Within the overall Programme to “Support Pan-African Reform Processes in Agricultural Development (NEPAD/CAADP)”, supported by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), a new project called “Promotion of Technical Vocational Education and Training for the Agricultural Sector in Africa (ATVET)” has been launched by the New Partnership for Africa’s Development (NEPAD) Planning and Coordination Agency (NPCA) and the CAADP-Secretariat in 2012.

In order to review existing ATVET activities, to identify best practices and to provide recommendations for further implementation of the GIZ/NPCA ATVET project, four countries were selected for a stocktaking exercise: Benin, Sierra Leone, Ethiopia and Namibia. As an outcome of this review, a number of opportunities and best practices and also gaps in the ATVET system in the four countries, were identified. This brochure summarises the findings of the study.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

De meilleures compétences pour un meilleur emploi est le troisième d’une série de coups d’oeil sur la recherche pour Se propulser à l’avant-garde, une série qui prône de faire preuve d’innovation dans les programmes d’alphabétisation et de compétences essentielles afin d’obtenir des résultats concrets.

En Ontario, les programmes d’alphabétisation et de compétences essentielles et leurs transitions vers la formation professionnelle ou les programmes d’études postsecondaires ne s’alignent généralement pas sur les secteurs d’emploi, l’information sur le marché du travail ou la progression en milieu de travail. Ce manque d’harmonisation est particulièrement vrai lorsqu’il s’agit des types de professions normalement accessibles aux personnes sans diplôme d’études secondaires. Les chercheurs d’emploi comme les travailleurs peu qualifiés se heurtent souvent à des obstacles considérables quand il s’agit d’améliorer leurs capacités, car ils sont aux prises avec des contraintes financières, des besoins en matière de transport et de garde d’enfants, des emplois itinérants et des heures de travail irrégulières. Par ailleurs, pour les employeurs, le fait d’avoir des travailleurs qui peuvent passer d’un emploi peu spécialisé à un emploi plus spécialisé augmente la satisfaction et la productivité de la main-d’oeuvre, réduit le roulement du personnel ainsi que le temps et l’argent consacrés au recrutement, et améliore le rendement global de l’entreprise.

Le présent document explore les initiatives d’ échelons de carrière, une série de programmes interreliés d’alphabétisation, de formation linguistique et de formation professionnelle qui permettent aux individus d’obtenir un emploi dans un secteur industriel ou professionnel précis, puis de gravir successivement les échelons de formation et d’emploi au sein du secteur. Chaque étape vise explicitement à répondre aux besoins tant des participants que des employeurs afin de leur permettre d’obtenir les compétences nécessaires en milieu de travail.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

El aprendizaje a lo largo de toda la vida y el concepto resultados de aprendizaje (learning outcomes), se han convertido desde el Consejo Europeo de Lisboa en marzo de 2000, en conceptos clave que presiden buena parte de las políticas europeas en Educación y Formación. En España, según la Encuesta de Población Activa 2010 (2ºT), existen 12.881.100 personas mayores de 16 años, el 33.5%, que no poseen titulación de enseñanza básica obligatoria, y 13.459.400 trabajadores, el 58,2%, que no han recibido preparación específica para el desempeño de un puesto de trabajo.

En este contexto, este Plan de Acción contempla todos los elementos relevantes del Programa de la Unión Europea 2010 sobre Educación y Formación, en consonancia con iniciativas como el EQF (Marco Europeo de Cualificaciones para el Aprendizaje a lo largo de la vida).

Due to falling fertility rates since the 1960s, Europe’s population is ageing, with growing impact on its labour force. In consequence, many European States have raised pension age and designed incentives for people to stay longer in employment. This results in a steady increase of participation among older workers and a change in attitude towards retirement.

This report reviews practices in employers’ age management strategies and the role of guidance therein. Several challenges and messages for policy and practices are identified. This includes training opportunities and validation of prior learning.

Report on visits to companies in Balikpapan and Greater Jakarta This book is a survey report concerning the apprenticeship practices conducted by the companies in Jabodetabek (Jakarta-Bogor-Depok-Tangerang-Bekasi) area and Balikpapan. The survey was conducted by a consultant selected by APINDO, the Employers’ Association of Indonesia, and ILO. It uses in-depth interviews with a number of companies, employing a qualitative methodology. It does not focus on the number of companies being surveyed but rather on the variety of business types and the size of the company to capture a number of apprenticeship practices. This report reflected various aspects in apprenticeship such as recruitment of apprentices, program and duration of apprenticeship, organization of apprenticeship, certification, recruitment of the worker from the result of apprenticeship, etc.

The result of the survey showed that there are common and different implementation of apprenticeship schemes among the companies. Common practices include: getting workers with the qualified skills needed by the company; and, written agreements between the company and the apprentice, as well as an allowance for the apprentice. Meanwhile, differences include the duration of apprenticeship, where in labour intensive companies this period is shorter than in the capital intensive companies. It is also interesting to note that there are some companies that give opportunities to workers with disabilities to participate in the apprenticeship program.

This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

En los últimos años, Costa Rica se ha posicionado internacionalmente como un modelo mundial en el desarrollo sostenible y en la promoción de iniciativas para decarbonizar la economía. Esta transición hacia un modelo sostenible ha generado un cambio en el país que demanda la generación de empleos verdes y el entrenamiento de los trabajadores para enverdecer los puestos que ya existen (Daley, Reyes, Vega & Alfaro, 2010). Puesto que el desarrollo sostenible requiere la integración del crecimiento económico, el progreso social, el sistema institucional y los aspectos medioambientales, la promoción de empresas sostenibles debe ser un área prioritaria del trabajo para lograr la meta de carbono neutralidad del país.

En este estudio se exploraron las principales necesidades de ocupaciones y habilidades para los empleos verdes en el sector empresarial costarricense con el fin de anticipar la demanda del mercado laboral en los próximos años y generar algunas recomendaciones para establecer alianzas de cooperación entre la Cámara de Industrias de Costa Rica (CICR) y las instituciones del país a las que le compete la creación de las condiciones propicias para los empleos verdes.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. To build a care sector that benefits care workers, care recipients and society overall, governments should take crucial steps regarding the nature and provision of care policies and services, and the terms and conditions of care work. This must include creating a comprehensive system for training, skills development and skills recognition, ensuring that workers are able to meet emerging care needs.

El sector construcción, es uno de los sectores que más aporta al crecimiento económico del Paraguay. El aporte al PIB, durante el año 2014 fue 6.5%, lo que significa que es un gran generador de empleo directo e indirecto, contribuyendo a la dinámica económica y al desarrollo del mercado. Siendo así es de suma importancia para su desarrollo, no solo por la gran cantidad de empresas constructoras que involucra en forma directa, sino también por su efecto dinamizador en una alta gama de insumos que demanda, además la gran cantidad de puestos de trabajo que crea, por consiguiente es clave para la definición de políticas que permitan asegurar niveles de empleos óptimos.

Los resultados de este estudio servirán para actualizar y/o modificar los programas existentes del sector y crear nuevos planes de estudio conforme a las demandas actuales de esta importante rama de la actividad económica del país; además de ser un espacio de aprendizaje enriquecedor, donde verificamos que el método de prospectiva es una herramienta de gran ayuda para mejorar los procesos de capacitación anticipándonos a los eventos para responder de manera proactiva a los requerimientos del mercado laboral.
