The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. International Journal of Labour Research 2010, Vol. 2, Issue 2 Climate change and policies to mitigate it will in time have an enormous impact on industries, jobs and workers. Yet, until very recently climate change negotiations showed only limited concern about the fate of workers, and far greater efforts were directed at measuring the environmental rather than the social impacts of climate change. This issue of the International Journal of Labour Research is meant as a modest contribution to start to fill that gap. It is based on papers presented at the a workshop on Climate Change and Employment held by the Bureau of Workers’ Activities of the ILO and the International Trade Union Confederation in Brussels in March 2010.

Worldwide, trade unions have developed a point of view on the issue that is encapsulated by the concept of “Just Transition”, the notion that the transition process to a greener economy has to be inclusive of all stakeholders, and that the unavoidable employment and social costs of the transition have to be shared by all. This publication explores the following aspects of the transition to a greener economy: Who will lose jobs as a result of it? What support will be provided to workers and communities that are on the losing end? What skills will be needed in the new sectors? How do we ensure that the new jobs are decent jobs? These questions lead to inescapable conclusions: social dialogue will have to be at the heart of the process and governments, beyond regulating the emission of greenhouse gases, will have a key role in promoting the sort of industrial and social policies that will lead to the creation of productive and decent employment.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Employment Working Paper No. 122 This study carries out a preliminary assessment of the job training and retraining programmes implemented by a representative sample of crisis-affected countries. The review looks at how these programmes are re-connecting displaced workers and the long-term unemployed to the labour market, and how they help prepare workers for the types of jobs created by stimulus packages, including green jobs.

The findings of this paper are based on the analysis of real-time evidence drawn from rigorous reviews of programme implementation, if not yet impact assessments, carried out by national government agencies. Views from employer’s organizations, trade units, bilateral agencies, international organizations and academic institutions complement this analysis.

The review shows that in the midst of the economic crisis the operational factors contributing to an effective intervention depended on policy coordination, good communication among stakeholders, flexible training delivery mechanisms and institutional capabilities.

Creating jobs and increasing productivity are key concerns for policy makers across the globe. For East Asian countries seeking to reduce poverty, expanding employment and productivity is at the top of the agenda. This book is a comprehensive look at the demand and supply of skills in Indonesia how skills have changed, how they will continue to evolve, and how the education and training sectors can be improved to be more responsive and relevant to the needs of the labor market and the economy as a whole. Using an innovative firm survey, the authors shed light on the functional skills that workers must possess to be employable and to support firms' competitiveness and productivity. They also assess the role of the education and training systems in providing those skills. Although this book focuses specifically on Indonesia, its methodologies, messages, and analysis will be instructive for researchers and policy makers who shape the delivery of education and training in other middle-income countries around the world.

This is the report of the workshop on "Climate change, its impact on employment and labour markets" organised by the Global Union Research Network and coordinated by the ILO’s Bureau for Workers’ Activities and the International Trade Union Confederation. The aim of the workshop was to discuss academic research on the employment aspects of climate change and identify research gaps. This in turn would help the global trade union movement in its efforts to build cohesion and find creative and reliable ideas, solutions and examples to push for a socially just and environmentally sustainable society. Impacts of climate change on employment and new ‘green’ skills were among the issues addressed during the workshop.

Includes promising areas for policy actions to aid in the recovery of the second jobs dip, among them, addressing skills mismatches, and enhancing youth employability. Global Employment Trends 2013 highlights how the crisis is increasingly raising trend unemployment rates, partly driven by sectoral shifts of jobs that had been triggered by the crisis. Despite historically low interest rates in many advanced economies, investment and employment have not shown tangible signs of recovery. Depressed growth prospects have started to spread to the developing world, where low productivity and wage growth continues to remain an issue in most regions, preventing improvements in employment and disposable incomes, in particular among poorer countries, and adding to a rise in global inequality.
The report argues that in countries with high and rising unemployment, job guarantee programmes for targeted labour market groups should be the preferred policy measure. Moreover, rising labour market discouragement and structural unemployment should be tackled with new skills and training initiatives to help jobseekers find employment in alternative industries and to promote their employability more broadly. Other possible areas of intervention are further investments in public infrastructure in developing countries and a swift implementation of financial market regulation to help stabilize the macroeconomic environment and stimulate job creation.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

OECD Local Economic and Employment Development (LEED) Working Papers, No. 2012/14 In the United States, local and regional government agencies have increasingly adopted industry cluster approaches to economic development and a similar move is surfacing in the employment and workforce development field. Career cluster/pathway approaches are important in a complex and fragmented labour market where employees no longer move in a straight line within one company, but rather move vertically and horizontally around a set of jobs. This paper provides examples of models that have been implemented at the local and state level. Then, some key lessons are drawn for policy makers regarding their use in skills development approaches.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

As Latin American and the Caribbean countries face rapid aging transitions, the economic contribution of older workers would need to be strengthened. This paper uses household data from Brazil and Mexico to characterize labor market behavior of older workers, such as participation, sectoral and type of employment, and productivity, to identify critical areas for policy intervention. The paper also discusses other social policy related issues like health, remittances, and family arrangements. This paper suggests three areas for labor policy: (i) adjusting social security incentives to extend working life and postpone formal retirement; (ii) adjustments to labor market regulations to increase employment flexibility, smoothing the transition into retirement; and (iii) addressing skill needs through (re)training to maintain productivity and employability. This paper reviews existing evidence on these policy interventions in industrial and developing countries, and suggests areas for future analytical work.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

G20 Meeting of Labour and Employment Ministers: country policy brief The policy brief explores public employment services (PES) in Germany that were reinforced to provide additional job-search support to disadvantaged unemployed workers since the crisis.
