Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Nei tre giorni del festival si sono alternati, per parlare con le classi, oltre 30 dreamers: rappresentanti dello sport, delle istituzioni, personaggi noti al grande pubblico che hanno offerto la loro storia di impegno e perseveranza per raggiungere l’obiettivo ambito.

Questo connubio tra racconti di esperienze di successo e presentazione di opportunità crea in studentesse e studenti una condizione di estrema ricettività: sentono di poter realizzare i propri sogni e sono quindi pronti a cogliere tutte le occasioni per raggiungere i loro obiettivi.

Essere presenti fisicamente in questo momento consente di avere un’occasione per raccontarsi e presentare la propria offerta, con calma e a un pubblico interessato e pieno di domande e curiosità.

Inoltre sappiamo che spesso manca il quadro completo delle possibilità post scolastiche: le ricerche delle persone sono quindi spesso limitate alle opportunità già note. Essere presenti al Festival può essere quindi anche l’occasione per farsi scoprire, per diventare quell’opportunità che ragazzi e ragazze prima non sapevano neppure di avere.

Sappiamo che studenti e studentesse sono molto interessati al loro futuro: cercano, si informano e vogliono approfondire. Esserci quando sono al massimo di questo interesse, di persona e pronti a un’interazione è un’occasione che capita sempre più raramente e che non può essere ignorata.

The standard or outcome-based approach to curriculum development is a worldwide trend which reflects a paradigm shift from input to outcome-based provision, from teaching to learning, from content to process focused/performance-oriented learning experience. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The Symposium is designed as a meeting point to boost work readiness with a Latin American perspective and an intersectional approach, focusing on: 1) the cultural relevance of career education and professional guidance practices; and 2) the lifelong training of guidance professionals.

This critical and cutting-edge approach drives innovation in professional guidance services and the dissemination of advanced research. To this end, we already have confirmed participation from Marcelo Afonso Ribeiro (Brazil), Sergio Rascován (Argentina), Gabriela Cabrera (Colombia), and Gonzalo Gallardo (Chile), among other prominent figures, with whom we hope to enrich the academic reflection on these matters.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills development can be viewed from a life-cycle perspective of building, maintaining and improving competencies and skills. A holistic approach to skills development encompasses the following features: access to good basic education; development of cognitive and core skills, including literacy, numeracy, communication, problem-solving and learning ability; and, availability of continuous training opportunities targeting adult and older workers.  Systems to improve recognition of attained skills across occupations, industries and countries improve the employability of workers, reduce labour shortages, and promote good working conditions for migrant workers.

Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The 8th Meeting of Counselors from National Universities of Argentina, "Counseling as a Supporting Framework in Times of Challenged Rights," convened by the Network of Counselors from National Universities of Argentina (ROUNA)

The Network's purpose is to generate research, share experiences, and establish educational guidance as a right that guarantees access to, retention in, and graduation from higher education. It is comprised of professionals from various disciplines who inhabit institutional spaces, supporting students from the moment they enter university, also working on coordination with the secondary level.

The objective of this meeting is to continue opportunities for reflection, share experiences, strengthen networks, and work on common strategies that promote specific contributions to the right to higher education, from the field of guidance counseling. In this context, the role of guidance counselors in supporting the educational paths of students at Argentina's national universities takes on particular significance.

The meeting invites professionals from education, healthcare, unions, and neighborhood organizations, among others, who carry out guidance work in various public and private institutions, students, and others interested in the field and the theme of this meeting. It also invites professionals who carry out educational guidance practices at Argentina's national universities to present their papers.

The presentations are organized into four topics:
- 1: Guidance and the right to higher education
- 2: Guidance and support for student careers
- 3: Guidance and shaping new demands and expectations for vocational training
- 4: A look at guidance teams and the challenges of daily work (demands/conditions/care)

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries.
