The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Climate change poses major risks to economic prosperity and social progress. Current carbon and resource-intensive approaches to economic growth and development will increasingly undermine productivity and affect enterprises, jobs, livelihoods and in some cases even the ability of households to remain in their region. According to ILO estimates, a continued rise of emissions until 2050 would result in the loss of over 7% of global economic productivity.

Adaptation efforts imply a range of policy interventions including social protection and public employment programmes; micro-finance and micro-insurance; skills development; local markets and enterprise development, all of which should build on strong and effective social dialogue.

This brief provides a snapshot of selected ILO initiatives, successful practices, tools, instruments and policy guidelines that contribute to the advancement of both climate change and decent work agendas.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

COP21 - Paris 2015 The greening of economies presents many opportunities to achieve social objectives: it has the potential to be a new engine of growth, both in advanced and developing economies, and a net generator of decent, green jobs that can contribute significantly to poverty eradication and social inclusion. The greening of economies will enhance our ability to manage natural resources sustainably, increase energy efficiency and reduce waste, while addressing inequalities and enhancing resilience. The greening of jobs and the promotion of green jobs, both in traditional and emerging sectors, will foster a competitive, low-carbon, environmentally sustainable economy and patterns of sustainable consumption and production, and contribute to the fight against climate change.

This Guidelines are both a policy framework and a practical tool to help countries at all levels of development manage the transition to low-carbon economies and can also help them achieve their INDCs (‘Intended Nationally Determined Contributions’) and the 2030 Sustainable Development Goals. The Guidelines are designed to create decent work on a large scale and ensure that social protection exists where needed. They also include mechanisms for social dialogue among governments, workers and employers' organizations throughout policymaking processes at all levels. The guidelines envisage that coherent policies need to provide a just transition framework for all to promote the creation of more decent jobs, including as appropriate: anticipating impacts on employment, adequate and sustainable social protection for job losses and displacement, skills development and social dialogue, including the effective exercise of the right to organize and bargain collectively.

L’écologisation des économies ouvre de nombreuses perspectives pour la réalisation des objectifs sociaux: elle peut être un nouveau moteur de la croissance, à la fois dans les pays avancés et dans les pays en développement, et un générateur important d’emplois décents et verts susceptible de contribuer sensiblement à l’éradication de la pauvreté et à l’insertion sociale. L’écologisation des économies renforcera notre capacité à gérer durablement les ressources naturelles, à améliorer le rendement énergétique et à réduire les déchets, tout en corrigeant les inégalités et en renforçant la résilience. L’écologisation des emplois et la promotion des emplois verts, dans les secteurs tant traditionnels qu’émergents, favoriseront une économie écologiquement durable, compétitive et à faible empreinte carbone ainsi que des modes de consommation et de production durables, et contribueront à la lutte contre le changement climatique.

Les principes décris soutiennent que ces politiques doivent fournir un cadre de transition juste pour tous, afin de promouvoir la création d’emplois décents plus nombreux, y compris, s’il y a lieu, d’anticiper les incidences sur l’emploi et de favoriser une protection sociale adéquate et pérenne face aux pertes d’emplois et aux licenciements, ainsi que le développement des compétences et le dialogue social, y compris l’exercice effectif du droit de s’organiser et de négocier collectivement.

Launched in 2010, a flagship initiative ‘New Skills for New Jobs’ within the Europe 2020 strategy for smart, sustainable and inclusive growth, aims at creating new job opportunities in the EU. LIFE a dedicated EU financial instrument for the environment, has also demonstrated their ability to contribute to this agenda.

LIFE has stimulated green skills and jobs and contributed to the emergence of a green jobs market where employers and employees can find each other. In doing this, LIFE projects have promoted the transition to a greener and more sustainable economy where growth does not take place at the cost of the environment. This publication illustrates how the programme has played its part in creating permanent jobs and training schemes that have lasted well beyond the duration of LIFE funding.

The second ‘green skills’ forum organised by Cedefop and the OECD-LEED in February 2014 provided an open space for discussion between researchers, policy-makers, social partners and international organisations on skills development and training needs for a greener economy. The focus of this second staging of the event was ‘green skills and innovation for inclusive employment growth’. The discussions were aimed at identifying obstacles and challenges lying ahead for the development of skills, education and training policies suitable to address the transition to greener and job-rich growth: to set out strategies, initiatives and policy approaches tackling key skills issues for green growth; compare methods and tools used in monitoring and evaluating developments in labour markets; indicate how research can support better targeted policy-making and skills strategies; and identify gaps in knowledge and provide guidance for future research and collaboration for transitioning to a low-carbon economy.

This report examines the current issues in South Africa pertaining to greening the economy with special attention to skills requirements now and in the future. Current policy is found to be inconsistent and market forces have tended to be more effective in driving change. However, going forward there is potential for policy to direct significant structural changes. There is currently a significant skills gap across all sectors and the development of a low carbon economy will undoubtedly be hampered by this. Skill development structures are well developed but are led by market demand, which may lead to green skills requirements either being overlooked, or being provided outside of this framework. This in turn could be detrimental to national training programmes. It is recommended that a cohesive approach is taken to green skills anticipation at a national level which will ensure correct identification of needs, and strong implementation of the pre-existing skills framework.

This project on skills in the green economy results from recommendations made in the skills strategy for England, Skills for Sustainable Growth (November 2010). The report supplements the information relating to skills published as part of Enabling the Transition to a Green Economy (August 2011).

The aims of the project were to identify skills needed to support the transition to a strong and sustainable green economy; and to assess evidence of employer demand and potential responses from the skills system which will lead to these skills being delivered.

The overarching purpose for this report is to assist businesses and the agencies which support them in the clear articulation of skills needs related to the green economy: a role for the government repeatedly identified from consultation with industry.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.
