The East Asia and Pacific (EAP) region is very diverse and there is a wide range in the extent to which firms across these countries identify the education level of their work force as being a major constraint. However, developing skills, including vocational and technical skills, and enhancing employability are clear strategic objectives in the EAP region. Countries in the region face strong pressures to expand their technical and vocational education and training (TVET) systems and enhance their quality, while also facing spending pressures on basic and higher education. As this demand increases, the need for sustainable financing for TVET becomes more urgent; this is not only about ensuring that sufficient and predictable revenue streams exist to fund training programs, but perhaps just as importantly about how financing mechanisms themselves can be strongly linked to achieving policy objectives of making TVET systems more accessible, equitable, efficient, demand-driven, responsive and relevant.

This brief aims to address the following key questions with regard to TVET financing in the EAP region:

• Where does TVET funding come from?
• How are TVET funds spent?
• How are TVET funds currently allocated?
• What role can TVET financing play in achieving TVET and national policy objectives?
• How can countries create the right environment for TVET financing?

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Volume I: Thematic chapters

The global inventory 2017 further strengthens the knowledge base on developments in national and regional qualifications frameworks, as implemented by countries and regions, by end of 2016. It acts as an observatory of progress in establishing NQFs, as well as the challenges and success factors in implementation. The thematic chapters (Volume I) discuss key trends and policy issues emerging from qualifications frameworks and learning outcomes reforms and developments. Volume II consists of NQF case studies of 100 countries from all continents and seven regional qualifications frameworks (RQF).

The case studies look at the educational, social, economic and political context in which an NQF is embedded, main policy objectives, implementation of learning outcomes, stakeholder involvement and institutional arrangements. They also show how NQFs open for and link to validation arrangements, support recognition and learning pathways. They conclude with important lessons and future plans.

The global inventory draws on inventories from four agencies: the European Centre for the Development of Vocational Training (Cedefop), the European Training Foundation (ETF), the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and the UNESCO Institute for Lifelong Learning (UIL), working and communicating with country officials and experts. It also draws on extensive international research in qualifications reforms, comparability of qualifications, and use of learning outcomes.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In 2010, the ILO together with European Training Foundation (ETF) presented research on ‘The implementation and impact of National Qualifications Framework: Report of a study in 16 countries’ documenting countries that were early adopters of NQFs, such as Australia, Scotland, New Zealand, England, Wales and Northern Ireland as well as countries that had recently started implementation of National Qualifications Framework (NQFs), such as South Africa, Mexico, Chile, Malaysia, Mauritius, Botswana, Sri Lanka, Turkey, Lithuania, Tunisia, Bangladesh and Russia.

In the intervening years as the number of countries implementing NQFs has grown exponentially, the debate has increasingly centered on topics like labour market impact and outcomes of NQFs, including employer experience in using qualification frameworks when making hiring decisions.

This follow-up ILO research is therefore intended to better understand labour market aspects of NQF implementation and to provide sound empirical evidence of how employers recruit, fill vacancies and understand how qualification frameworks are tools for them and for employing people. In doing so we have been careful to chose countries that reflect various stages of implementation including Ireland, France, Belize, Jamaica, Sri Lanka and Tunisia.

The results clearly show that whilst the challenges associated with NQF implementation are myriad, benefits do accrue, especially over the long term. As such, for all the promised benefits of NQFs to be realised, a very long timeframe needs to be taken into account.

This report seeks to improve our understanding of the involvement of trade unions in the domain of TVET and skills development at the national, sectoral and enterprise levels. It does this through case studies of ten countries at different stages of development and with different traditions of unionism and social dialogue.

This publication reflects a joint effort by the Skills and Employability Branch (SKILLS) and Bureau for Workers Activities (ACTRAV) of the International Labour Organisation (ILO). This collaboration has documented current practices with the intention of supporting workers organisations so they can take part in the development of national, sectoral and enterprise skills policies and by providing them with advice, tools and training courses to enable them to do so.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. El objetivo del reporte es presentar un diagnóstico del estado, brechas y desafíos en materia de desarrollo de cualificaciones y competencias en los países de la región; tanto en relación con una caracterización de las ofertas y las demandas de formación profesional y las brechas y desajustes relacionados, como en materia de modelos institucionales, de financiamiento y de gobernanza de los sistemas de formación profesional. El informe se refiere a la formación profesional como una actividad educativa que se orienta hacia el desarrollo de habilidades y competencias de aplicación inmediata en el mundo del trabajo; este término también es conocido en la región como educación profesional, formación para el trabajo, formación vocacional, formación y capacitación laboral. En este Informe, esas acepciones se toman como sinónimos y se utilizan de manera intercambiable.

Está organizado de la siguiente manera. La primera parte contiene un diagnóstico del estado del arte, los rezagos y las brechas de la formación profesional en la región. Este diagnóstico se basó en la experiencia y conocimiento acumulado en OIT/Cinterfor, en la literatura existente, así como en una consulta en diversos países con instituciones miembros de OIT/Cinterfor en América Latina.

La última sección de la primera parte contiene una lista de las principales líneas de reforma que surgen del diagnóstico, con el objetivo de proveer una mejor puntualización de las líneas de trabajo relevantes hacia la transformación y fortalecimiento de la formación profesional. La segunda parte del reporte contiene fichas que resumen el diagnóstico en el ámbito nacional de la formación en cada uno de los países incluidos en el estudio.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This week, as we prepare ILO’s participation in the World Skills Competition 2017, taking place in Abu Dhabi, UAE from 15-18 October, we are left to reflect on a major theme which is troubling governments, employers, workers and young people across the globe – the so called skills mismatch.

This year’s World Skills Competition features 1,300 competitors, 100,000 visitors and 51 skills. The competition will cover a diverse range of vocational categories including mechatronics, information network cabling, floor tiling, patisserie, and plumbing just to name a few. The ILO, as a conference coalition partner, will be involved in two major activities of the Competition, the WorldSkills Conference and the WorldSkills Youth Forum which comes under the theme 'Skills strategies for a globalized world'.

Refocusing the debate on jobs and skills mismatch….

The ILO’s SKILLS branch will lead a conference session on the topic of skills mismatch that will consider not only what causes skills mismatch, but also to better understand the different types of skills mismatches, the labour market impact they have and their relative importance.

High and persistent levels of youth unemployment, together with job vacancies that remain unfilled, are often attributed to mismatches between jobs and skills. The debate frequently focusses on why employers are unable to fill the vacancies they have. But this is only one form of skills mismatch. The problems faced by employers are technically known as skills gaps or skills shortages (which are a form of skills mismatch), but how important are they compared with other forms of skills mismatch like over-education?

The point here is not to underestimate the importance of skills shortages, as nearly 50 per cent of all European firms report difficulties in recruiting higher education graduates (Eurobaromater survey, 2010), but the evidence that these shortages are to do with skills rather than employment opportunities and conditions is actually weak, and whether they have any effect on the performance or income of these firms is also not clearly understood.

One area that has received relatively little attention is the issue of over-education, which occurs when an individual possesses a level of education in excess of that which is required for their job. After an extensive review of existing research, Prof. Séamus McGuiness of ESRI established that a sizeable fraction of workers are in occupations that do not require as much schooling as they have acquired. Think, for example, about that taxi driver you encountered that holds a PhD, an example that points to a mismatch between jobs and skills.
