The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This literature review provides a solid entry point into the still under-researched area of staff management in Small and Medium Enterprises (SMEs).

This literature review takes stock of existing theories, research and relevant policy initiatives. It analyses research results regarding what is strategic staff management practice in SMEs, which barriers does it face, as well as its main enablers. Particular attention is given to the role of national skills systems and to the development of lifelong learning. Its conclusions provide practical suggestions that will inform future research and the development of practical tools for SMEs.

Despite constituting over 90% of businesses and employing over 70% of the global workforce SMEs tend to have a weaker grasp of strategic management of staff and to be less equipped to deal with structural changes and large systemic shocks. Responding to the challenges brought upon by digital innovation, automation and greening of the economy, as well as the effects of Covid-19 will require businesses to make complex choices in terms of staff management. Seizing the economic opportunities that will emerge during the recovery period will require that smaller businesses adopt forward-looking strategies to plan, develop and manage their workforce.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The annual African Economic Outlook (AEO) monitors the continent’s state of affairs using a collaborative approach. The AEO assesses the recent economic and social situation in Africa, projects likely developments for the near future and explores a special theme on the structure of African economies. The AEO 2017, the 16th edition, examines entrepreneurship and industrialisation in Africa. The African Economic Outlook 2017 presents the continent’s current state of affairs and forecasts its situation for the coming two years. This annual report examines Africa’s performance in crucial areas: macroeconomics, external financial flows and tax revenues, trade policies and regional integration, human development, and governance. For its 16th edition, the report takes a hard look at the role of entrepreneurs in Africa’s industrialisation process. It proposes practical steps that African governments can take to carry out effective industrialisation strategies. Policies aimed at improving skills, business clusters and financing could remove important constraints on African private enterprises.

This flagship publication, which annually reviews all 54 African countries, is a joint effort of the African Development Bank (AfDB), UNDP and OECD.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

A technical cooperation project implemented by the ILO, with funding provided by KOICA of South Korea. The project supports the implementation of the ILO/G20 Training Strategy for Strong, Sustainable and Balanced Growth. Project dates: December 2014 to December 2017.

The project main objective is to improve the access of persons from local communities to training and to opportunities to turn that training into productive livelihoods. It aims to reach a broader base of job creation, along the value chains in the extractive industry, through an accelerated development of human capital, focusing on the most vulnerable groups, especially young people and women.

The project places a large emphasis in the acquisition of skills for employability and in supporting services to the development of SMEs. The project is being implemented using the ILO methodology TREE (Training for Rural Economic Empowerment) and in partnership with government institutions. This will create the necessary technical capability for continuity after the end of the program. To provide strategic direction and coordination of the activities of this project, a Steering Committee composed by representatives of the Mozambican Government, the United Nations and the social partners would be created.

A skilled and educated workforce can support the competitiveness of enterprises of all sizes. However, smaller firms may face greater challenges in developing human capital. This report explores the differences between smaller and larger firms in offering skills training and in hiring workers with more formal education. Drawing on a dataset of enterprises in five Asian countries, the report finds major size-based differences in education and training. While smaller firms train less, they also are less inclined to view an inadequately skilled workforce as a major constraint on their operations. It may be that smaller firms are content to occupy niches in a low-skills equilibrium. The empirical results do offer the possibility, however, that a size-induced market failure in skills training may coexist with a lower regard for skills. The policy implications are not only that governments can reduce the costs for firms to train, but also that micro and small firms need to be sensitized to the benefits of skills upgrading.

EENEE Analytical Report No. 16 Apprenticeship training comes in many different forms. In Europe, many countries have a type of apprenticeship programme that combines education in school and in the workplace. While a portion of apprenticeship models are predominantly school-based and only feature short work placements, other models require apprentices to spend up to 80 per cent of their time with the training firm.

This report discusses the different components of training costs and what types of training benefits a firm can expect, taking into account important external factors that influence the profitability of apprenticeship training and thereby also considering a firm’s training strategy and behaviour.

In light of South Africa’s high levels of unemployment and relatively small informal sector, enabling and supporting growth of small, medium and micro enterprises (SMMEs) in the informal sector is of developmental importance and a policy priority. The associated benefits of SMME growth, such as employment creation, enhancement of economic growth and poverty alleviation, provide further motivation for the prioritisation of this sector.

In view of the developmental importance of SMMEs, the purpose of this paper is to examine the determinants of SMME performance in South Africa. In particular, this paper is interested in the role played by education and skills in driving firm performance. The research objective of this paper is addressed by firstly using direct and indirect measures of skills to generate a human capital profile of SMME owners across both the formal and informal sectors, and secondly by using econometric analysis to examine the factors determining firm performance along two dimensions: financial performance and the ability to access market opportunities. Finally, based on the analysis in this paper and related research, policy guidance concerning skills development initiatives to the SMME sector is provided.

This paper looks at a study carried out among 80 small and medium sized enterprises (SMEs) in two Canadian cities, Montréal and Winnipeg, based on a survey and case studies, which show the importance of innovation among Canadian SMEs. These innovations in turn create new demands for skill development, both through formal training and in informal activities. The outcomes of the study show two significant trends. First, an uneven development of learning activities among SMEs is related not only to the size of firms, but also to their orientation towards innovation and shared productivity measures. Second, because they do not have enough internal resources and flexibility to drive productivity growth through learning and training by themselves, SMEs need some form of group based mechanisms to solve this structural problem. However, it is noted that participation of unskilled employees in both formal and informal learning remains an important challenge for the great majority of SMEs.

This paper presents targeted government policies for promoting training in small and medium-sized enterprises (SMEs) to increase their contributions to economic development. It first discusses the role of SMEs in country development and the special challenges facing SMEs in developing human resources. It then surveys some innovative, targeted policies for promoting training by SMEs in Asia and Latin America. The paper elaborates on the objectives and achievements of a successful targeted SME training policy, the SME Training Consortiums Program in the Republic of Korea, as a best practice. This paper concludes with some cautionary remarks for developing countries seeking to adopt targeted SME training policies.
