Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

En los últimos años, Costa Rica se ha posicionado internacionalmente como un modelo mundial en el desarrollo sostenible y en la promoción de iniciativas para decarbonizar la economía. Esta transición hacia un modelo sostenible ha generado un cambio en el país que demanda la generación de empleos verdes y el entrenamiento de los trabajadores para enverdecer los puestos que ya existen (Daley, Reyes, Vega & Alfaro, 2010). Puesto que el desarrollo sostenible requiere la integración del crecimiento económico, el progreso social, el sistema institucional y los aspectos medioambientales, la promoción de empresas sostenibles debe ser un área prioritaria del trabajo para lograr la meta de carbono neutralidad del país.

En este estudio se exploraron las principales necesidades de ocupaciones y habilidades para los empleos verdes en el sector empresarial costarricense con el fin de anticipar la demanda del mercado laboral en los próximos años y generar algunas recomendaciones para establecer alianzas de cooperación entre la Cámara de Industrias de Costa Rica (CICR) y las instituciones del país a las que le compete la creación de las condiciones propicias para los empleos verdes.

This paper derives school-to-work transition pathways in the United States and Europe between the late 1990s and the early 2000s. Strong similarities are found between the United States and Europe. However, pathways in the United States are characterised by significantly more dynamism than in Europe: youth in employment tend to change jobs more frequently while inactive or unemployed youth are more likely to experience several short spells rather than a single long one. School-to-work transition pathways in the United States also involve less time spent in unemployment than in Europe.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The small island societies of the Caribbean have always been part of a global network of production and labour transfer. Indeed, they were created by global forces such as these. The development of modern technologies and rapid communications during the past half century have simply increased the speed and ease with which individuals can accommodate to and take advantage of the demands and opportunities of a changing world economy.

This paper will outline the movements involved in the migration of skilled workers and students and consider their overall impact. Students are included as they contribute significantly to the skilled and professional labour force in the countries to which they migrated for purposes of higher education. First, it is important to understand the nature and meaning of migration in Caribbean context since these factors significantly condition the extent of the impact of skilled migration and its role in terms of creating ‘brain drain’.

Today, interest in the potential of ICTs to transform learning experiences and outcomes in Africa usually translates into technological deployment. In most of the cases, it is the result of political will, while development and implementation of ICT integration in education and training policies are usually entrusted to technology experts. This report presents some studies based on existing research and analytical work. Each study provides a very brief background and macro-level national information to allow readers to understand the challenges faced by the country’s education system.

The studies address the following issues: ICT integration policy development and implementation; teachers’ training; availability and development of relevant e-contents; usage of ICT administration and management; and how ICT contributes to providing learning opportunities to marginalized groups (including girls, rural, handicapped, etc.). They describe how these issues have been addressed and lessons learned, including the enabling environment and factors that constrain or promote ICT integration initiatives.

Held every two years, the WorldSkills Competition is the world's largest professional education event.

Competitors from over 50 countries and regions in the Americas, Europe, Asia, South Pacific and Africa simulate real work challenges that must be completed to international standards of quality. They demonstrate individual and collective technical skills to perform specific tasks for each of the professional skills.

Throughout its 65 year history, the Competition brings together the best young people from around the world in their chosen profession. They represent the best students selected in local and national skills competitions for professional education.

The event also provides contact and exchange of information on best practices in professional education among industry leaders, governments and education experts. The experience and the results of all of the competitions provide valuable feedback to the Competitors, their countries or regions of origin and businesses and schools in which they are being trained. In each Competition, delegations aspire to ever-higher results, while the Competitors are role models to inspire school children to engage in technical and skilled careers.

It is the first time in history that the WorldSkills Competition will be held in South America. The 43rd edition, being held in São Paulo in August 2015, is expected to surpass the record number of Competitors registered for the Competition. In Leipzig, Germany in 2013 - nearly 1,000 participants from 53 countries and regions competed for medals in 46 Skills.

This time, the Competition is organized by the National Service for Industrial Training (SENAI), which is one of the five largest complexes of professional education in the world and WorldSkills International, a global organization promoting skills excellence and development.

El sector construcción, es uno de los sectores que más aporta al crecimiento económico del Paraguay. El aporte al PIB, durante el año 2014 fue 6.5%, lo que significa que es un gran generador de empleo directo e indirecto, contribuyendo a la dinámica económica y al desarrollo del mercado. Siendo así es de suma importancia para su desarrollo, no solo por la gran cantidad de empresas constructoras que involucra en forma directa, sino también por su efecto dinamizador en una alta gama de insumos que demanda, además la gran cantidad de puestos de trabajo que crea, por consiguiente es clave para la definición de políticas que permitan asegurar niveles de empleos óptimos.

Los resultados de este estudio servirán para actualizar y/o modificar los programas existentes del sector y crear nuevos planes de estudio conforme a las demandas actuales de esta importante rama de la actividad económica del país; además de ser un espacio de aprendizaje enriquecedor, donde verificamos que el método de prospectiva es una herramienta de gran ayuda para mejorar los procesos de capacitación anticipándonos a los eventos para responder de manera proactiva a los requerimientos del mercado laboral.

Este documento de trabajo tiene como objetivo identificar las tendencias tecnológicas y ocupacionales que permitan ofrecer una fuente de información para los programas de planificación de largo plazo para la formación profesional en el ámbito de energía solar y eólica en el Perú.

Para ello, en la primera sección, se describe la situación actual y prospección de la producción de energía renovable al 2025 recogido de los informes de prospectiva del Ministerio de Energía y Minas del Perú. En la segunda sección se procede a determinar las tecnologías emergentes específicas en el sector de fotovoltaico y eólico a través de los resultados de la metodología de prospección del SENAI de Brasil. En la última sección se determina los resultados de prospección ocupacional del sector fotovoltaico y eólico a través de la metodología de prospección del SENAI.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

Anticipating and building skills for the future is essential to a rapidly changing labour market. This applies to changes in the types and levels of skills needed as well as in occupational and technical areas. Effective methods to anticipate future skills needs and avoid potential mismatches include: sustained dialogue between employers and trainers, coordination across government institutions, labour market information systems, employment services and performance reviews of training institutions.

Para a consecução do estudo pelo SENAR, a atividade econômica escolhida para a aplicação do Modelo foi a Bovinocultura de Leite. No Brasil, essa atividade está presente na maioria dos estabelecimentos agropecuários e contribui majoritariamente para a formação do valor da produção agropecuária, sendo imprescindível para a manutenção do Produto Interno Bruno tanto do agronegócio como nacional, impactando fortemente na balança comercial e principalmente no mercado de trabalho. Além disso, este segmento possui sua importância refletida em diversos programas de curta, média e longa duração do SENAR, inclusive de ensino profissional de nível técnico, oferecidos por meio dos Centros de Formação Técnica do SENAR.

Todas essas ofertas sinalizam uma atuação voltada para o atendimento de excelência, porém, sabe-se que a demanda é crescente e requer soluções educacionais diferenciadas para cada tipo e porte de produtor rural.

El presente estudio es el resultado de la invitación a participar del Encuentro de Prospectiva de la Formación Profesional – Programa de Capacitación y Aplicación Práctica, coordinado por la OIT, Centro Interamericano para el Desarrollo del Conocimiento en la Formación Profesional (OIT/CINTERFOR) realizado en los meses de marzo y septiembre del 2014, en la Ciudad de Montevideo, Uruguay.

La selección del sector Mecánica del Automotor se debió a que constituye uno de los sectores cuyos trabajadores son permanentemente demandados en términos de nuevas calificaciones generadas por los procesos de innovación tecnológica enraizado en el diseño y fabricación de vehículos. El sector de Mecánica del Automotor se caracteriza por la generación de empleo y en particular por la demanda de empleo de calidad, vinculado al diagnóstico y reparación tanto de sistemas como de partes y componentes del vehículo.
