This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

In line with its mandate, the 2020 GEM Report assesses progress towards Sustainable Development Goal 4 (SDG 4) on education and its ten targets, as well as other related education targets in the SDG agenda. The 2020 Global Education Monitoring Report looks at social, economic and cultural mechanisms that discriminate against disadvantaged children, youth and adults, keeping them out of education or marginalized in it. Spurred by their commitment to fulfil the right to inclusive education, countries are expanding their vision of inclusion in education to put diversity at the core of their systems. Yet implementation of well-meaning laws and policies often falters. Released at the start of the decade of action to 2030, and in the middle of the Covid-19 crisis, which has exacerbated underlying inequalities, the Report argues that resistance to addressing every learner’s needs is a real threat to achieving global education targets.

Inclusion and education: All means all identifies the practices in governance and finance; curricula, textbooks and assessments; teacher education; school infrastructure; and relations with students, parents and communities that can unlock the process to inclusion. It provides policy recommendations to make learner diversity a strength to be celebrated, a force for social cohesion.

The Joint Research Centre of the European Commission, the Labour Market Information Council of Canada and the ILO are glad to invite you to a research webinar on “Big data and the future of work” organized as part of the EU funded project “Building partnerships on the future of work ”.

This project is being undertaken by the ILO and the Joint Research Centre of the European Commission and aims at developing new evidence around some specific and understudied Future of Work themes.

The objective of the webinar is to bring together experts from the three institutions and external experts to discuss the possibilities of using big data sources to analyze ongoing future of work trends in both developed and developing economies. It will be an opportunity to present recent research work based on different types of big data such as online job vacancies or CVs, geospatial data sources or mobile communication data and discuss their use for policy purposes.

To allow an in-depth discussion and participation of colleagues in other time zones, the meeting will take place on Thursday 3 February (15:00 hours – 18:00 hours Geneva time / 09:00 – 12:00 hours Ottawa time) via Zoom.

A key driver of current efforts to reform technical and vocational education and training (TVET) in Ethiopia is the need to strengthen linkages between industry and the national training system.

The ILO Skill-UP Ethiopia Project is partnering with the Ministry of Science and Higher Education and the Textile and Garments sector to improve productivity through skills development and to strengthen the quality and relevance of training for priority occupations in the sector. The four key goals are:

  • Reduce skills gaps and shortages
  • Improve productivity
  • Increase opportunities for all individuals in the workforce
  • Improve learning supply

There is common agreement that clear multi-stakeholder governance arrangements, such as Sector Skills Committees lead to better coordination, dialogue and active engagement strategies, which enhances the relevance of skills development systems and underpin economic growth in the sector.

Semi-government and non-government organizations, such as, Sector Skills Committees, partner with government to achieve mutually beneficial national goals. These new types of partnerships, brought about by the coming together of government and the private sector leads to new forms of training and ultimately higher quality employment outcomes.

The Asia-Pacific Employment and Social Outlook 2018 report pulls together the most recent statistics to take stock of developments in labour markets across the most populous region of the world. Asia and the Pacific stands out as the world’s top performer when it comes to economic growth, owing in large part to its dynamic labour markets. Yet despite the plethora of work in the region, work that qualifies as 'decent' remains in short supply in many countries.

Acknowledging the commitments made in the 2030 Agenda for Sustainable Development to 'promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all' under Sustainable Development Goal (SDG) 8, special attention is given to assessing the region’s prospects to advance decent work for inclusive growth and sustainable development.

Where countries in the region fall short in their capacity to expand decent work and hence inclusive growth – as almost all countries do – the report suggests a course of action for advancing on a policy mix that can help to keep decent work front and centre in the development agenda.

Briefing note This note explores the use of skills foresight to support decisions in areas which involve long lead times, such as education and training, and long-term labour market planning. Foresight is defined as a “systematic,participatory, future intelligence gathering and medium-to-longterm vision-building process aimed at present-day decisions and mobilising joint actions”.
