Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

A supplementary report to the Technical and Vocational Education and Training Impact Assessment Report The report focuses on gender equity in access to and benefits from vocational training and education in Timor-Leste. Using the findings of the 2008 TVET Impact Assessment Survey that aimed to review and identify the impact of vocational training with particular attention to the numbers of trainees at the commencement of the course, graduates of the training courses, graduates employed in the formal labour market, graduates who improve their primarily in the informal sector, graduates who are unemployed and graduates who enter university, the paper provides policy recommendations for more inclusive TVET in Timor-Leste.

In the transition to a market economy, the Russian workforce underwent a wrenching period of change, with excess supply of some industrial skills coexisting with reports of skills shortages by many enterprises. This paper uses data from the Russia Competitiveness and Investment Climate Survey and related local research to gain insight into the changing supply and demand for skills over time, and the potential reasons for reported staffing problems and skills shortages, including labor turnover, compensation policies, and the inhibiting effects of labor regulations. It discusses in-service training as an enterprise strategy for meeting staffing and skills needs, and presents evidence on the distribution, intensity, and determinants of in-service training in Russia. It investigates the productivity and wage outcomes of in-service training, and the supportive role of training in firms' research and development and innovative activities. A final section concludes with some policy implications of the findings.

Like many low-income countries, Timor-Leste faces challenges in providing employment for and increasing the skills of its labor force-challenges made more acute by high fertility rates, a very young population, and the capacity constraints of a new nation. However, there is limited information for policymakers to formulate appropriate policies. The paper presents findings of the first urban enterprise survey in independent Timor-Leste. It explores several aspects of the Timorese urban labor market, including the profile of formal and informal enterprises, their behavior in terms of employment and wage-setting practices, and constraints on firm growth. It also presents findings on the skills and training needs of urban employers, and constraints faced in overcoming skills shortages. It finds a highly informal urban enterprise scene, where even "formal" enterprises are largely micro-enterprises. While there has been considerable action in terms of new firm creation since independence, there is already surprisingly low job creation or destruction. This is driven by a number of constraints inside and outside the labor market. With respect to wages, the impacts of the informal minimum wage policy inherited from the interim international administration suggest the need for caution in future wage policy development. While employers identify many skills gaps, basic literacy, numeracy, and language skill needs dominate, and employers appear to value short courses and less formal modes of skills training to address their needs. The paper concludes with suggestions for addressing the key constraints identified.

The report argues that matching skills with jobs is of critical importance for a well-functioning labour market. The mismatch between skills and jobs is a complex phenomenon that affects individuals, enterprises, economies and societies. It often takes the form of a skills gap or shortage, but can also refer to cases where skills exceed job requirements. The paper aims to structure the data available today on the mismatch of skills and jobs by analysing a series of important questions. It discusses the features of the skill mismatch phenomenon and provides an overview of factors contributing to it; analyses its economic and social costs; and argues that the issue should be taken seriously by national and European policy-makers. The study also discusses how skill mismatch can be better measured in surveys; this will make it possible to provide more detailed and sound analyses in the coming years.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The present report is aimed at providing a general overview of the education/training, labour market and social situation of young people in Europe. It provides an overview of European education and training, including major developments, and summarises the results of a survey conducted among ETUC affiliates between September and November 2011. This survey investigated the social partners' perspectives on youth transitions and had three main objectives: (1) to gauge the extent to which trade unions were aware of and involved in youth transitions from school to work; (ii) to raise the topical issues of traineeships and get the social partners' points of view; (iii) to explore the most important concerns and to promote exchange of good practices on the occasion of the ETUC Youth Committee Conference (Krakow 2011).

Prepared in cooperation with 374 persons with disabilities, experts and academics, NGOs, foundations and international organisations in 116 countries, and the World Future Council Zero Project Report is an annual international study on the implementation of the UN Convention on the Rights of Persons with Disabilities. The current publication contains:

• Survey of 23 Social Indicators on the implementation of the UN Convention on the Rights of Persons with Disabilities in 55 countries;
• Survey of 10 Social Indicators focusing on the employment of persons with disabilities in 82 countries;
• 40 Innovative Practices that promote the employment of persons with disabilities;
• 11 Innovative Policies that promote the employment of persons with disabilities.

Many practices and policies mentioned in the report highlight successful initiatives in inclusive training for individuals with disabilities.

OECD Education Working Papers, No. 72 The relationship between ageing and skills is becoming an important policy issue, not least in the context of population ageing. Data from the Programme for the International Assessment of Adult Competencies (PIAAC) will potentially add considerably to the understanding of the relationship between ageing and foundation skills. In particular, the fact that data from the 1994-1998 International Adult Literacy Survey (IALS) and the 2003-2007 Adult Literacy and Lifeskills Survey (ALL) will be linked with PIAAC offers a unique opportunity to examine trends over time at the cohort level for a wide range of countries. Specifically, repeated measures will enable an analysis of whether there is skill gain and skill loss over the lifespan of cohorts and overtime between cohorts. This is especially important because age-skill profiles observed on the basis of a single cross-section are difficult to interpret. With this as a backdrop, this paper has sought to provide an overview of what is known about age-skill profiles and to conduct an analysis that demonstrates how trend data based on repeated cross-sectional observations of direct measures of skill at the cohort level can be used to estimate skill gain and skill loss over the lifespan and over time.

In an effort to better capture and analyze the overall level of expenditure in the technical vocational education and training sector in the Philippines, the Technical Education and Skills Development Authority in collaboration with the International Institute for Educational Planning conducted a survey among training providers. The objectives of the study were: to assess the level of public and private expenditure on TVET; to analyze the costs of TVET in absolute and relative terms; to compare the costs of TVET according to categories of providers, duration of courses, training areas and modes of delivery; to measure the funding of TVET and the contribution from public sector, companies, individuals and external development assistance; to provide a detailed review and analysis of TVET activities in the country, in both the public and private sectors; and to propose a methodology for classifying TVET activities and measuring training expenditures in the Philippines. The main purpose of the study was to generate new knowledge on cost and financing, in view of informing policy decisions and guiding further research.

This employer survey seeks to address this knowledge-gap by answering three questions: (i) Which skills do employers consider important when hiring new engineering graduates? (ii) How satisfied are employers with the skills of engineering graduates? and (iii) In which important skills are the engineers falling short? These findings suggest that engineering education institutions should: (i) seek to improve the skill set of graduates; (ii) recognize the importance of Soft Skills, (iii) refocus the assessments, teaching-learning process, and curricula away from lower-order thinking skills, such as remembering and understanding, toward higher-order skills, such as analyzing and solving engineering problems, as well as creativity; and (iv) interact more with employers to understand the particular demand for skills in that region and sector.
