Report of the UNESCO-UNEVOC online conference, 29 September - 10 October 2014 The report summarizes the discussions that were held during a two-week virtual conference on the UNEVOC e-Forum in autumn 2014. It brought together 153 participants from 64 countries. The virtual conference stimulated debate and information sharing, and increased participants’ understanding of TVET’s place in creative industries. It was moderated by Paul Collard, Chief Executive at Creativity, Culture and Education (CCE), an international foundation dedicated to promoting creativity among children and young people through education.

The virtual conference report explores questions related to, amongst other things, the required skills for creative industries, the relationship between creative economies and TVET, the role of creativity in TVET, the different vocational pathways to creative jobs and the nature of creative jobs and economies. In order to answer these questions, the report not only summarises the evidence considered and the conclusions reached during the virtual conference, but supplements these informative insights with additional information drawing on international research. The report reflects the general sentiment that creative skills should be valued and that there is a need for such skills to be nurtured across all industries.

Report of the UNESCO-UNEVOC online conference, 12-26 May 2014 The report summarizes the discussions that were held during a virtual conference on the UNEVOC e-Forum in May 2014. Moderated by Professor Bill Lucas, Director of the Centre for Real-World Learning, Professor of Learning at the University of Winchester (UK) and co-creator of the Expansive Education Network, this virtual conference explored what vocational pedagogy is, why it matters and how teachers can put it into practice. The two-week virtual conference attracted 197 participants from 65 different countries, representing policy makers, researchers, practitioners and most importantly, teachers and students. They came together to deepen their understanding of vocational pedagogy and comprehend its complexity. The contributions and experiences shared illustrated the importance of vocational pedagogy in improving learner outcomes in TVET, as well its role as a catalyst for raising the status and quality of TVET.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Quality Education and Skills Development for Sustainable Future

The Kuala Lumpur Declaration was the outcome statement endorsed by ministers at the Asia-Pacific Conference on Education and Training (ACET) held in Kuala Lumpur, Malaysia from 3-5 August 2015. The eight recommendations outlined in the Declaration are set to guide TVET development in the Asia-Pacific region in the coming years. To review progress made, the 2nd ACET will be held in 2018.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

17-19 June 2014, Manama, Bahrain Structured apprenticeship programmes are increasingly recognised as key policy tools to facilitate school-to-work transitions, as they combine (a) directly applicable experience at the workplace, and (b) applied knowledge and skills that enable the trainee to understand the logic behind the job s/he is tasked with, cope with unpredictable situations, and acquire higher level and transferable skills. These programmes also give the apprentice a chance to demonstrate his/her productivity potential to companies who may be otherwise reluctant to hire fresh graduates.

As part of its facilitating role of the G20 Task Force on Employment, the ILO published in November 2012 an ‘Overview of Apprenticeship Systems and Issues’ that provides elements for a definition of apprenticeships. The paper below reviews success factors of apprenticeship programmes, including (a) structured legal and policy frameworks, (b) strong participation of social partners, (c) established promotion, administration and oversight of apprenticeship programmes, and (d) a fair and cost-effective financing system. Out of this position paper the so-called ‘Key Elements of Quality Apprenticeships’ have been developed.

Adolescent Girls Initiative Young people age 15 to 29 make up about a quarter of the world’s population, yet they constitute nearly half of the world’s unemployed. The World Bank is helping to increase viable employment opportunities for youth. In many countries, restrictive gender norms make it harder for girls to access training and employment opportunities. To ensure that girls and young women are included in this agenda, the Bank launched the Adolescent Girls Initiative (AGI) in 2008. The program is being piloted in eight low-income countries—including some of the toughest environments for girls. Each intervention is tailored to the country context, and includes an impact evaluation to build the evidence base to help adolescent girls and young women succeed in the labor market.

The first AGI pilot—the Economic Empowerment of Adolescent Girls and Young Women (EPAG) project—was launched in Liberia in late 2009. Preliminary results from the midline survey are highlighted in this document.

Work-based learning, in particular apprenticeships can enhance employability, notably of young people, and help to address the skills shortages to better match companies' needs. Of great benefit to learners and companies alike, these schemes also contribute to Europe's objective of ensuring sustainable growth and employment. This brochure focuses on the European Alliance for Apprenticeships launched in 2013 and addresses the challenges and possible answers of how to strengthen the quality, supply and image of apprenticeships. This is also in line with the new set of medium-term deliverables agreed at European level in the field of VET for the period 2015-2020. The brochure features examples of successful and inspiring apprenticeship and other work-based learning policy initiatives and projects across Europe.
