Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This study presents a review of the situation of refugees and asylum seekers in Egypt to assess the feasibility of including them in the universal health insurance scheme (UHIS) launched in 2018.

The refugee and asylum seekers population in any country is highly vulnerable and often lacks any form social protection.

As Egypt rolls out phase 1 of the UHIS, the study reviews possibilities of including refugees and asylum seekers in this key social protection scheme. It identified opportunities and challenges.

It proposes long-term strategy to ensure equal treatment of refugees and asylum seekers at par with Egyptians and grounded in sound economic policy options. It also presents data for policymakers and international agencies to make well-informed policy decisions, calling for intensive advocacy efforts with the Government of Egypt and strategic implications for the health programme.

It underscores the urgent need for action to ensure that PoC are not left behind and highlights the importance of fostering social cohesion by providing equal access to healthcare services for all.

The MNE Declaration is the only ILO instrument that provides direct guidance to enterprises on social policy and inclusive, responsible and sustainable workplace practices. It is the only global instrument in this area that was elaborated and adopted by governments, employers and workers from around the world. It was adopted more than 40 years ago and amended several times (in 2000, 2006, 2017), most recently in 2022. Its principles are addressed to MNEs, governments, and employers’ and workers’ organizations and cover areas such as employment, training, conditions of work and life, and industrial relations as well as general policies. All principles build on international labour standards (ILO conventions and recommendations). The MNE Declaration facilitates outreach and understanding of the Decent Work agenda in the private sector. It is a key instrument guiding the Responsible Business Conduct (RBC) agenda to achieve inclusive, sustainable and responsible supply chains.

The International Labour Organization (ILO) has a role in establishing principles for governments, employers, workers, and multinational enterprises. The Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy was approved and subsequently amended by the ILO Governing Body. The Declaration aims to guide actions and policies to promote social progress and decent work without maintaining inequalities between multinational and national enterprises. It addresses issues such as forced labour, child labour, employment security, industrial relations, and freedom of association. National focal points are encouraged to promote the principles of the Declaration at the country level. Read more in

They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

2019 annual edition of Employment and Social Developments in Europe (ESDE) ESDE confirms the continued expansion of the EU’s economy, all-time records for high employment and low unemployment as well as an improving social situation with the number of people at risk of poverty or social exclusion (AROPE) continuing to fall below its pre-crisis level. Nonetheless, ageing, globalisation, technological transformation, climate change and geopolitical uncertainties challenge the sustainability of these achievements and the EU’s socio-economic model.

The 2019 ESDE is dedicated to the theme of sustainability with a focus on its social dimension. ESDE discusses policy options that can preserve the EU’s competitiveness, sustain growth for the entire EU population and future generations, while transitioning to a climate-neutral economy. Making this a just transition requires mainstreaming social considerations upfront, in the design phase as well as in the implementation of all policies.

The annual Employment and Social Developments in Europe review (ESDE) analyses key employment and social issues for the European Union and its Member States. This year's edition focuses on the changing world of work and its employment and social implications. In a context of a shrinking working-age population in the EU, technological innovations that increase productivity become ever more crucial, but they also change the organization of production of goods and services and the world of work. Automation entails capital deepening, especially in the manufacturing sector and for low-skill tasks and routine activities. Other innovative technologies enable the emergence of new non-standard forms of work which allow more flexible re-organization of working time and space. Both capital deepening and new forms of work raise concerns about a possible decrease in standard, socially insured full-time employment, about potential job losses and decreasing job quality. Income inequalities and the gender pay gap are impacted as well and could amplify due to these trends. Atypical work also challenges the organization and financing of social protection mechanisms and the traditional way of representing worker and employer interests in the context of social dialogue.

However, the changing relationship between labour and capital brings about many new opportunities: innovative technologies increase productivity, create new jobs, facilitate inclusiveness on the labour market, and allow for a better work-life balance. Investments in education and the promotion of skills are key to reaping the benefits and lowering the risks from technological developments. As human and physical capital are complementary, policies which leverage the strong inter-generational effect of individuals' socio-economic background on their skills and labour market performance are of critical importance. Also, traditional distinctions made by the social protection systems need to be rethought in order to provide inclusive protection. Social partners are adapting to the developments in the labour market and could play a positive role in adjusting the existing legal framework to the new forms of work, including by managing the increased flexibility of working time and space in atypical work. The European Pillar of Social Rights provides a useful framework for adapting labour market and social systems to the new world of work to the benefit of the entire EU population.

The conference will examine the important opportunities as well as the risks of the ongoing fast technological transformation, together with globalisation and demographic change. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The first action plan on women’s employment in Turkey. Prepared under the project ‘More and Better Jobs for Women: Women’s Empowerment through Decent Work in Turkey’. The Action Plan has two major objectives. The first one is occupational skills development for women and orienting them to work to increase women’s employment. The second one is to increase the opportunities for women to access the labour market. These objectives, which are identified in parallel with Turkey’s National Employment Strategy, will be enhanced with actions such as providing women with acquiring occupational skills, decreasing the barriers for women to participate in the world of work, encouraging and promoting entrepreneurship activities and awareness-raising supported through active labour market policies.

The Plan was developed under the project ‘More and Better Jobs for Women: Women’s Empowerment through Decent Work in Turkey’, jointly implemented by the ILO and the Turkish Employment Agency (ISKUR), with support provided by the Swedish International Development Cooperation Agency (SIDA) on the basis of decent work principle towards women’s employment in Turkey.

The Job Centre’s functions are mainly performed in the framework of the Employment Insurance System (EIS) which was designed to prevent unemployment and support the early reemployment of the unemployed. The EIS covers unemployment benefit, employment stabilization programmes, vocational skills development programmes, and maternity protection programmes. The paper analyses the performance of the Job Centre and highlights policy implications that follow from such analysis.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The academy will focus on the theory and practice of CSST, its concepts, principles, modalities and policies.

The Academy of South-South and Triangular Cooperation (CSST) is an inter-regional event for learning and networking that brings together policy development practitioners, promoters, professionals and researchers from around the world. It is also a forum for the coordination of strategic initiatives and high-level promotion of policies related to the CSST in favor of the Sustainable Development Goals (SDGs) of the United Nations, in particular decent work.

The Academy, in partnership with the UN system, will focus on the theory and practice of CSST, its concepts, principles, modalities and policies. The core of the Academy program will be sharing practical experiences and lessons learned in an international context, in order to create meaningful collaborative opportunities and high impact, and develop strategies for them.
