The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This paper explains why a comprehensive skills strategy is needed and offers a comprehensive and integrated framework to assess and identify where policy action is needed to improve skill systems.

The framework put forward in this paper builds on the OECD Skills Strategy (2012) as well as the G20 Training Strategy (2010) and the conceptual framework underlying the World Indicators of Skills for Employment (WISE) database which was developed for the G20 Development Working Group. Building on these initiatives, the policy framework to develop and use skills better is designed around three main areas: i) Building skills for work and life; ii) encouraging firms to invest in skills; and iii) ensuring that skills are fully used (through better activation and matching of skills). Policies in these three areas are instrumental for achieving better economic and social outcomes. In addition, broader labour market settings that enable and provide the right incentives for skill acquisition, higher skill requirements and better skills use are also essential.

In all G20 economies, youth are a key asset. Equipping them with the skills needed in the labour market and giving them opportunities to become well-integrated into the world of work contributes not only to their own well-being but also to the productive potential of the economy and to social cohesion more generally.

This paper aims to: i) provide a review of progress in the labour market situation of youth in G20 economies and identify the remaining key challenges; ii) analyse key policy measures that countries have recently developed and implemented to tackle these challenges that may provide examples of good policy practices; and iii) highlight, in particular, those features and policy measures that can help broaden access to apprenticeships and make them more attractive for both youth and employers.

Project: Applying the G20 Training Strategy

The problem of identifying future skills needs is becoming more and more acute in the context of the current dynamics of the global economy. In the turbulent times the speed of change is growing while the global competition in numerous sectors is further becoming tighter, with former leaders leaving and new actors joining the game. To avoid disorientation caused by the pace of the economic globalization, governments need to look forward to the long-term development of the critical sectors of the national economy. In particular, of interest are the technology-driven industries – as the focal points concentrating research and development, foreign direct investment, talent and cutting-edge technology. The use of technologies increases labour productivity and economic competitiveness and may potentially fuel growth with a positive impact on employment. The technology can partially substitute the labour thus influencing the structure of the demand: skill-intensive jobs become more sought-after while jobs with routine tasks can be fully substituted by the technological solutions.

With the launch of Skills Foresight project under the auspices of the G20 Training Strategy, an attempt was made to bridge the two areas of research and planning to introduce a technology foresight-based method of skills anticipation built around international best practices. One of the key landmarks of the project was the Global Workshop “Using Technology Foresights for Identifying Future Skills Needs” which featured leading skills anticipation and technology foresight experts across the globe. The workshop results are presented in this publication.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

NORRAG News 48 After the dearth of global skills analysis for many years, there is now suddenly a glut. 2012 has been a significant year for those interested in the links among Technical and Vocational Education and Training (TVET), skills, and jobs - especially evident in the launch of a number of global reports on these topics. Global reports range from the International Labour Organisation’s (ILO) ‘Global Employment Trends 2012: Preventing a Deeper Jobs Crisis’, to the World Bank’s ‘World Development Report 2013: Jobs’.

This issue of NORRAG News examines the different meanings of skills in global reports: high, medium, low, foundation, transferable, technical and vocational skills, as well as life-skills. It also focuses on the state of skills in urban and rural areas, and the current usage of ‘skills-for-poverty-reduction’, as well as ‘skills-for-growth’. The reports under examination cover skills in the informal economy, as well as work-based skills and on-the-job training. Some of the reports also consider the emerging meanings and frontiers of TVET.

The objective of this report is to provide an understanding of the role of the private sector in skills development, both as employers and as skills providers. The aim of the research was to find potential opportunities to support private sector integration in all aspects of skills development, particularly in low-income countries. Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. Includes promising areas for policy actions to aid in the recovery of the second jobs dip, among them, addressing skills mismatches, and enhancing youth employability. Global Employment Trends 2013 highlights how the crisis is increasingly raising trend unemployment rates, partly driven by sectoral shifts of jobs that had been triggered by the crisis. Despite historically low interest rates in many advanced economies, investment and employment have not shown tangible signs of recovery. Depressed growth prospects have started to spread to the developing world, where low productivity and wage growth continues to remain an issue in most regions, preventing improvements in employment and disposable incomes, in particular among poorer countries, and adding to a rise in global inequality.
The report argues that in countries with high and rising unemployment, job guarantee programmes for targeted labour market groups should be the preferred policy measure. Moreover, rising labour market discouragement and structural unemployment should be tackled with new skills and training initiatives to help jobseekers find employment in alternative industries and to promote their employability more broadly. Other possible areas of intervention are further investments in public infrastructure in developing countries and a swift implementation of financial market regulation to help stabilize the macroeconomic environment and stimulate job creation.
