The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The platform includes a variety of practical tools and guidance materials developed by the ILO at global and national levels. The resources include guides, case studies, cheklist, visual materials and more, and they cover a wide range of topics. Some are specifically aimed at certain groups of stakeholders, for example employers, workers or governments, and some are designed to support specific groups of beneficiaries.

Think.COOP for refugees and host communities is designed for refugees and host community residents who are interested in joining or starting a cooperative. During this orientation, the participants: (i) learn about the fundamentals of a cooperative business; (ii) understand the conditions under which the cooperative is a better way to doing business; (iii) analyse how social cohesion and trust can help one pursue opportunities to improve one’s livelihood; and (iv) learn how cooperative can contribute to build trust and social cohesion at the community level. At the end of this orientation, the participants will be better able to decide whether the cooperative business model is right for them.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The global economy is affected by significant economic, technological and demographic changes that threaten to reduce decent work opportunities at a time when the demand for employment is growing and economic inequalities are higher than ever. New technologies and automation are increasingly replacing human workers, and the sectors that are less likely to be affected by these phenomena and more likely to grow in the near future (like personal services, for instance) are also more prone to informal or non-standard forms of employment. In this context, significant attention is being paid to the social and solidarity economy (SSE) as a viable option to help address some of these challenges. Indeed, while the SSE comprises a diverse and heterogeneous universe of organizational models and approaches, the main actors within the SSE share a set of common features that make them ideally suited to take on some of the key issues related to the future of work.

The paper reviews the main theoretical arguments and empirical evidence on the features and role of SSE organizations, paying particular attention to their implications for the creation and preservation of decent work. The analysis shows that SSE organizations can indeed help create and preserve employment in traditional sectors and promote decent work by providing quality and stable jobs, facilitating women’s entry into the labour force, integrating disadvantaged workers and helping the transition from informal to formal employment. The paper also argues that SSE organizations can help channel jobs in emerging sectors like the “silver economy”, that are at risk of non-standard forms of work, within entrepreneurial organizations that can provide more structure and security. This will be particularly important in the coming years, as a larger share of employment will come from the service sector (including in particular personal care and social services) and will be much less structured than in the past due to the rise of the gig economy. The paper concludes with a review of the main policy implications, briefly describing the types of initiatives, both at the national and international levels, that could lend the SSE the support it needs in order to fulfil its potential and help improve the future of work.

La revolución digital ofrece una oportunidad única para avanzar en el camino del desarrollo económico y social con igualdad. Sin embargo, la difusión de las tecnologías digitales no ha tenido gran impacto en la productividad y en la inclusión social, dada la característica heterogeneidad estructural de América Latina y el Caribe. Solo un pequeño segmento de empresas y trabajadores han aprovechado las nuevas tecnologías, sobre todo las más complejas.

Uno de los desafíos para las Tecnologías de la Información y las Comunicaciones TIC en la región es evitar que con su uso aumenten aún más la heterogeneidad productiva y las desigualdades sociales y, al mismo tiempo, aprovechar sus ventajas para construir un tejido productivo y social más igualitario.

En este libro se analiza, para el caso de la Argentina, el papel de las TIC en el desarrollo: su impacto en la dinámica empresarial, la productividad y el ámbito laboral; su uso y difusión en el tejido empresarial, y los distintos patrones de incorporación en las empresas.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

This issue brief, produced during the United Nations International Year of Cooperatives 2012, highlights how and why the cooperative form of enterprise can cater to the economic and social needs of persons with disabilities. In recent decades, cooperatives have improved the lives of many women and men with disabilities. Cooperatives enable them to participate more actively in society, increase their independence and make decisions about their lives and futures by providing employment opportunities, access to skills training, health care, financial services, transport and other essential services.
