The National Skills Strategy was developed in extensive consultation with various stakeholders, including local and international experts, relevant Ministries, provincial governments, training providers, trainees, private sector associations and Chambers of Commerce. Pakistan’s National Skills Strategy (2009-2013) proposes a paradigm shift from curricula-based education to competency-based training. It sets the following objectives:

1. Providing relevant skills for industrial and economic development
2. Improving access, equity and employability
3. Assuring quality

The Strategy emphasizes the importance of enhancing the role of the private sector in policy making, designing and setting standards in training; improving apprenticeship training systems and providing more flexibility in industries’ selection of trainees and the structure of the training.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Provides a summary of a mid-term evaluation of the Technical and vocational education training (TVET) reform project in Bangladesh. It is an initiative of the Government of Bangladesh funded by the European Union and executed by the ILO in partnership with government agencies. Its objective is to strengthen economic development by ensuring that TVET in Bangladesh is of a consistently high quality, accessible to everyone, internationally recognized and relevant to the needs of industry. The project has five major components. Component 1 aims to review and strengthen TVET policies, systems and legislation at the central and decentralised levels. Component 2 seeks to enhance the flexibility, quality and relevance of TVET. Component 3 is concerned with the strengthening of TVET institutions through improved knowledge and skills of managers and teachers. Component 4 endeavours to improve skills development and enhance productivity and competitiveness in key growth and export - oriented industries in the formal industrial sector. Component 5 is concerned with increased access to TVET for underprivileged groups.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

This report reviews some of the main labour market and social policy challenges that developing Asia faces. It proposes a development approach that integrates skills, employment and social protection within local development strategies in order to achieve more sustainable and balanced patterns of growth. The report emphasises the need to address workforce development within a broad approach which takes into account local enterprise development and new economic opportunities. It provides guidance on how to implement employment and skills policies to maximise their impact on job creation and quality employment. It considers the development of social protection systems to make the economy both more productive and inclusive. And it addresses critical issues of vertical and horizontal co-ordination to design and implement effective policies and strategies.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This book is a collection of 24 papers that document the debates and discussions in the Shanghai International Forum on Lifelong Learning (May 2010). The aim of the Forum was twofold: to reinforce the momentum for lifelong learning engendered by the Sixth International Conference on Adult Education (CONFINTEA VI), held in Brazil in December 2009; and to share Member States’ best practice in harnessing the lifelong learning discourse as a comprehensive course of action for establishing learning systems and societies. The Forum offered a unique opportunity for practitioners, policy-makers, advocates and academics alike to share experience and achievements, and to debate the crucial issues facing education today in a series of plenary sessions, thematic debates and visits to World Expo and lifelong learning institutions in Shanghai.

OECD Local Economic and Employment Development (LEED) Working Papers, 2012/01 The report summarises the analysis, findings and policy recommendations from the project on Climate Change, Employment and Local Development undertaken by the OECD Local Economic and Employment Development (LEED) Programme. The project comprised a study visit, a series of interviews with public and private stakeholders at national and local level, two surveys, and various workshops and events. Four countries participated in the full project: Australia (Sydney), Poland (Podlaskie/ Pomorskie), Spain (Extremadura) and United Kingdom (London).
The report suggests that the transition to a green economy will not necessarily mean job losses, but there are some barriers that need to be identified and overcome in order to ensure an effective transition. The need to align local and national strategies towards green growth, building strong partnerships, identify transferable skills, and better target up-skilling programmes, are some of the recommendations emanating from this report. These and other recommendations are illustrated by good practice models identified across the globe. The report also suggests different approaches that have proven to be positive.

OECD Local Economic and Employment Development (LEED) Working Papers , 2012/08 The London Apprenticeship Campaign was launched in 2010 to boost the number of apprentices in London. It was developed as part of an ongoing policy focus to tackle long-standing skill shortfalls in the city, shortages which have been constraining employment, social opportunity and productivity. A critical element was to establish more apprenticeship frameworks outside traditional sectors and in growth sectors dominating the local economy. A remarkable innovation in the campaign has been supplementing the supply-side approach with a demand-side policy by working to engage more private sector employers, while also ensuring a strong public sector commitment. Germany has one of the most successful apprenticeship models internationally and can provide good learning lessons for London on putting in place effective apprenticeship approaches at national, regional and local level.

OECD report to the European Commission The report provides an in-depth analysis of how green growth will reshape labour markets. It also describes the role that labour market and skill policies can play in maximising the benefits of economic greening for workers.

The report argues that the impact of a transition towards a greener economy on labour markets will extend far beyond the creation of new green jobs, such as those related to renewable energy. This transition will create new opportunities for workers, but also new risks. The challenge for labour market and skill policies is to maximise the benefits for workers and help assure a fair sharing of adjustment costs, while also supporting broader green growth policies (e.g. by minimising skill bottlenecks).

The three main policy priorities are to adapt existing policies so as to:
• support a smooth reallocation of workers from declining to growing firms, while reducing the adjustment costs borne by displaced workers;
• support eco-innovation and the diffusion of green technologies by strengthening initial education and vocational training, and ensuring that overly-strict product market regulations are not blunting the incentive to innovate;
• reform tax and benefit systems for workers to make sure that cost pressures generated by environmental policies do not become a barrier to employment.

There is also need for green-specific labour market and skill policies, including top-up training for mid-career workers who need to adapt to greener ways of working.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Quality apprenticeships based on robust social dialogue and public-private partnerships can improve employment prospects for young people while developing high level skills identified by employers as necessary for growth and increased productivity. Both informal and regulated apprenticeship systems are important learning resources enabling young people to overcome the work-inexperience trap, gain new and enhanced skills and recognized qualifications.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Employment Working Paper No. 122 This study carries out a preliminary assessment of the job training and retraining programmes implemented by a representative sample of crisis-affected countries. The review looks at how these programmes are re-connecting displaced workers and the long-term unemployed to the labour market, and how they help prepare workers for the types of jobs created by stimulus packages, including green jobs.

The findings of this paper are based on the analysis of real-time evidence drawn from rigorous reviews of programme implementation, if not yet impact assessments, carried out by national government agencies. Views from employer’s organizations, trade units, bilateral agencies, international organizations and academic institutions complement this analysis.

The review shows that in the midst of the economic crisis the operational factors contributing to an effective intervention depended on policy coordination, good communication among stakeholders, flexible training delivery mechanisms and institutional capabilities.
