The Skills Towards Employability and Productivity (STEP) skills measurement program is part of the World Bank’s portfolio of analytical products on skills. The STEP program consists of two survey instruments that collect information on the supply and demand for skills in urban areas: a household survey and an employer survey. Because it provides a set of core questionnaires and implementation materials, the STEP program not only offers information that can be used for country-level policy analysis but also builds comparable country databases on skills. STEP has been implemented in waves, the first surveys being implemented in seven countries in 2012 (Bolivia, Colombia, Ghana, Lao Peoples Democratic Republic (PDR), Ukraine, Vietnam, and the Yunnan Province in China), and the second in five countries in 2013 (Armenia, Azerbaijan, Georgia, Kenya, and Macedonia, Former Yugoslav Republic of (FYR)). The data presented in this publication correspond to these countries. It illustrates the similarities and differences among groups that have completed different education levels on a wide range of issues and outcomes.

This report brings together evidence on the availability of skills from STEP (Skills Towards employment and Productivity) surveys: household level surveys that measure generic skills of the working age population and track the evolution of skills over cohorts for Armenia, Georgia, Macedonia and Ukraine; and firm level surveys that identify demand for skills, for Armenia, Georgia and Ukraine. The framework underlying these surveys adopts a broad view to skills sets, incorporating both general cognitive skills, including foundational skills like literacy and numeracy, as well as general problem solving skills; socio-emotional skills, such as the ability to work independently, focus on results, or communicate and collaborate with co-workers and business contacts; and technical skills, pertaining to specific occupations. The objective of the report is to use these questions to stimulate discussion as to how to measure and track skills gaps and subsequently identify a policy agenda to narrow the gaps.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Ukrainian migrant workers acquire various skills beyond vocational training institutions while performing jobs abroad. However, after their return to Ukraine they often have no relevant certificate or other documentary proof of newly acquired skills, thus limiting their employment prospects. Therefore the validation of informal learning is of high importance to returning migrant workers. The publication gives recommendations regarding the system of validation of informal learning and how to implement it in Ukraine.

EU-ILO Project: Effective Governance of Labour Migration and its Skill Dimensions The European Union and its immediate neighbours have a mutual interest in cooperating, both bilaterally and regionally, in migration issues. Neighbours like Moldova and Ukraine have a pressing need to regulate emigration and immigration to support development objectives as well as current and future skills and workforce replacement. Simultaneously, current demand for migrant workers in EU member states is fuelled by labour market and skills shortages and by the effects of demographic change: low birth rates and ageing populations.

In this context, knowledge of the skills composition of migration flows of both potential outbound and returning migrants is extremely important for the design of legal labour migration schemes. Moldova and Ukraine are labour-sending countries and information on their labour market needs in different sectors and occupations is crucial for ethical recruitment and prevention of skills waste. Detailed assessment of education and training systems in Moldova and Ukraine regarding development of policies, recognition of qualifications, skills upgrades, skills certification as well as addressing both domestic and foreign conditions are essential. This Research presents an analysis of vacancies and skills needs in the European Union, in the Republic of Moldova and Ukraine.

Private Sector Development Policy Handbook Enhancing skills in Ukraine’s agribusiness sector is a key policy priority to improve productivity and attract more domestic and foreign investment. The country still faces difficulties in recruiting adequately skilled technical workers in the agribusiness sector. When firms are unable to find workers with the right skill sets, their productivity decreases, ultimately hindering their competitiveness. The Sector Competitiveness Strategy of Ukraine report (OECD, 2012a) identified the skills gap as an important barrier to investment in agribusiness. This report focuses on the improvement of internship schemes in Ukraine’s agricultural universities, as one application of Public-Private Partnerships (PPPs) in education to leverage private capacity and specialised expertise while sharing costs. This is an example of PPPs in education which could fit the Ukrainian country-specific context and, if properly managed, could offer recognised benefits and increase private involvement in education. This policy option could be implemented in the short term while more sophisticated forms of PPPs, such as specialised schools, could be developed in the longer run.

The synthesis draws on country reports from Croatia, Egypt, Kyrgyzstan, the Republic of Moldova, Montenegro, Serbia, Turkey and Ukraine. These eight countries differ in many respects, including size, economic structures, location, history and institutional background, but three particular groups may be distinguished: transition countries which were part of the former Soviet Union, transition countries from former Yugoslavia, and Mediterranean countries.

This report looks at the experience of anticipation and matching of the demand for and supply of skills in these countries, drawing upon a broad range of previous work in this area. It analyses the practices described in the country reports on the basis of a conceptual framework that distinguishes matching and anticipation as different sets of practices performed by various kinds of actors and shaped by institutional and organisational frameworks.

The present analytical report is prepared by the UNESCO Institute for Information Technologies in Education (UNESCO IITE) in cooperation with national experts from Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Ukraine and Uzbekistan in the framework of the joint project with the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO). The report contains information on the current situation and main tendencies in ICT use in TVET in CIS countries, as well as recommendations on its further development, taking into consideration international experience, national priorities and contemporary socio-economic situation.

Настоящий сводный аналитический отчет подготовлен Институтом ЮНЕСКО по информационным технологиям в образовании в сотрудничестве с экспертами из Азербайджана, Армении, Беларуси, Казахстана, Кыргызстана, Молдовы, России, Узбекистана и Украины в рамках совместного проекта с Межгосударственным фондом гуманитарного сотрудничества государств-участников СНГ (МФГС). Отчет содержит анализ текущего состояния и основных тенденций использования информационных и коммуникационных технологий (ИКТ) в профессионально-техническом образовании (ПТО) в странах СНГ, а также рекомендации по совершенствованию и развитию практики применения ИКТ в ПТО с учетом международного опыта, национальных приоритетов и текущей социально-экономической ситуации.
