Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

In May 2020, the ILO Global Business and Disability Network conducted two surveys – one for National Business and Disability Networks (NBDN) and one for those networks’ company members – to identify good practices and gaps in responding to the COVID-19 crisis in a disability-inclusive way. In total, 159 companies from 22 countries (representing four regions) participated in the company survey, and 19 national networks participated in the NBDN survey. The present report provides a summary of the survey's main findings, in the form of quantitative results and as examples of action taken by companies and NBDNs during the COVID-19 crisis. Given the relatively small sample size, the results are not representative of all NBDNs or companies active in disability inclusion. However, the results are indicative of the challenges networks and companies face in making their responses to COVID-19 disability inclusive, and they point to good practices that, if replicated, can help the post-COVID-19 world of work build back better.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This paper looks at a study carried out among 80 small and medium sized enterprises (SMEs) in two Canadian cities, Montréal and Winnipeg, based on a survey and case studies, which show the importance of innovation among Canadian SMEs. These innovations in turn create new demands for skill development, both through formal training and in informal activities. The outcomes of the study show two significant trends. First, an uneven development of learning activities among SMEs is related not only to the size of firms, but also to their orientation towards innovation and shared productivity measures. Second, because they do not have enough internal resources and flexibility to drive productivity growth through learning and training by themselves, SMEs need some form of group based mechanisms to solve this structural problem. However, it is noted that participation of unskilled employees in both formal and informal learning remains an important challenge for the great majority of SMEs.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Work4Youth Publication Series No. 12 This report presents the highlights of the 2013 School-to-work Transition Survey (SWTS) and Labour Demand Enterprise Survey (LDES) run together with the Centre for Economic Development and Administration (CEDA) within the framework of the ILO Work4Youth Project.

The report consists of six sections. Following the introduction, section 2 provides an overview of the socio-economic situation in Nepal, explores the specificities of the labour market, and introduces the objectives and methodology of the SWTS. Section 3 presents a descriptive analysis of the characteristics of the population aged 15–29, concentrating on their labour market outcomes. Section 4 introduces the stages of labour market transition and investigates the parameters that determine whether youth are more or less successful in their professional development. Section 5 reports on the results of the labour demand enterprise survey (LDES), focusing on what enterprises look for in prospective employees and whether or not the supply of labour is likely to satisfy the demand for labour. Finally, section 6 outlines Nepal’s institutional and employment policy framework and lists policy recommendations.

Inadequacies in Tanzania’s education and training systems compromise the quality of workforce skills, giving rise to skill shortages, and constraining the operations and growth of formal sector firms in the country. This study addressed these concerns using data from a unique Enterprise Skills Survey that asked Tanzanian employers about the education, training, and occupational mix of their workforce, the skill gaps in cognitive, noncognitive, and job-specific competencies affecting their operations, and the strategies they are using to overcome these skill gaps. The study investigates the consequences for firm productivity of employers’ choices about their optimal skills mix, and their strategies to mitigate shortfalls in skills supply.

The Skills Towards Employability and Productivity (STEP) skills measurement program is part of the World Bank’s portfolio of analytical products on skills. The STEP program consists of two survey instruments that collect information on the supply and demand for skills in urban areas: a household survey and an employer survey. Because it provides a set of core questionnaires and implementation materials, the STEP program not only offers information that can be used for country-level policy analysis but also builds comparable country databases on skills. STEP has been implemented in waves, the first surveys being implemented in seven countries in 2012 (Bolivia, Colombia, Ghana, Lao Peoples Democratic Republic (PDR), Ukraine, Vietnam, and the Yunnan Province in China), and the second in five countries in 2013 (Armenia, Azerbaijan, Georgia, Kenya, and Macedonia, Former Yugoslav Republic of (FYR)). The data presented in this publication correspond to these countries. It illustrates the similarities and differences among groups that have completed different education levels on a wide range of issues and outcomes.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report presents the highlights of the 2012 School-to-work Transition Survey (SWTS) implemented by the Samoa Bureau of Statistics (SBS) and the Ministry of Commerce, Industry and Labour (MCIL) within the framework of the ILO Work4Youth Project. This report provides insights into youth population (aged between 15-29 years) covering topics such as their labour force participation, employment and unemployment characteristics, participation in subsistence production, informal employment, working hours, education level, stages of the transition process, out-of-school characteristics, job search and school leavers.
