Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The youth unemployment rate is exceptionally high in developing countries. Because the quality of education is arguably one of the most important determinants of youth's labor force participation, governments worldwide have responded by creating job training and placement services programs. Despite the rapid expansion of skill-enhancement employment programs across the world and the long history of training program evaluations, debates about the causal impact of training-based labor market policies on employment outcomes still persist. Using a quasi-experimental approach, this report presents the short-run effects of skills training and employment placement services in Nepal.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Education and Training (ET) 2020 Working Groups, involving over 400 experts from European Union (EU) Member States' administrations and other stakeholders, are one of the main instruments of the EU ET 2020 tool box. Through mutual learning and the identification of good practices they support Member States in addressing the key challenges of their education and training systems and the common priorities agreed at European level. Between 2014 and 2015, there have been six ET 2020 Working Groups. This publication highlights the key messages delivered in these groups for the period 2014-2015.

This paper presents a comprehensive analysis of the link between age and proficiency in information-processing skills, based on information drawn from the Survey of Adult Skills (PIAAC). The data reveal significant age-related differences in proficiencies, strongly suggesting that proficiency tends to ‘naturally’ decline with age.

Adult skills in focus #3 This note provides some insights on the Survey of Adult Skills. The survey finds that adults aged 55 to 65 are less proficient in literacy and numeracy than adults aged 25 to 34. But differences in skills proficiency that are related to age vary widely across countries, implying that skills policies can affect the evolution of proficiency over a lifetime. And while older adults are generally less proficient than younger adults, they do no worse – and often better – than younger adults in terms of labour market outcomes.

Les adultes âgés de 55 à 65 ans sont moins compétents en littératie et en numératie que ceux âgés de 25 à 34 ans. Les différences de compétences liées à l’âge varient sensiblement entre les pays, ce qui semble indiquer que les politiques mises en oeuvre dans le domaine des compétences peuvent avoir une incidence sur l’évolution de ces dernières au cours de la vie. Si les adultes plus âgés ont en général un niveau de compétences inférieur à celui des plus jeunes, ils ne sont pas moins bien lotis – voire réussissent parfois mieux – que ces derniers en termes de résultats sur le marché du travail.

Two key international Recommendations on education reflect new global trends and support the Education 2030 Framework for Action. The revision of these key international instruments responds to the request of Member States to adapt them to reflect new educational, social, economic, cultural and political trends. The Recommendations were enthusiastically adopted by Member States at the 38th session of the General Conference held in Paris, in November 2015. They are the most up-to-date and comprehensive tools for decision-makers, practitioners, social partners, civil society and other stakeholders in these two complementary areas. They will be used around the world to guide the transformation and expansion of equitable learning opportunities for youth and adults.

In particular, the adoption of the Recommendation on Adult Learning and Education (ALE) gives momentum to strengthening ALE as it lays out guiding principles and a comprehensive, inter-sectoral approach to its promotion and development worldwide. The Recommendation concerning Technical and Vocational Education and Training (TVET) reflects new trends in TVET as it provides an integrated and holistic approach to education and training that ensures the promotion of a broad spectrum of knowledge, skills and competencies for work and life.

The simultaneous adoption of both instruments is a reflection of the high priority placed by the international community on the development of lifelong learning. The instruments stress the importance of opportunities for lifelong learning, adult learning and education, and skills development for inclusive economic growth, employment and decent work, the alleviation of poverty, social well-being, gender equality and sustainable learning societies.

The high number of young people who are not in education, employment or training (NEET) is a prominent feature of the challenging economic environment in the UK. Increasing young people’s participation in learning, skills training and work is central to addressing this issue as well as stimulating economic growth and facilitating social mobility. The scale of youth unemployment is shaping current policy and practice.

The UK Department of Business, Innovation and Skills (BIS) provided additional funding for training in the academic year 2011/2012 for young adults aged 19-24 who are NEET. This research was conducted to explore the nature of the recruitment strategies and provision, the perceived impact of training programmes and learners’ journeys and attitudes to learning. The evidence from this research shows that providers have, through diverse training programmes, prepared young adults for further training or enhanced their employment chances by making them more work-ready. Regardless of their previous experiences and their backgrounds, the majority of learners were positive about the training and felt more confident to face the future.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Melalui survei ini, diketahui bahwa perusahaan-perusahaan tidak memahami peran APINDO dalam hal pemagangan. Oleh karenanya, inisiatif APINDO melalui pengembangan jaringan pemagangan di lingkungan dunia usaha yang disebut INAN (Indonesia National Apprenticeship Network) diharapkan dapat menumbuhkan kesadaran tentang pentingnya pemagangan bagi dunia usaha. Lebih lanjut INAN diharapkan memfasilitasi dalam berbagi pengalaman praktek-praktek terbaik pemagangan, dan dapat memberikan kontribusi bagi pengembangan kerangka kebijakan pemagangan nasional mendatang.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.
