In recent years, Brazil, the Russian Federation, India, China, and South Africa (BRICS) have transformed the world map of education, bringing millions into school, establishing centres of worldclass learning, driving innovation, and sharing expertise and knowledge. However, educational deprivation persists, weakening growth prospects and social cohesion. Wide and often widening social inequalities in BRICS are reflected in inequalities at all levels of education. The persistence of educational deprivation leaves a large share of youth and adults with few skills, weakening their employment prospects, especially in higher-productivity sectors that offer better salaries. At the same time, sectors with potential for growth may suffer a shortage of workers mastering technical and vocational skills or more general, transferable skills. Both deficits constrain economic growth and efforts to reduce poverty. Achieving equitable economic growth and sustainable development will thus require further investment in education, with three broad policy priorities: basic education, higher education and skills development.

This report analyses education and skills development policies in BRICS, highlighting possible areas for cooperation. Chapter 1 compares education systems, covering key statistical indicators, governance and financing mechanisms, and national plans and policies. Chapter 2 reviews skills development policies, analysing national strategies and qualifications frameworks, and detailing reforms of technical and vocational education and training. Chapter 3 outlines BRICS engagement in development cooperation, which has a different pattern from official development assistance provided by OECD donors. Chapter 4 reflects on cooperation in education and skills development, among BRICS and between BRICS and other developing countries.

Nos últimos anos, Brasil, Federação Russa, Índia, China e África do Sul – os BRICS – transformaram o mapa mundial da educação, ao levar milhões de pessoas à escola, estabelecer centros de ensino de classe mundial, promover inovações e compartilhar experiências e conhecimentos.

Este relatório analisa as políticas de educação e desenvolvimento de habilidades nos países BRICS, bem como destaca possíveis áreas de cooperação. O Capítulo 1 compara os sistemas educacionais, ao abranger os principais indicadores estatísticos, os mecanismos de governança e financiamento, além dos planos e das políticas nacionais. O Capítulo 2 revisa as políticas de desenvolvimento de habilidades e, para isso, analisa as estratégias e os quadros nacionais de qualificação, além de detalhar as reformas da educação e da formação profissional. O Capítulo 3 descreve o engajamento dos países BRICS na cooperação para o desenvolvimento, o qual tem um padrão de assistência oficial diferente daquele oferecido pelos doadores da Organização para a Cooperação e o Desenvolvimento Econômico (OCDE). O Capítulo 4 traz reflexões sobre a cooperação em educação e o desenvolvimento de habilidades, tanto entre os países BRICS, quanto entre os BRICS e outros países em desenvolvimento.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

NORRAG News 48 After the dearth of global skills analysis for many years, there is now suddenly a glut. 2012 has been a significant year for those interested in the links among Technical and Vocational Education and Training (TVET), skills, and jobs - especially evident in the launch of a number of global reports on these topics. Global reports range from the International Labour Organisation’s (ILO) ‘Global Employment Trends 2012: Preventing a Deeper Jobs Crisis’, to the World Bank’s ‘World Development Report 2013: Jobs’.

This issue of NORRAG News examines the different meanings of skills in global reports: high, medium, low, foundation, transferable, technical and vocational skills, as well as life-skills. It also focuses on the state of skills in urban and rural areas, and the current usage of ‘skills-for-poverty-reduction’, as well as ‘skills-for-growth’. The reports under examination cover skills in the informal economy, as well as work-based skills and on-the-job training. Some of the reports also consider the emerging meanings and frontiers of TVET.

A good practice case study selected by the Commission on Adult Vocational Teaching and Learning (CAVTL), Ofsted, and the Education and Training Foundation (ETF). In 2005, the Association of Master Upholsters and Soft Furnishers (AMUSF) developed its own craft qualifications in an effort to ensure that the qualifications of students were aligned with industry-standards. This case study details how Wendy Shorter Interiors works towards AMSUFs qualification standards and prepares students for the world of work, through the provision of three-tiered training in upholstery and soft furnishing.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper recounts three examples of innovative public-private partnerships in the Information Technology sector in the United States that help disadvantaged young people stay in secondary school and make the transition to good jobs. These programmes provide practical training as well as equip young people with critical core skills and a better understanding of the world of work that improves their chances for success in the labour market.

The evidence and lessons drawn from these case studies provide both motivation and practical recommendations for partnerships between employers, schools and communities to improve young people’s access to workplace learning, internships and apprenticeships. These lessons may be particularly relevant to other sectors and other countries which do not have well-established apprenticeship systems but which are building up dual training systems that combine classroom and workplace learning. These examples expand the compelling business case for employers’ initiatives to scale up apprenticeship-like programmes – to meet their own needs for a pipeline of work-ready, qualified workers and to be part of the solution to the youth unemployment crisis.

A report of three youth apprenticeship programmes in the United States conducted by the ILO. This paper investigates quality apprenticeship in three German companies (BMW, Siemens and Volkswagen) that initiated apprenticeship programmes in the states of North Carolina, South Carolina and Tennessee in the southern part of the U.S. The report highlights the strong involvement of the three companies and their active cooperation with community colleges and municipalities in training apprentices in mechatronics, an interdisciplinary area of engineering that combines mechanical and electrical engineering with a high content of computer skills and software knowledge.

The ILO case studies examine the effectiveness of apprenticeships in closing the skills gaps, document key aspects of the public and private partnerships that created the apprenticeship programmes, assess the economic arguments for apprenticeship systems, summarize results for both young people and employers, and identify lessons for initiating apprenticeship systems elsewhere.

In August 2011, the British government launched a new initiative which invited providers in the Further Education and Skills Sector to prioritise labour market-focused training that would engage more people who are out of work and help them develop skills that would support their progression into employment.

This report assesses the efficiency of systems in matching unemployed adults to training provision. It also assesses the effectiveness of this provision in developing the employability skills of participants, and supporting progression into sustained employment. Findings are based on visits, between September 2011 and May 2012, to 45 providers including colleges, independent learning providers, and local authority providers of adult and community learning.

Higher education private sector institutions have a lot to offer in terms of their capacity to provide innovative educational services, and their ability to influence the diversity of skills to which students are exposed. The need to provide innovative services is key, especially within the context of new skills demands in a rapidly changing and globalised labour market. The reasons why the private sector could be expected to provide more innovative services include: a) lesser constraints in access to finance, b) the need to meet demands because of market competitive pressures, and c) a lesser subjection to central regulation and public administration rules.

This report summarises these and other key points highlighted at the international seminar on innovation in the private higher education sector, organised by the OECD Centre for Educational Research and Innovation (CERI), and Laureate International Universities Europe in November, 2013. The specific objectives of the seminar were to (1) discuss the growth of the private higher education sector, and its distinct role in educational innovation and in developing the skills of traditional and adult students, (2) map innovation in the private higher education sector in both organisational and pedagogical areas, and (3) provide a forum for higher education institutions to share experiences on their explicit or implicit educational innovation strategies. This report also provides lessons for the public sector and the higher education sector at large.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Birmingham is the youngest city in Europe, with much higher rates of youth unemployment than other cities in the United Kingdom. Local employers find it difficult to recruit for jobs due, in part, to the mismatch between the skills of Birmingham’s young people and the available employment opportunities. This report is a tabulation of findings from focus groups and interviews with nearly 50 local employers (representing digital, engineering, life sciences, food and hospitality and other sectors in Birmingham, England) on how this skills mismatch could be addressed. The qualitative analysis done shows a strong agreement across sectors on the importance of having both generic employability skills and sector specific skills, and the need to embed skills in the core school curriculum.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a growing interest in apprenticeship in the business world due to its potential to make a meaningful contribution to resolving the youth employment crisis and the prospect of developing a well-trained and productive workforce. In response to the interest expressed by business leaders, the ILO, in collaboration with the International Employers Organization, conducted a feasibility study to explore options for developing a global business network on apprenticeships for youth employment.

The research gathered information from businesses about their current apprenticeship programmes and sought their views on how an international network could be valuable to them. This field work was carried out in six countries: Argentina, India, Germany, South Africa, Turkey, and the United Kingdom. On the basis of information and experience collected from businesses and other interested parties in selected sectors and countries, the study documented country apprenticeship practices, explored the expected mandate and objectives of this network, identified the types of services that would be valued, ascertained the possible degree of commitment of potential members, and examined options for the network’s governance structure and viable financing mechanisms.
