The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Technical cooperation project: “Partnerships for youth employment in the CIS” This project supports institutions and other actors in the identification of effective responses to tackle the youth employment crisis, including through cooperation and partnerships at regional, national, and sub-national levels. The main objective of the project is to improve the effectiveness of policies and programmes for youth employment in order to support the creation of more and better jobs for young people in CIS countries.

Funding for the project is provided by the OAO “LUKOIL” and implemented by the ILO.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Recognising the impact that education has on participation in labour markets, occupational mobility and quality of life, policy makers and educators emphasise the importance of reducing educational differences between men and women. This factsheet claims that all countries have increased the level of education of their whole population during the last four decades and this increase has been strongly driven by the increase in the proportion of women leaving education with a tertiary qualification. As a result, even where the proportion of men with tertiary qualifications is higher than that of women among 55 64 year olds, this is no longer the case among 25 34 year olds in 33 of the 36 countries for which data are comparable.

The number of young people aged 25-34 with a tertiary qualification increased by nearly 45% between 2005 and 2013 in OECD and G20 countries and is expected to keep increasing in the coming decade. While, on average, only 14% of the young people in OECD and G20 countries had a tertiary qualification in 2005, more than 45% are expected to have a tertiary qualification in 2030 if the growth of the past decade is sustained.

This analysis sustains that non-OECD G20 countries (Argentina, Brazil, China, India, Indonesia, the Russian Federation, Saudi Arabia and South Africa) have been the main drivers of the global growth in the past decade. While in 2005 OECD countries represented 60% of the 94 million young people with tertiary education, by 2013 non-OECD G20 countries had closed the attainment gap and by 2030 the picture is expected to reverse completely: 70% of young people with tertiary education will come from non-OECD G20 countries.

Educational opportunities have a very important impact on a person’s life. Employment, earnings, well-being, health and trust are all strongly related to education and skills. A lack of high-quality educational opportunities is the most important way in which poverty, social inequality and exclusion are transmitted from one generation to another. For countries to grow and progress in a sustainable way, educational opportunities should be distributed in an inclusive way.

The inclusiveness of educational systems can be assessed in two ways: first, by looking at the share of people with low educational attainment or low skills and second, by looking at the size of the differences in attainment levels and skills distributions. This briefing examines both measures, and tracks their evolution over time.

The YouthXchange Green Skills and Lifestyles Guidebook is the second in a series of thematic guidebooks supporting the UNEP/UNESCO YouthXchange (YXC) Initiative. The Guidebook is designed to help young people familiarize themselves with the green economy, the skills needed for a green economy (such as how to engage in social innovation and green entrepreneurship), and how to make their jobs greener (which also involves adopting more sustainable ways of living). It aims to better prepare young people for green jobs by envisioning future jobs and the required skills, rethinking the role of different stakeholders and looking at the life skills for the future of sustainable societies.

Hotels, catering and tourism is a labour-intensive and employment-generating sector, especially for those with limited access to the labour market. It can be significant for women, youth, migrant workers and rural populations in developing and least developed countries. Besides, tourism is increasingly recognized as a major source of economic growth, particularly in poor countries. For this reason this brochure aims to:

? Assist tourism enterprises to establish effective training programmes and skills development for workers and employers, especially SMEs — which represent the biggest share of tourism enterprises in developing countries.

This fact sheet claims that being able to access and manage information using ICT are essential skills in today’s increasingly knowledge-based economies. Higher proficiency in these skills is rewarded with a greater likelihood of participating in the labour force, and more frequent use of ICT at work is rewarded with higher wages than is observed among adults who are equally proficient in literacy and numeracy, but who have less proficiency in this skill or use ICT infrequently. Since adults with no ICT experience are at a considerable disadvantage in employment prospects and wages, policy makers can consider ways of ensuring that all individuals have access to ICT training, whether during compulsory education or in adult learning activities.
