Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This study was developed by the ILO under the framework of PROSPECTS, which is funded by the Government of the Netherlands. The ILO is collaborating with different partners to enhance the functioning of the private sector while addressing the barriers to decent self-employment.

This report seeks to provide an overview of the target market and enabling environment for the financial services industry with a view to guiding the structure and implementation of the ILO PROSPECTS pilot initiative.

Section 2 presents an overview of the macro-level country context of Iraq.

Section 3 presents the legislation, policies, regulations and key characteristics of the financial sector.

Section 4 provides an analysis of the target market, including an initial segmentation of the IDP, returnee, refugee and host sub-segments, their socio-demographic profiles, livelihoods and economic opportunities, as well as their demand for financial services.

Section 5 sums up the findings in a presentation of the market size and the scope of the demand for expanded financial services in ILO PROSPECTS focus areas. It also provides a set of recommendations on the implementation of strategic efforts to facilitate the financial inclusion of forcibly displaced people and host communities in Iraq.

This study presents a review of the situation of refugees and asylum seekers in Egypt to assess the feasibility of including them in the universal health insurance scheme (UHIS) launched in 2018.

The refugee and asylum seekers population in any country is highly vulnerable and often lacks any form social protection.

As Egypt rolls out phase 1 of the UHIS, the study reviews possibilities of including refugees and asylum seekers in this key social protection scheme. It identified opportunities and challenges.

It proposes long-term strategy to ensure equal treatment of refugees and asylum seekers at par with Egyptians and grounded in sound economic policy options. It also presents data for policymakers and international agencies to make well-informed policy decisions, calling for intensive advocacy efforts with the Government of Egypt and strategic implications for the health programme.

It underscores the urgent need for action to ensure that PoC are not left behind and highlights the importance of fostering social cohesion by providing equal access to healthcare services for all.

Findings reveal significant gaps in legislation, hindering refugee access to formal employment, justice systems, and social security benefits. This study profiles the socio-economic characteristics of refugees and asylum seekers in Egypt. It is based on a nationally representative sample of 2,600 working-age refugees (aged 15–64), drawn from the UNHCR registry of refugees and asylum seekers. The survey was conducted by phone from 17 November to 9 December 2021.

This report provides insights and lessons learned on the implementation of market-based approaches in displacement contexts.

Recognizing the importance of identifying a more durable solution to the displacement crisis, practitioners are increasingly using market-oriented approaches to support livelihoods and economic recovery. The ILO and UNHCR partnership through their jointly designed “Approach to Inclusive Market Systems for Refugees and Host Communities” (AIMS) and through the multi-agency PROSPECTS Partnership, implemented in countries in East and North Africa and in the Arab States, has been part of the emerging work on developing and testing market-based approaches in displacement contexts.

Through this research, the ILO and UNHCR teams set out to better understand the implications and impact at the intersection or nexus of humanitarian support and market-based interventions for development and livelihoods.

Based on the literature review and scoping, as well as in-depth research on eight selected case studies, the study presents an integrated framework to categorize and analyse market-based approaches in forced displacement settings. This included asking questions about what we could learn from implementation to advance the understanding on how the market based approaches can constitute valid and effective responses in forced displacement settings. It was done with a view to help practitioners, governments and donors plan and implement effective market-based refugee and host community livelihood strategies.

The standard or outcome-based approach to curriculum development is a worldwide trend which reflects a paradigm shift from input to outcome-based provision, from teaching to learning, from content to process focused/performance-oriented learning experience. Les normes professionnelles suivantes ont été élaborées par des comités techniques tripartites au Ghana, au Nigéria et au Togo avec le soutien de l'OIT au cours de la période 2021-2022 dans le cadre du projet SKILL-UP financé par l'Agence norvégienne de coopération au développement dans le but de promouvoir des partenariats pour les compétences et la migration dans l'Afrique de l'Ouest.

Les normes professionnelles minimales harmonisées pour maçons et assistants maçons ont été élaborées sur la base des normes professionnelles nationales des trois pays, avec pour objectif d'atteindre 70 à 80 pour cent de points communs avec les normes nationales existantes. Les normes professionnelles minimales harmonisées peuvent aider les pays qui élaborent des normes ou révisent les normes nationales existantes en comparant et en prenant en compte les normes similaires disponibles dans la région. Elles peuvent également être utilisées dans l'enseignement et la formation techniques et professionnels pour l'élaboration de programmes d'études et d'évaluations fondés sur des normes. Les normes peuvent également soutenir les partenariats de compétences sur la migration dans la région en étant utilisées dans les mécanismes de validation des acquis de l’expérience des travailleurs migrants.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The standard or outcome-based approach to curriculum development is a worldwide trend which reflects a paradigm shift from input to outcome-based provision, from teaching to learning, from content to process focused/performance-oriented learning experience. In this new paradigm the learner is expected to demonstrate what he/she knows and is able to do against the standards established at national level. Adopting an outcome-based approach for curriculum development is an effective way to address potential mismatches between technical and vocational education and training (TVET) provision and the needs of the labour market; between irrelevant/ obsolete training programmes, and employers’ and learners’ needs and expectations.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills for transition to formality

Most young people around the world do not have the chance to attend formal institutions of learning. The capacity of formal education and training systems is often limited due to inadequate training infrastructures and the relatively high costs of full-time, centre-based training. Consequently, large numbers of youth are learning and then working in the informal economy. 

Informal apprenticeship systems that transmit the skills of a trade to a young person in a micro- or small enterprise have operated for generations in many countries. They are considered by far the most important source of skills training in Africa and South Asia.

Women and men in the informal economy often do not possess a formal proof of their skills. Skills acquired informally are not visible and hence are often not recognized by employers. Transitions to the formal labour market can also be facilitated if skills are assessed and recognized. Systems of Recognition of Prior Learning are being introduced by countries to offer access to further learning or to formal labour markets.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.
