INFOTEP) preocupado por ofrecer una mejor respuesta a la necesidades de capacitación de los recursos humanos de los distintos sectores de la economía del país y contribuir a su desarrollo, realizó este estudio en el área de edificaciones, con el objetivo de brindar capacitación en función de las nuevas tecnologías que impactarán este importante sector de la economía nacional en los próximos 10 años.

El estudio fue coordinado por la OIT/CINTERFOR con el apoyo del Servicio Nacional de Aprendizaje Industrial de Brasil (SENAI), responsable de la transferencia de la metodología prospectiva, a través de la realización de varios talleres a las diferentes instituciones de la red.

El sector construcción es uno de los sectores que más aporta al crecimiento económico de la República Dominicana. Es un gran generador de empleo directo e indirecto y contribuye a la dinámica económica y al desarrollo del mercado. Es de gran importancia por la cantidad de empresas constructoras que involucra en forma directa, por su efecto dinamizador en una alta gama de insumos que demanda y la gran cantidad de puestos de trabajo que crea.

Los resultados de este estudio serán de gran utilidad para la institución, además de ser una guía necesaria para modificar los programas existentes del sector construcción civil y crear nuevos planes de estudios, anticipándose a las nuevas demandas del mercado laboral.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

Gender equality

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Da sie sich sowohl der Komplexität der Kompetenzpolitik als auch der Möglichkeiten eines gegenseitigen Lernprozesses bewusst ist, hat die OECD eine globale Kompetenzstrategie ausgearbeitet, die den Ländern dabei helfen soll, die Stärken und Schwächen ihrer Qualifikationssysteme zu identifizieren, sie im internationalen Vergleich zu betrachten und Maßnahmen auszuarbeiten, mit denen erreicht werden kann, dass Kompetenzen zu besseren Arbeitsplätzen, einem höheren Wirtschaftswachstum und mehr sozialer Inklusion führen. Diese Publikation stellt eine Strategie vor, die den Ländern bei der Verwirklichung des Ziels der Heranbildung und optimalen Nutzung eines hervorragenden Pools an Kompetenzen helfen wird. Die Skills Strategy der OECD beinhaltet eine Umorientierung von traditionellen Messgrößen des Kompetenzniveaus, z.B. der Zahl der formalen Bildungsjahre oder den erworbenen Bildungsabschlüssen, hin zu einer wesentlich weiter gefassten Messgröße, die sich auf die Kompetenzen erstreckt, die Menschen im Verlauf ihres gesamten Lebens erwerben, nutzen, pflegen und u.U. auch wieder verlieren können. Wird nicht ausreichend in Kompetenzen investiert, müssen Menschen ein unbefriedigendes Leben am Rande der Gesellschaft fristen, kann sich technischer Fortschritt nicht in Wirtschaftswachstum niederschlagen und können Länder in einer weltweit zunehmend wissensbasierten Gesellschaft nicht mehr im Wettbewerb mithalten. Zudem müssen Kompetenzen, wie in der Publikation betont wird, während des ganzen Lebens kontinuierlich gepflegt und erweitert werden, damit sie ihren Wert nicht verlieren und es den Menschen ermöglichen, miteinander in einer Weise zusammenzuarbeiten, zu konkurrieren und zu kommunizieren, die Wirtschaft und Gesellschaft voranbringt.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report presents an application of the ILO’s Skills for Trade and Economic Diversification (STED) methodology to two sectors - tourism and food industries - of the economy of the former Yugoslav Republic of Macedonia. The STED methodology provides strategic guidance for the integration of skills development in sectoral policies. It is designed to support growth and decent employment creation in sectors that have the potential to increase exports and to contribute to economic diversification. It has been developed in recognition of the fact that having the right skills among workers is crucial for firms or industries to succeed in trade.

The study provides an in-depth analysis of tourism and food industries in Macedonia and proposes concrete policies for both skills development and other key elements of the business environment to unlock their potential. The report explores the institutional setup of the education and skills forecasting systems in the country and applies the STED methodology to the food and tourism sectors by analyzing the industries’ current domestic and global market position, the availability of appropriately skilled labour and sector-specific educational institutions, and highlighting their likely development and key challenges for the future.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The G20 Training Strategy articulates the crucial elements of skills development policy and specifies the essential building blocks of a robust training strategy.

The G20 Training Strategy, developed by the ILO in partnership with other international organizations, in particular OECD and UNESCO, and with employers and workers, extends the outreach of ILO’s strategic policy framework on skills and employability. The strategy focuses on building bridges between the world of education and training and the world of work. Drawing on a wide range of international experience, the G20 Training Strategy articulates why a skills strategy is needed, outlines a conceptual framework for such a strategy, and assembles the essential building blocks of a robust training strategy.
