The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Para a consecução do estudo pelo SENAR, a atividade econômica escolhida para a aplicação do Modelo foi a Bovinocultura de Leite. No Brasil, essa atividade está presente na maioria dos estabelecimentos agropecuários e contribui majoritariamente para a formação do valor da produção agropecuária, sendo imprescindível para a manutenção do Produto Interno Bruno tanto do agronegócio como nacional, impactando fortemente na balança comercial e principalmente no mercado de trabalho. Além disso, este segmento possui sua importância refletida em diversos programas de curta, média e longa duração do SENAR, inclusive de ensino profissional de nível técnico, oferecidos por meio dos Centros de Formação Técnica do SENAR.

Todas essas ofertas sinalizam uma atuação voltada para o atendimento de excelência, porém, sabe-se que a demanda é crescente e requer soluções educacionais diferenciadas para cada tipo e porte de produtor rural.
