The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Think.COOP for refugees and host communities is designed for refugees and host community residents who are interested in joining or starting a cooperative. During this orientation, the participants: (i) learn about the fundamentals of a cooperative business; (ii) understand the conditions under which the cooperative is a better way to doing business; (iii) analyse how social cohesion and trust can help one pursue opportunities to improve one’s livelihood; and (iv) learn how cooperative can contribute to build trust and social cohesion at the community level. At the end of this orientation, the participants will be better able to decide whether the cooperative business model is right for them.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This study explores the food services and restaurants sector in Cairo, Alexandria and Damietta regions of the Egypt in terms of key market constraints for SME's growth and the creation of more and better jobs for urban refugees, youth and host communities.

The study identifies concrete and evidence-informed pilot interventions, which can be implemented within the scope of the PROSPECTS programme and that allow to address key constraints through digital and non-digital interventions to contribute to a transformative impact in the sector and in the livelihoods of refugees by facilitating SMEs’ growth and create more and better jobs for refugees and host communities alike.

Ce  rapport  d’étude  présente  les  résultats d’une  enquête  auprès  de vingt entreprises  de  divers  secteurs,  tailles   ou  localisations  en  France  métropolitaine,  choisies   pour avoir créé leurs propres organismes de formation. Un tel choix a été motivé par le fait de pouvoir disposer d’une  double  entrée  d’observation  des  effets  de  la  pandémie,  simultanément  sur  des  entités  productives  et  sur  des  offreurs de  formation.  Cette étude  a  bénéficié  de  la  participation financière de la DARES du ministère du Travail de l’Emploi et de l’Insertion dans le cadre d’un  appel  à  projets  de  recherche (PIC 1  « L’impact  de  la  crise  sanitaire  sur  les  compétences  et  la  formation professionnelle », organisé par la DARES).

The COVID-19 pandemic has brought about significant, unprecedented changes to the way many of us work and learn. As uncertainty about the future of work increases, it is becoming even more necessary that people are empowered with the right skills through timely and relevant skilling, upskilling and reskilling efforts. This is so people can become more agile and resilient, and able to cope with the challenges posed not only by the current pandemic but also by future developments more generally.

In view of the significant interruption to skills development activities due to the pandemic, several international organizations conducted a global online survey to shed light on the impact of the COVID-19 crisis on skilling, upskilling and reskilling of employees, apprentices and interns/trainees in enterprises and other organizations.

The global survey and the survey report are the result of collaboration between ten key international and regional development partners: the African Development Bank (AfDB), the Asian Development Bank (ADB), the European Commission (EC), the European Centre for the Development of Vocational Training (Cedefop), the European Training Foundation (ETF), the Global Apprenticeship Network (GAN), the International Labour Organization (ILO), the Organisation for Economic Co-operation and Development (OECD), the United Nations Educational, Scientific and Cultural Organization (UNESCO), and the World Bank Group (WBG).

The survey focused on three main areas:

  1. The impact of the COVID-19 pandemic on skilling, upskilling and reskilling of employees, apprentices and interns/trainees.
  2. The good practices and innovative solutions instigated by various enterprises and other organizations to mitigate the impact of the pandemic.
  3. Policy recommendations to address the impact of the pandemic once lock-downs and other restrictions are lifted and in the future.

Objectives of the seminar

The main objectives of the seminar are to:

  • present the key findings from the global survey;
  • launch the survey report; and
  • highlight innovative solutions and policy options to enhance the agility and resilience of skills development systems in the long-run.

In May 2020, the ILO Global Business and Disability Network conducted two surveys – one for National Business and Disability Networks (NBDN) and one for those networks’ company members – to identify good practices and gaps in responding to the COVID-19 crisis in a disability-inclusive way. In total, 159 companies from 22 countries (representing four regions) participated in the company survey, and 19 national networks participated in the NBDN survey. The present report provides a summary of the survey's main findings, in the form of quantitative results and as examples of action taken by companies and NBDNs during the COVID-19 crisis. Given the relatively small sample size, the results are not representative of all NBDNs or companies active in disability inclusion. However, the results are indicative of the challenges networks and companies face in making their responses to COVID-19 disability inclusive, and they point to good practices that, if replicated, can help the post-COVID-19 world of work build back better.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The worst global crisis since the Second World War, the COVID-19 pandemic continues to severely affect public health and cause unprecedented disruptions to economies and labour markets. Since the release of the second edition of the ILO Monitor on 7 April, global COVID-19 infections have more than doubled to reach nearly 2.6 million on 22 April 2020, while the number of deaths has more than tripled, approaching 180,000 worldwide.

Le phénomène du stress thermique fait référence à une chaleur reçue supérieure à celle que le corps peut tolérer sans altération physiologique. C'est l'une des conséquences majeures du réchauffement climatique. D'ici 2030, l'équivalent de plus de 2% du total des heures de travail dans le monde devrait être perdu chaque année, soit parce qu'il fait trop chaud pour travailler, soit parce que les travailleurs doivent travailler à un rythme plus lent.

Expanding on the ILO’s exploration of the likely job impacts by 2030 of keeping the rise in global temperature below the 2°C ceiling set by the Paris Agreement on Climate Change, this is the first global study to analyse the implications of the transition to low-carbon and resource-efficient economies for skills, gender and occupations.

The main objectives of this global qualitative and quantitative analysis are to identify:
• the scale of the need for reskilling and upskilling to realize the employment potential of the transition to environmental sustainability (the “green transition”);
• changes in occupations, skills gaps and skills shortages in meeting the skills demand of the green transition;
• progress made since 2011 in the countries surveyed then in coordinating skills and environmental policy matters across ministries and between public and private sectors;
• the specific needs of vulnerable and disadvantaged groups in adjusting to change, and effective skills policy measures to increase productivity and support a just transition.
