Anticipating and matching skills needs

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

En este reporte se busca contribuir al desarrollo de los sistemas para anticipar demandas de habilidades en América Latina con una descripción de las distintas metodologías existentes, un análisis de sus objetivos, fortalezas y debilidades, y una caracterización con ejemplos ilustrativos. En la sección 2, se describen los objetivos de los métodos para anticipar demandas de habilidades y en la sección 3, se enumeran brevemente las diferentes aproximaciones. En las secciones 4 a 7, se hace una descripción más detallada de cada aproximación metodológica con ejemplos ilustrativos. En la sección 8, se hace una breve discusión del entorno institucional que usualmente enmarca estos sistemas. Finalmente, la sección 9 concluye.
