ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

OECD Local Economic and Employment Development (LEED) Working Papers, 2013/11 This working paper reports on the work undertaken as part of the Tackling Long-term Unemployment Amongst Vulnerable Groups project. It includes the findings of a survey undertaken jointly by the OECD LEED Programme and the World Association of Public Employment Services in 2012, and also case studies and learning models from around the world on innovative practices to support the long-term unemployed into work. The report emphasises the important role a diverse range of actors can play in helping the long-term unemployed address the complex issues which may hinder their move into the labour market.Among the interventions to support vulnerable groups reviewed in the report are providing vocational training, career guidance and working with employers to encourage and support them to recruit from priority groups.

Rapid labour market changes leave too many workers at risk of losing their skills Skill obsolescence is an integral part of technological progress and, in many cases, it is not a problem. It is natural that some previously necessary skills are no longer needed as people progress in their careers. However, skill obsolescence has become more important as jobs have become more demanding and complex. As technology progresses, this trend is expected to speed up in the coming years.

To obtain a clearer picture of the largely unexplored question of skill obsolescence, Cedefop launched a pilot survey in four European Union Member States (Germany, Hungary, the Netherlands and Finland). The survey looked at how many people in work aged between 30 and 55 felt their skills were, or were becoming, obsolete. It also examined the type of skills and people most affected by skill obsolescence and what enterprises and policy-makers can do to reduce it. This briefing note provides an overview of major findings of the survey.

The study builds on results from a joint OECD-WTO survey which provides information on the views of firms as well as aid-for-trade partners and donors regarding the barriers that developing country firms face to connect to value chains and the effectiveness of aid-for-trade flows. These results are combined with evidence from other firm level surveys to provide an overview of the role of skills for export competitiveness of small and medium enterprises. The study concludes that that technical assistance in the field of education and training can play a powerful role in helping suppliers in developing countries to increase competitiveness and to connect to value chains. The survey evidence suggests that where labour skills development efforts are delivered as an element of aid-for-trade support, private and public sector actors consider them to be effective in helping local suppliers to connect to or to move up within value chains. Further efforts towards coordinating assistance directed towards skills upgrading with assistance directed towards entering or moving up value chains should therefore be encouraged.

This paper provides an account of the main approaches, debates and evidence in the literature on the role of workforce skills in the innovation process in developed economies. OECD Skills Studies The report discusses the results of the OECD "Leveraging Training and Skills Development in SMEs" project which examines access to training by SMEs across seven regions in six OECD countries: New Zealand, Poland, Belgium, UK, Turkey and Canada. It looks at how both formal and alternative ways of training and skills development interact and identifies impacts at three levels: for the firm and employees; for the industry; and for the local area where the firm is located. The report pays special attention to the development of entrepreneurial skills and the emerging area of "green skills".

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This comparative report presents the results of the 2011/12 migration survey on the relationship between skills, migration and development in Armenia and Georgia. Results are discussed separately for the three groups defined by the survey: non-migrants, that is, respondents who reported that they were not seriously considering moving abroad; prospective migrants, who reported that they were seriously considering migration; and returned migrants, who had previously spent at least three months abroad. The report shares interesting findings on the skills dimension of migration and conatins policy implications.

This report examines trends in employment, skill needs and training provision for a selected group of occupations likely to be affected by the development of a low-carbon and resource-efficient economy and makes policy recommendations that seek to ensure that businesses can take advantage of the opportunities presented by this transition and that the skill needs it generates are met.

The study draws on data from several sources including: the EU labour force survey (EU-LFS); a review of national policy documents concerning skills, employment, energy, environment, innovation and industry; interviews with national experts on a range of the target occupations; some small-scale survey data from employers and learning providers; and validation of findings through a workshop with a range of experts.
