Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Part of the OECD Reviews on Local Job Creation series This report delivers evidence-based and practical recommendations on how to better support employment and economic development in Canada. It builds on sub-national data analysis and consultations with local stakeholders in four case study areas across Ontario and Quebec. It provides a comparative framework to understand the role of the local level in contributing to more and better quality jobs. The report can help federal, provincial, local policy makers in Canada build effective and sustainable partnerships at the local level, which join-up efforts and achieve stronger outcomes across employment, training, and economic development policies. Co-ordinated policies can help workers find suitable jobs, while also stimulating entrepreneurship and productivity, which increases the quality of life and prosperity within a community as well as throughout the country.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. In July 2012, the Government of Canada appointed a panel to consult with private sector employers, as well as other organizations and individuals, on the labour market participation of people with disabilities. The panel members were asked to identify successes and best practices in the employment of people with disabilities, as well as the barriers faced by employers, and to report on their findings. In-person and telephone consultations were conducted with almost 70 employers, and feedback was received from approximately 130 online submissions. Responses came from organizations of all sizes across the country and in a broad range of industry sectors. Findings revealed that more education and training are required to overcome barriers, dispel myths, and put theory into practice regarding the employment of persons with disabilities. Further it was revealed that hiring persons with disabilities is beneficial to businesses. Community partnerships and disability leaders within organisations play a key role in increasing employment prospects for persons with disabilities.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. El presente trabajo se enmarca en las prioridades establecidas por los constituyentes de la OIT en el Programa de Trabajo Decente por País Argentina 2012-2015 y obedece a una iniciativa orientada a destacar la importancia de los Consejos Sectoriales de Formación Continua y Certificación de Competencias Laborales entre 2003 y 2013.

El estudio, realizado por el Ministerio de Trabajo, Empleo y Seguridad Social de la Argentina (MTEySS) con el apoyo de la Organización Internacional del Trabajo (OIT), busca sistematizar la experiencia de los Consejos, reflexionar sobre su configuración y sustentabilidad y aportar recomendaciones dirigidas a fortalecer el futuro Sistema Nacional de Formación Continua.

El documento comienza con un apartado introductorio que ofrece una descripción de las diferentes líneas de acción que el MTEySS lleva adelante en el campo de la formación profesional y de los fundamentos que orientan la creación de un Sistema Nacional de Formación Continua. El mismo fue elaborado por Susana Barasatian y Mónica Sladogna, funcionarias de la citada cartera de Estado.

En el cuerpo central, Beatriz Cappelletti y Jutta Marx, con la asistencia de Mora Medici, analizan los procesos de constitución y consolidación de los Consejos Sectoriales Tripartitos de Formación Continua y Certificación de Competencias e identifican aspectos que podrían facilitar los procesos de consolidación y mayor institucionalización de las mencionadas instancias. Las autoras presentan un análisis de la experiencia de los Consejos Sectoriales Nacionales de Canadá y de la Fundación Tripartita de España, con el objetivo de individualizar algunos aspectos que podrían ser de utilidad para el debate acerca de los objetivos centrales del estudio. El trabajo culmina con la formulación de conclusiones y recomendaciones que toman en cuenta tanto los avances alcanzados como los desafíos a sortear en perspectiva de una mayor consolidación e institucionalización de estos Consejos.

This report contains case studies on eleven countries’ apprenticeship systems, a cross-case analysis and the development of a framework for a model apprenticeship system. The countries chosen, (Australia, Canada, Egypt, France, Germany, India, Indonesia, South Africa, Turkey and United States), reflect a mix of developed and developing countries, with apprenticeship systems of differing stages of maturity.

The country case studies further confirm that better and more broadly available apprenticeships can reduce youth unemployment and poverty when combined with national efforts to spur job growth. The evidence and lessons drawn from their experience provide both motivation and practical recommendations for making apprenticeship a more attractive and a more efficient pathway to productive and decent jobs for more young people.

Improving the national skill set is an important policy objective for both developed and developing countries. The level of skills in the local population is a key determinant of economic development and growth. At the same time, globalization has made human capital and skills development even more important. The reduction in trade barriers and the surge in international trade and foreign direct investment (FDI) by transnational corporations (TNCs) have resulted in the need for workers and businesses to be competitive on a global scale.

TNCs, being on average more productive and technology- intensive than domestic firms, tend to bring positive contributions to the local economy, including in the form of skills development. TNC activity and skills upgrading have a complementary relationship, as they tend to reinforce each other. While an enhanced skills base leads to a more attractive investment climate for TNCs, FDI can be exploited as a vehicle to promote human capital formation. However, the positive impact of FDI inflows on the local skills base is not automatic. This study examines the cases of Canada and Singapore to consider the types of policies that can be used to integrate FDI and skill development.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

OECD Local Economic and Employment Development (LEED) Working Papers, 2012/09 To be successful in today’s knowledge economy, communities need to boost not only the skills of local people but also the utilisation and deployment of these skills by employers. By ensuring that skills are utilised effectively, local economies can become more competitive and host better quality and better paid jobs, while simultaneously improving living standards and stimulating innovation. The OECD LEED Skills for Competitiveness project has reviewed the tools and governance mechanisms which policy makers are putting in place to tackle this policy area in three LEED member countries, Canada, the United Kingdom and Italy, with information on a wider set of policies and measurement tools being collected through an international literature review. Data has also been analysed on the supply and demand for skills at the sub-regional level in each country.

Initial education and training and lifelong learning benefit individuals, employers and society as a whole. Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills training is a central element of Canada’s Economic Action Plan 2013. The Plan introduces key measures to address the issue of skills mismatch and to connect Canadians with available jobs by equipping them with the skills and training they need to obtain high-quality, well-paying jobs. It is also helping businesses in vital sectors find the talent they need to remain competitive domestically and internationally. The initiatives, programs and services developed as part of the Action Plan address, among others, such issues as broad access to training and apprenticeship opportunities, continuing education and lifelong learning, supporting youth, persons with disabilities, aboriginal peoples, older and migrant workers in gaining access to training and employment programs.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The Targeted Initiative for Older Workers helps unemployed workers aged 55 to 64 return to work. The initiative is cost-shared with the provinces and territories and provides employment assistance services, such as resumé writing and counselling, and improves participants’ employability through activities such as skills upgrading and work experience.

OECD Skills Studies The report discusses the results of the OECD "Leveraging Training and Skills Development in SMEs" project which examines access to training by SMEs across seven regions in six OECD countries: New Zealand, Poland, Belgium, UK, Turkey and Canada. It looks at how both formal and alternative ways of training and skills development interact and identifies impacts at three levels: for the firm and employees; for the industry; and for the local area where the firm is located. The report pays special attention to the development of entrepreneurial skills and the emerging area of "green skills".
