En este reporte se busca contribuir al desarrollo de los sistemas para anticipar demandas de habilidades en América Latina con una descripción de las distintas metodologías existentes, un análisis de sus objetivos, fortalezas y debilidades, y una caracterización con ejemplos ilustrativos. En la sección 2, se describen los objetivos de los métodos para anticipar demandas de habilidades y en la sección 3, se enumeran brevemente las diferentes aproximaciones. En las secciones 4 a 7, se hace una descripción más detallada de cada aproximación metodológica con ejemplos ilustrativos. En la sección 8, se hace una breve discusión del entorno institucional que usualmente enmarca estos sistemas. Finalmente, la sección 9 concluye.

South Africa has a peculiar high level of unemployment especially among the youth, women and low-skilled workforce. This is partly due to constraints inherited from the apartheid era, such as the imbalance in the spatial distribution between jobs and people, as well as inequities in access to quality training for certain population groups.

Unemployment is also persistent due to the progressive erosion of low-skilled jobs to the benefit of highly skilled jobs. This structural transformation in the economy poses a real risk of increased marginalization of low-skilled workers in the labour market. Within that context, this paper focusses on the implications for the development of higher education in response to the growing demand for highly skilled workers.

More and more opportunities exist for adults to learn, including in work-based settings; enterprises provide training to ensure that they have all the skills and competences needed for competitiveness and growth. One out of five employees in SMEs is involved in facilitating learning of others while they are less likely to participate in training than their counterparts in large enterprises.

What is their role? How many are they? What qualifications and competences do they need and have? What are their tasks and activities? How do they update their competences? How do their employers support them? Are they aware of and do they benefit from publicly supported programmes? Based on in-company trainers’ and employers’ responses from 254 SMEs, this publication provides some answers to these questions.

Addressing measurement error through latent skills estimations Evidence from developed country data suggests that cognitive and non-cognitive skills contribute to improved labor market outcomes. This paper tests this hypothesis in a developing country by using an individual-level data set from Peru that incorporates modules to measure cognitive and non-cognitive skills. The paper estimates a structural latent model with unobserved heterogeneity to capture full ability rather than just measured skill. It also applies standard ordinary least squares techniques for comparison. The analysis confirms that cognitive and non-cognitive skills are positively correlated with a range of labor market outcomes in Peru. In particular, cognitive skills positively correlate with wages and the probability of being a wage worker, white-collar, and formal worker, with verbal fluency and numeric ability playing particularly strong roles.

The results are robust to methodology. The patterns are less uniform for non-cognitive skills. For instance, perseverance of effort (grit) emerges strongly for most outcomes regardless of methodology. However, plasticity—an aggregation of openness to experience and emotional stability—is only correlated with employment, and only when using the structural latent model. The ordinary least squares method also finds that the disaggregated non-cognitive skills of kindness, cooperation, emotional stability, and openness to experience emerge significantly, mostly for the wage estimates. The different results derived from the ordinary least squares and the structural model with latent skills suggest strong measurement bias in most non-cognitive skills measurement. These findings, although only correlational because of the use of a single cross-section, suggest that recent efforts by the Peruvian government to incorporate non-cognitive skill development into the school curriculum are justified.

Presented at the APEC Forum on Human Resources Development, Chiba, Japan 14 – 16 November, 2007 This paper maintains that most career development efforts are directed to occupation and preparation in response to technological advances, new management process, and the changing economy. However, other workplace characteristics have career implications as well –characteristics such as the changing conditions of employment, alternative work arrangements, and aging population. Career development in the education and training of youth and adults must move to new levels to keep up with these workplace developments. Career management skills such as creative thinking and problem solving may have a new focus as workers strive to navigate through new and uncharted employment practices for their sustainable career development throughout working life.

This report contains the findings of the Maritime Growth Study. It includes recommendations to both government and industry on:

-maintaining the UK’s position as a world-leading maritime centre;
-exploiting opportunities to generate further growth in the sector.

The study was chaired by Lord Mountevans, who recommends that action is taken in specific areas to provide:

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Skills for Trade & Economic Diversification (STED) This Summary Report on the Skills Needs of the Pharmaceutical Sector in Jordan was prepared under the ILO’s Skills for Trade and Employment project, which is the Jordanian component of the global Applying the G20 Training Strategy project. It reports on the findings of a forward-looking study of the sector’s skills needs based on the International Labour Organization’s (ILO) Skills for Trade and Economic Diversification (STED) methodology. The methodology combines sector level technical research and consultation with the social partners and other stakeholders to develop a shared analysis of the trade and skills challenges facing the sector, and proposals as to what should be done on skills to meet these challenges and secure a positive future for the sector.

The report sheds light on the situation of the Jordanian pharmaceutical sector from a skills and labour market perspective. It reflects on Jordan’s exports within the region and to other international markets, examining the challenges that affect the sector in improving its competitive position, especially in comparison with competitors in regional markets from within the region and from Europe and Asia.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

As a result of the European economic crisis, the conditions in many European labour markets are still tense, especially for low-educated and low-qualified people. Many projects were established to enable these people to (re-)integrate into society and economy through the provision of basic skills. A second crucial goal of programmes aiming at low-educated learners is to (re-)familiarize them with learning. Many people of this target group weren’t reached by the formal education system. That’s why nonformal adult education providers took up the mission to support their participants in gaining new skills. This report presents a summary of the current situation.
