This study examines the way in which institutional arrangements for the delivery of IVET have changed in response to shifts in skills demand.

Although these arrangements vary across countries, it is possible to identify common trends over time, such as institutional hybridisation, the blurring of boundaries between IVET and general education. Despite this development, IVET has been able to retain a distinct identity, which is attractive to learners and has the support of key labour market actors. This reflects IVET’s adaptability and resilience in the face of change.

Building on a Europe-wide survey of VET providers and in-depth national case studies, the study delivers a timely update of, and insight into, the continually changing IVET landscape. Results show increasing similarities in how countries configure their IVET systems. This is evident in the broadening of IVET curricula, the prominence given to the work-based learning pathway, as well as the growing importance attached to local and regional autonomy.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This report seeks to improve our understanding of the involvement of trade unions in the domain of TVET and skills development at the national, sectoral and enterprise levels. It does this through case studies of ten countries at different stages of development and with different traditions of unionism and social dialogue.

This publication reflects a joint effort by the Skills and Employability Branch (SKILLS) and Bureau for Workers Activities (ACTRAV) of the International Labour Organisation (ILO). This collaboration has documented current practices with the intention of supporting workers organisations so they can take part in the development of national, sectoral and enterprise skills policies and by providing them with advice, tools and training courses to enable them to do so.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The costs of a persistent misalignment between the supply and demand for skills are substantial, ranging from lost wages for workers to lower productivity for firms and countries. Addressing skills imbalances has become even more of a concern as OECD governments reflect on the implications of technological progress, digitisation, demographic change and globalisation for jobs and work organisation. In light of these challenges, OECD has undertaken new research to shed light on how countries measure changing skill needs while ensuring that employment, training and migration institutions are responsive to the emergence of new skill requirements. The Getting Skills Right in Sweden review offers an in-depth analysis of the key areas where policy action is required to spur the development of an efficient system for skills assessment and anticipation to inform policy in the country. The report provides an assessment of practices in the following areas: i) the collection of information on existing and future skill needs; ii) the use of skill needs information to guide policy development in the areas of labour, education and migration; and iii) the existence of effective governance arrangements to ensure good co-ordination among the key stakeholders in the collection and use of skill needs information.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

2015 was a record year as 163 000 asylum seekers arrived in Sweden to seek shelter, the highest per-capita inflow ever registered in an OECD country. A significant share of these asylum seekers are expected to receive international protection. Favourable labour market conditions and highly developed and longstanding integration policies ensured that Sweden was well prepared to deal with this sudden increase. Existing integration measures have been scaled up and several new initiatives launched – including a fast-track initiative to integrate skilled refugees into shortage occupations. This review examines the skills and labour market situation of immigrants and their children in the context outlined above.

The remainder of the report is structured as follows: The report starts with an assessment and recommendations. Chapter 1 presents an overview of context in which integration in Sweden takes place – the labour market context and the background and composition of Sweden’s foreign-born population. Chapter 2 sets out the framework for the settlement of newly-arrived refugees in Sweden and outlines the core policies at the heart of early integration efforts. Chapter 3 examines the routes through which migrants can acquire and build the skills that are necessary in Swedish society and on Swedish labour markets before Chapter 4 turns to the employer demand for these skills and how policy is working to strengthen this demand. Finally Chapter 5 looks at the mechanisms through which skills supply is matched to skill demand in order to ensure that migrants are able to find employment that makes appropriate use of the skills, qualifications and experience.

This report analyses VET governance structures and financing arrangements in Spain, Italy, Latvia, Portugal and Sweden in view of developing and expanding apprenticeship.

The study identifies ‘favourable’ or ‘ideal’ (from a theoretical point of view) governance structures and financing arrangements (normative model) that would support sustainable implementation of high-quality apprenticeship.

Against the backdrop of this model, current structures in these countries are assessed and areas that need action identified. Possible options as to how apprenticeship or similar schemes could be further developed in each country are presented.

Designed as action research in which relevant national stakeholders – government representatives, employers, employees and training providers – were actively involved in carrying out the assessment and discussing future policy options, the study aims to contribute to policy learning and encourage the national and international dialogue on apprenticeship.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. A highly skilled workforce is crucial to sustain competitiveness and contain the rise in income inequality. Recent surveys of adult skills and educational performance suggest that younger cohorts are doing less well than their predecessors. Many immigrants struggle both in school and in the labour market partly because of low skills and language difficulties. Educational outcomes could be improved through raising the attractiveness of the teacher profession, improving teacher education and increasing support for struggling students. A more flexible labour market would facilitate access to jobs for youth with low qualifications and immigrants.

This paper focusses on ways to improve average educational outcomes to ensure the availability of the high skills needed in a high-income innovative economy, on challenges facing disadvantaged groups, in particular immigrants, and on possible adjustments to labour market institutions which could facilitate employment. The first section outlines income inequality trends. The second investigates the causes and consequences of the fall in youth skills. The third analyses links between adult skills and labour market outcomes, exclusion and inequalities. The fourth looks at options to halt the decline in average skills and lift the basic skills of weaker individuals so they can get a foothold in the labour market. The paper ends with a discussion of the scope for labour market policies to improve matching and increase labour participation without sacrificing equity.

This report compares selected issues of Further Education (FE) in England with other comparable FE systems in Finland, Ireland, Sweden and New South Wales, Australia. This research emphasises the complex nature of post-compulsory provision in the four country contexts, and highlights the acute necessity for ‘joined-up’ policy thinking that crosses different policy domains, carefully designed and prepared reforms, and ‘creeping rather than jumping’ reform. The evidence suggests that excessive reform of one particular feature of a system (such as qualifications) will not provide the stability and coherence that post compulsory VET systems need in order to be able to attract learners to that provision and employers to learners who successfully complete that provision.
