There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

In this section, academics, policy-makers and practioners engage in a dialogue on global development challenges. Papers are copy-edited but not peer-reviewed. Instead, the initial thematic contribution is followed by critical comments and reactions from scholars and/or policy-makers.

The debate presented in this document can be pursued on the Journal’s blog http://devpol.hypotheses.org/528 where you are invited to share your reflections under your name. In the initial paper ‘Learning to Grow’, the authors argue that a key challenge for middle-income countries is to avoid ‘the middle-income trap’. In this situation, economic growth has come to a halt and a country is unable to transition to the next level in part due to inadequacies in high-level human capital. Taking the example of Singapore as a country that has avoided the middle-income trap, the authors call for ‘a much closer alignment of policies for human capital and economic development’ and a ‘human capital focussed development strategy’. In his answer, Professor Gopinathan, from the National University of Singapore, analyses some key conditions that were crucial for Singapore’s success and questions whether the model could be exported to other contexts.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Traditional workforce research focuses on workers and their skills. However, when we examine issues such as productivity and how skills impact the workplace, it is also important to look at what skills jobs demand. Job skills and worker skills are very different concepts. The former is a demand concept while the latter concerns the supply of skills.

This Research Report on the Skills Utilisation (SU) in Singapore project focuses on skills utilisation in jobs located in Singapore, how skills are distributed across industries and occupations, and how skills utilisation may be explained by other factors. The benefits of creating skills utilisation data will help inform the appropriateness of the Continuing Education and Training (CET) supply strategy, the relevance of Workforce Skills Qualifications (WSQ), especially the Employability Skills (ES) framework, and knowledge on the extent of skill mismatches in Singapore.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This report is a summary of the major policy issues raised at discussions among experts and practitioners from various international organizations and several Asian countries at the “Third Roundtable on Labor Migration: Assessing Labor Market Requirements for Foreign Workers and Policies for Regional Skills Mobility.” The roundtable was co-organized by the Asian Development Bank Institute (ADBI), the Organisation for Economic Co-operation and Development (OECD), and the International Labour Organization (ILO) in Bangkok from 23 to 25 January 2013.

The report highlights the trends and outlook for labor migration in Asia and assesses the labor market requirements for foreign workers. It also focuses on building a mobility area for skills to help create a “free flow of skilled labor” among the Association of Southeast Asian Nations (ASEAN) member states, gaining from skills portability and links between education and migration, as well as managing low-skilled migration and promoting decent work opportunities for labor migrants.

The annex of the report includes a compilation of updated data on the international migration flows within and from Asia to provide a better understanding of the labor migration trends in the region

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The paper examines labour shortages, admission of foreign workers and the portability of qualifications in Japan, Malaysia, Republic of Korea, Singapore and Thailand. Rapid economic growth and the rapid transformation of economies in these countries in recent decades, usually towards a more skill-intensive context, led to labour shortages. It has increased pressure to admit foreign workers, mainly from labour-rich but poorer neighbouring countries.

The five countries included in this study differ in their capacity and in the way they assess and address labour shortages. Linking labour migration policy to the domestic labour market remains a complex task. The admission policies of the five countries differ in the amount of planning involved, the level of government and private sector involvement, the sectors in which foreign workers are admitted and in the rights and entitlements afforded to foreign workers. The study concludes that there are still significant differences among the receiving countries as to their readiness to recognize foreign worker skills. Without a workable qualifications framework, the recognition of skills across countries is rendered difficult, hindering the mobility of workers and possibly preventing a more efficient allocation of labour resources.

This is part of a series of papers being published by the Tripartite Action for the Protection and Promotion of the Rights of Migrant Workers in the ASEAN Region (ASEAN TRIANGLE) project, ILO Regional Office for Asia and the Pacific

This paper reviews how skills shortages have developed during the transformation of the economies of East and South-East Asia’s more dynamic economies, the adjustments made by firms to these shortages and how governments tried to anticipate and remedy them through education, training and immigration. It starts with a review of the transformation of these economies as indicated by the changing shares of different sectors in GDP and employment, followed by case studies of selected countries where relevant experience has been documented by earlier observers, and ends with a brief analysis of how the labour immigration option has been used and with what consequences.

Improving the national skill set is an important policy objective for both developed and developing countries. The level of skills in the local population is a key determinant of economic development and growth. At the same time, globalization has made human capital and skills development even more important. The reduction in trade barriers and the surge in international trade and foreign direct investment (FDI) by transnational corporations (TNCs) have resulted in the need for workers and businesses to be competitive on a global scale.

TNCs, being on average more productive and technology- intensive than domestic firms, tend to bring positive contributions to the local economy, including in the form of skills development. TNC activity and skills upgrading have a complementary relationship, as they tend to reinforce each other. While an enhanced skills base leads to a more attractive investment climate for TNCs, FDI can be exploited as a vehicle to promote human capital formation. However, the positive impact of FDI inflows on the local skills base is not automatic. This study examines the cases of Canada and Singapore to consider the types of policies that can be used to integrate FDI and skill development.
