Launched in 2010, a flagship initiative ‘New Skills for New Jobs’ within the Europe 2020 strategy for smart, sustainable and inclusive growth, aims at creating new job opportunities in the EU. LIFE a dedicated EU financial instrument for the environment, has also demonstrated their ability to contribute to this agenda.

LIFE has stimulated green skills and jobs and contributed to the emergence of a green jobs market where employers and employees can find each other. In doing this, LIFE projects have promoted the transition to a greener and more sustainable economy where growth does not take place at the cost of the environment. This publication illustrates how the programme has played its part in creating permanent jobs and training schemes that have lasted well beyond the duration of LIFE funding.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The paper discusses the TVET system in the information technology and automotive sectors in India, including challenges to improving TVET in India. It examines the role of the National Skill Development Corporation and sector skills councils, and looks at the salaries, working conditions and job satisfaction of teachers and trainers.

The study underlines the importance of social partner involvement in the elaboration of sectoral skills strategies and ever evolving changes in skill needs. It also emphasizes the importance of sound recruitment and training practices, training strategies, and decent working conditions for TVET personnel.

Esta publicación tiene como objetivo evaluar el impacto que los cursos sectoriales de formación profesional, realizados durante 2010, han tenido en la mejora de la empleabilidad de las personas. En particular, se analiza la contribución de esta política al incremento de la probabilidad de inserción de las personas desempleadas o con trabajo informal en el empleo asalariado registrado. Mediante una estrategia metodológica cuasiexperimental, y con la implementación de técnicas estadísticas, se utiliza como insumo del estudio el sistema de información del Ministerio de Trabajo, Empleo y Seguridad Social de Argentina, construido con los registros administrativos del Sistema Integrado Previsional Argentino (SIPA) y de la Red de Oficinas de Empleo. Para la conformación del grupo de control se utiliza un Propensity Score Matching (PSM) y, para la estimación de la probabilidad de inserción, un modelo Probit.

Los resultados de los modelos estadísticos realizados muestran que la edad, el género, el nivel educativo, la experiencia laboral formal o informal y la realización de un curso de formación profesional constituyen características relevantes al momento de acceder a un empleo formal. Además, se verifica el impacto de la política de formación profesional en la probabilidad de acceder al empleo asalariado registrado.

Second iteration of the Tourism, Travel and Hospitality Workforce Development Strategy The tourism, travel and hospitality industry continues to experience growth and change. With visitor numbers to Australia continuing to expand into new markets, it is crucial that the workforce is suitably skilled and committed, in order to provide appropriate service to meet the demands of all aspects of consumer need.

Given the changing market demands that have emerged since the publication of the strategy, and in order to prepare for tourism activity over the next decade, a review of the framework is appropriate and timely. This second iteration of the Tourism, Travel and Hospitality Workforce Development Strategy outlines a series of priority areas for action that will strengthen the industry and better position it to take advantage of the continued and growing demand for its products and services.

The Workforce Development Strategy will act as a catalyst for an industry wide approach to human resource needs, by providing a strategic response to the issues identified. This document has been developed with industry, and by industry, to provide an overarching framework to address the workforce challenges confronting the tourism and hospitality industry. Whilst the document will sit with the Industry Skills Council (Service Skills Australia) it will be owned by the industry and to that extent, industry will take responsibility for its currency and relevancy.

The strategy seeks to encourage all those involved in the industry, including government, to work together. The strategy identifies priority areas and actions that can be realised in a coherent and coordinated way to address workplace issues. It seeks to transform businesses in the tourism and hospitality industry into employers of choice that deliver highly profitable, world class visitor experiences.

The tourism sector is highly dependent on quality human resources to develop and deliver a competitive tourism offering. This report examines approaches to encourage the creation of more and better tourism jobs, with a particular emphasis on enhancing the skills and career development opportunities of people employed in tourism SMEs. The contribution quality jobs can make to building a competitive and sustainable tourism sector is discussed. This is followed by analysis of the sector's labour intensity and labour market characteristics, and the implications for attracting, retaining and developing a skilled workforce. Policies and programmes introduced to respond to these challenges and boost workforce development in tourism SMEs are examined and a number of key policy considerations highlighted.

A review of the food processing, retail and tourism sectors in Germany, Ireland and Greece. In a context of increasingly fierce competition, driven by market globalisation, business sectors and individual enterprises need to respond effectively to constant change. With view on this, the present study aims to:

- investigate how, and under what conditions, quality approaches to training are introduced in or for small enterprises in various sectors in Member States and to draw comparisons between them, with particular emphasis to the ‘sector logic’, the sectors’ special characteristics and to the national cultural and institutional environment;

- investigate how small enterprises plan human resources development, how the relevant training is implemented, how the results and outcome of training are assessed and evaluated, and how conclusions are drawn from such evaluations and utilised for improving training and overall performance;

- make comparisons between countries and sectors and to formulate proposals for disseminating identified good practices and supporting small enterprises in improving quality in training and their competitiveness.

The growing demand for care work will continue to create a large number of jobs in the coming years. To build a care sector that benefits care workers, care recipients and society overall, governments should take crucial steps regarding the nature and provision of care policies and services, and the terms and conditions of care work. This must include creating a comprehensive system for training, skills development and skills recognition, ensuring that workers are able to meet emerging care needs.

El sector construcción, es uno de los sectores que más aporta al crecimiento económico del Paraguay. El aporte al PIB, durante el año 2014 fue 6.5%, lo que significa que es un gran generador de empleo directo e indirecto, contribuyendo a la dinámica económica y al desarrollo del mercado. Siendo así es de suma importancia para su desarrollo, no solo por la gran cantidad de empresas constructoras que involucra en forma directa, sino también por su efecto dinamizador en una alta gama de insumos que demanda, además la gran cantidad de puestos de trabajo que crea, por consiguiente es clave para la definición de políticas que permitan asegurar niveles de empleos óptimos.

Los resultados de este estudio servirán para actualizar y/o modificar los programas existentes del sector y crear nuevos planes de estudio conforme a las demandas actuales de esta importante rama de la actividad económica del país; además de ser un espacio de aprendizaje enriquecedor, donde verificamos que el método de prospectiva es una herramienta de gran ayuda para mejorar los procesos de capacitación anticipándonos a los eventos para responder de manera proactiva a los requerimientos del mercado laboral.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Para a consecução do estudo pelo SENAR, a atividade econômica escolhida para a aplicação do Modelo foi a Bovinocultura de Leite. No Brasil, essa atividade está presente na maioria dos estabelecimentos agropecuários e contribui majoritariamente para a formação do valor da produção agropecuária, sendo imprescindível para a manutenção do Produto Interno Bruno tanto do agronegócio como nacional, impactando fortemente na balança comercial e principalmente no mercado de trabalho. Além disso, este segmento possui sua importância refletida em diversos programas de curta, média e longa duração do SENAR, inclusive de ensino profissional de nível técnico, oferecidos por meio dos Centros de Formação Técnica do SENAR.

Todas essas ofertas sinalizam uma atuação voltada para o atendimento de excelência, porém, sabe-se que a demanda é crescente e requer soluções educacionais diferenciadas para cada tipo e porte de produtor rural.
