While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. The report provides an overview of the current labour market situation of people with disabilities in Eastern Europe and Central Asia (EECA) and identifies the main challenges faced by them. It then discusses the main United Nations (UN) and International Labour Organization (ILO) international standards related to the rights of people with disabilities. The report further draws on information from ILO-commissioned country studies in Armenia, Azerbaijan, Belarus and the Russian Federation to review national legislation and policies regulating/protecting and promoting employment of people with disabilities. It goes own to analyse the relevant national legislation of these four countries and its compliance with international labour standards. On the basis of this analysis as well as international experience, the report provides recommendations for the EECA region on amendments to legislation that would ensure better protection of people with disabilities against discrimination, and improve the regulation and promotion of their vocational education and training, vocational rehabilitation and employment. This is followed by the analysis of: effectiveness of the national quota/levy systems; access of people with disabilities to mainstream and special vocational education and training; availability of and access to vocational rehabilitation; and the scope of job placement services and employment promotion policies for people with disabilities in these four countries. The report seeks to improve the knowledge of staff of institutions responsible for providing vocational education and training, vocational rehabilitation, and job mediation and placement services to people with disabilities, and for those operating programmes boosting employability and promoting the (re-)employment of people with disabilities.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Regardless of the level of the current and long-term development of economy, employment is considered as one of priority areas for ensuring social-economic stability of the country, hence the state employment regulation and management stem from objective necessity. Here there is a need for highlighting the importance of “labour resource selection – labour market – population employment” cycle, which does not always provide for the effective balance in the labour market itself. Therefore, the main target for the state in this sphere has to be the provision of balances though additional efforts.

This employment strategy has been developed taking into consideration the Constitution of the Republic of Armenia, the legal regulatory framework of the sphere, as well as the International labour Organization conventions and agreements concerning employment, the requirements of the European Social Charter, European Neighbourhood Policy. It provides a concise chapter on employment development and challenges, among which the labour market & education relation is discussed.

The IT and high-technology sector is one of the fastest growing sectors in the Armenian economy. Since 2006, the sector, excluding Internet service providers, has grown with a CAGR of 22% reaching a total output of US$294 million in 2013. The number of companies operating in the sector is ~380, the number of employees ~8,000. About 13% of the companies operate in the high-technology domain, while the rest are IT companies.

The sector is currently undergoing a major transformation: there is an increasing shift from the outsourcing model to the model of own product development and entrepreneurship in the sector. This model of growth requires a higher level of knowledge, new skills (such as sales and entrepreneurship skills), and entrepreneurial knowledge.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This comparative report presents the results of the 2011/12 migration survey on the relationship between skills, migration and development in Armenia and Georgia. Results are discussed separately for the three groups defined by the survey: non-migrants, that is, respondents who reported that they were not seriously considering moving abroad; prospective migrants, who reported that they were seriously considering migration; and returned migrants, who had previously spent at least three months abroad. The report shares interesting findings on the skills dimension of migration and conatins policy implications.

The present analytical report is prepared by the UNESCO Institute for Information Technologies in Education (UNESCO IITE) in cooperation with national experts from Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Ukraine and Uzbekistan in the framework of the joint project with the Intergovernmental Foundation for Educational, Scientific and Cultural Cooperation (IFESCCO). Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This paper describes the development of labour market institutions and policies in seven Commonwealth of Independent States (CIS) countries and Georgia during the transition period up to the year 2007, thus characterizing the condition of these institutions at the eve of economic crisis. It shows that in many CIS countries, public employment services lost resources, staff, and authority during the transition period, which reduced their capacity to replace lost income for unemployed workers, or to redirect them to new or better jobs. This attrition of the PESs was mainly due to policy choices made early on in the transition process with respect to their source of funding and the overall design of labour market institutions. In the early 1990s with rapidly rising unemployment and job destruction accompanied by large-scale informalization of work, these countries adopted models from well-functioning developed economies, which were ill-fitted to the national environments. After almost two decades of transition, the typical outcomes in CIS include liquidation of insurance-based employment funds and shifting of expenditures to the state or local budgets, abolition or mergers of labour market institutions, and a partial replacement of unemployment insurance with targeted social assistance. The paper argues that an essential first step to alleviating the impact of recession-related unemployment in CIS countries is loosening eligibility criteria and improving funding for existing labour market programmes, followed by increasing the capacity of the existing national public employment services and establishing a regulatory framework for the proper functioning of private employment agencies.
