This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The study examines conditions for effective skills development in Uganda in the context of reducing rural poverty. It assesses the achievements and shortcomings of the Ugandan policy framework for formal and non-formal vocational education and training for the rural labour force. It argues that the capacity of the formal vocational training system is unlikely to be adequate for the provision of services that reach the poorest segments of the rural labour force, despite significant improvements brought about by on-going reform processes. The analysis of Uganda’s strategy for agricultural education, as well as its agricultural extension system, points to the need for a more comprehensive approach to rural skills development, which can respond to the skills needs of smallholder farmers and agricultural wage workers.

The paper argues that in order to up-scale sustainable results through non-formal vocational training in rural areas, skills development efforts need to be integrated into existing organisational structures of farmers at the local level. Case studies of agricultural cooperatives in eastern Uganda provide fresh evidence of innovative approaches to skills development for the rural poor. However, this study also shows that the integration of training provision into existing organisational structures may compromise, rather than improve, access to training. As economic and social structures of organisation in rural communities are strengthened, existing inequalities may be perpetuated. As a result, access to training, as well as other services, may be biased towards wealthier and more powerful sections of the community. The paper concludes that any integration of non-formal training provision into cooperative approaches needs to carefully assess the local political environment, as well as the existing structures of economic and social inequality.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper examines the employment impact of multinational enterprises (MNEs) in Liberia. Its principal purpose is to explore the potential role that MNEs could play in creating more and better jobs. Through dialogue with key stakeholders, it seeks to understand the major constraints on the recruitment of local youth. Among the questions addressed are:

• What types of jobs are currently found in MNEs and their supply chains?
• What are the prospects of creating more and better jobs through MNEs? Where does the future potential lie in terms of job prospects?
• What are the future skills needs?
• Do MNEs have a role to play in narrowing the “skills gap”?

The research focused on three priority sectors identified in the Government’s 2008 Poverty Reduction Strategy Paper - agriculture, mining and banking - which are also the sectors with the highest concentration of MNEs. Within each of the selected economic sectors, the study analyses: current job profiles, skills and other gaps; future job prospects; an assessment of the extent to which MNEs are interested and/or willing to engage in broader youth employment challenges. It concludes with overall recommendations on the way forward.

Etude d’opportunité pour l’analyse des besoins en matière de qualification des ressources humaines dans le secteur agroalimentaire

Le présent document est le rapport final de l’étude d’opportunités pour l’analyse des besoins en matière de qualification des ressources humaines dans le secteur agroalimentaire au Burkina Faso. L’objectif de cette étude est d’accompagner le processus d’opérationnalisation de la Politique Nationale d’Enseignement et de Formation Techniques et Professionnels 2008 (PN-EFTP) par l’analyse des besoins en matière de qualification des ressources humaines dans le secteur agroalimentaire.

L’étude a pour objectif de contribuer à alimenter le processus de mise en oeuvre de la PN-EFTP, en mettant l’accent sur le secteur agro-sylvo-pastoral. Les objectifs spécifiques étaient les suivants:

• proposer, sur la base d’une première analyse, une priorisation des filières et des sous-filières du secteur agroalimentaire;
• fournir une description détaillée des filières ou sous-filières retenues (caractéristiques économiques: poids, taille, nombre de salariés), et leur localisation géographique;
• décrire les dispositifs de formation existants;
• définir, en fonction des dispositifs de formation, les besoins en formation des différents acteurs par maillon et en fonction des perspectives de développement des différentes filières;
• définir les besoins et les capacités des différents acteurs de la filière en matière de formation agroalimentaire;
• formuler des recommandations et cibler des actions précises pour développer une offre en plus grande adéquation avec les attentes des acteurs économiques du secteur et en cohérence avec la PN-EFTP;
• proposer une méthodologie pour la réalisation d’études similaires dans d’autres secteurs.

L’atteinte de ces objectifs renvoie à des choix conceptuels en matière d’approche par les compétences, d’alternance, de partenariats, d’organisation et de développement institutionnel qui constitueront des points critiques et des enjeux majeurs de la réforme du système de formation.

Ce rapport examine l’impact des entreprises multinationales sur l’emploi en Côte d’Ivoire. Son objectif principal est d'explorer le rôle potentiel que les entreprises multinationales peuvent jouer dans la création d'un plus grand nombre d’emplois et de meilleure qualité.

Cette recherche axée sur l’action entend apporter une contribution opportune et significative aux défis de l'emploi des jeunes au niveau national. Des défis qui ont été exacerbés par huit années de crise militaro-politique. Sur la base du dialogue avec les parties prenantes, l'étude cherche à appréhender les principales contraintes liées au recrutement des jeunes sur le marché local.

La recherche, l'analyse et les recommandations présentées dans ce rapport proviennent des informations recueillies auprès des entreprises multinationales rencontrées et sont fondées sur les opinions recueillies sur le terrain. Ces recommandations sont présentées comme un point de départ pour l’engagement des entreprises multinationales dans la promotion de l’emploi des jeunes.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This report looks at the demand for career guidance services in European Union neighbouring countries and provides a comparative analysis as well as policy and practical examples of career guidance in a number of selected EU neighbouring countries in different geographical regions (the study covers the Western Balkans, the Mediterranean region and Eastern Europe).

It analyses factors that influence demand for career guidance in the labour market and the economy, in education systems and in the policy climate. It examines the empirical evidence for career guidance demand and then analyses some of the factors that act as barriers to this demand being realised.

The report also describes and analyses existing provision and models of career guidance in EU neighbouring countries, and introduces examples of innovative policies and interesting practices that are being adopted in order to respond to demand. The Persons with Disabilities Act, 2012, aims to domesticate and implement the UN Convention on the Rights of Persons with Disabilities while repealing the 1996 Persons with Disabilities Act. Part 5, Protection and Promotion of Rights of Persons with Disabilities, addresses the issue of equal access to employment and training opportunities of disabled persons.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The two studies presented in this publication are based on empirical field research work and were prepared as part of the Education and Labour Market project.

The strategies used in preparation of the studies include surveying the opinions and attitudes of various social groups (schoolboys and schoolgirls themselves, their parents, the staff of general schools, vocational schools and universities, and employers and employees in various sectors of the economy). This made it possible to analyse the close links between education, employment and the labour market from a variety of stakeholder perspectives.

One of the studies explored the job expectations of girls and boys in grades 9 and 12, and boys and girls attending vocational schools, bearing in mind that in the Libyan education system pupils specialise from grade 10 upward. These expectations were then compared with the actual employment situation. The second study focused on labour market study and a comparison of supply and demand. It explored the self-assessment of key competencies that young people had acquired in various educational and training institutions. These were compared with the competencies in demand among businesses and institutions in economic growth sectors in Libya.

Both studies are the result of interdisciplinary teamwork involving close and daily cooperation between international experts and a considerable number of Libyan experts.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Ce document a été élaboré par l’UNESCO-BREDA (Bureau régional pour l’éducation en Afrique). Il trace un cadre d’action en vue d’aider les pays d’Afrique subsaharienne, par l’intermédiaire de l’UNESCO et de ses bureaux hors Siège, à relever les nombreux défis aux- quels ils se trouvent confrontés en matière d’enseignement et de formation techniques et professionnels (EFTP).

Il a pour objectif de fournir aux professionnels de l’UNESCO des lignes directrices pour le développement de programmes et d’activités en Afrique subsaharienne. Il aidera les Commissions nationales pour l’UNESCO et les autres partenaires au sein des États membres à repérer dans quels domaines le BREDA et les autres bureaux hors Siège pourront mettre en œuvre leurs instruments et méthodes de travail à l’appui du développement des systèmes nationaux d’EFTP.
